Duties and Responsibilities At the Ministerial Conference on Civil Registration and Vital Statistics in Asia and the Pacific held in November 2014, governments in Asia and the Pacific adopted the Ministerial Declaration to “Get Every One in the Picture”, as well as the Regional Action Framework on Civil Registration and Vital Statistics in Asia and the Pacific, and declared the Asian and Pacific Civil Registration and Vital Statistic Decade, 2015-2024 (CRVS Decade).

The Regional Action Framework outlines goals and targets to support the achievement of the shared vision outlined in the Ministerial Declaration that, by 2024, all people in Asia and the Pacific will benefit from universal and responsive CRVS systems facilitating the realization of their rights and supporting good governance, health and development.

According to the midterm reports submitted by countries in 2019/2020 (halfway through the CRVS Decade), many still need to invest significantly to accomplish the vision of universal and responsive CRVS systems, including by improving CRVS business processes. A business process is a structured set of activities that takes an input and transforms it into a more valuable and effective service or product, as an output, for a particular customer or customers.

In most countries, CRVS systems are characterized by complex structures where stakeholder institutions predominantly work in their respective silos. Most attempts to transform CRVS systems have been focusing on creating awareness and Information and Communications Technology (ICT) enablement of existing processes. However, underlying processes and organizational capabilities remain to be improved. Business Process Improvement (BPI) is an effective approach to transforming CRVS systems. It is a management approach that helps an organization analyse and redesign its underlying processes to achieve more efficient and effective results.

The Economic and Social Commission for Asia and the Pacific (ESCAP) collaborates with development partners to provide coordinated support to member States in strengthening their national CRVS systems through the development of technical and operational resources, carrying out regional research and analysis, delivering technical advisory services, providing training and facilitating the sharing of experiences.

At present, ESCAP is collaborating with the Bloomberg Data for Health Initiative (D4H) to support improvements to CRVS systems in Asia and the Pacific. More specifically, the project aims to develop statistical capacity and demographic skills within national statistics offices (NSOs) and other line ministries/organizations responsible for the production of statistics. This includes various activities at national, subregional and regional levels such as capacity building workshops, technical advisory services, knowledge sharing activities as well as development of knowledge products.

The project will help selected countries to improve CRVS systems to be well-functioning and universal through three project outcomes.

- Selected countries produce vital statistics from civil registration records and identify inequalities related to civil registration. - Selected countries improve their CRVS systems through the review and analysis of their civil registration processes and implement a holistic approach to civil registration, vital statistics, and identity management. - Selected countries use CRVS-related evidence to improve policies and programmes.

This activity falls under the second project outcome and will be conducted using the CRVS System Improvement Framework1, an approach designed to help CRVS stakeholders analyze and redesign existing CRVS business processes and the associated operational capabilities to develop strategies and an action plan to accomplish significant improvements in the performance of the CRVS system.

A Senior Advisor responsible for providing remote technical recommendations and inputs will guide the country team including the main national CRVS stakeholders implementing the project. The senior advisor is expected to visit Nauru for about week during the project.

To work with Nauru in conducting their review and analysis of civil registration processes, ESCAP seeks to hire a national consultant to work with national stakeholders for the implementation of the project

The consultant will facilitate the work of the Senior Advisor and guide the country team leading the project by coordinating and facilitating their meetings and documenting the processes throughout the project.

Objectives

- Guided by the Senior Advisor and following the country work programme, the consultant will:

- Compile relevant information from the country team and maintain an online sharing platform for the duration of the project where members of the country team can share and develop documents;

- Initiate the activities to be implemented as part of the project by informing the country team and follow-up with them to ensure they submit their work on time and participate in the activities;

- Coordinate and facilitate the meetings of the country team and prepare presentations, documents to be filled and other relevant materials;

- Conduct interviews (as needed) with country stakeholders to underpin the analysis of existing processes

- Draft the meeting reports containing the outputs developed during the events; and

- Document all steps of the projects as part of a final report.

The consultant will also benefit from trainings provided by the Senior Advisor on the methodology to be used as part of the project.

Qualifications/special skills- A degree from a recognized university in demography, statistics, public health, public administration, policy analysis or related fields.

- A minimum 3 years of work experience on CRVS related issues, public administration, monitoring and evaluation, public health, or business process management is desirable.

Languages Languages: Excellent writing skills in English and knowledge of Nauru language Skills: Ability to coordinate and facilitate meetings and write draft reports Qualifications: The consultant should be based in Nauru.
