Background

  1. Project Description

In March 18, 2015, the Sendai Framework for Disaster Risk Reduction (2015-2030) was adopted by 187 member countries, including the Philippines, at The Third UN World Conference in Sendai, Japan. The Sendai Framework is a 15-year, voluntary, non-binding agreement which recognizes that the State has the primary role to reduce disaster risk, but that responsibility should be shared with other stakeholders, including local government, the private sector, and other partners.

On 30 October 2020, the NDRRMC approved the updated National Disaster Risk Reduction and Management Framework and Plan (NDRRMF/P) 2020-2030. Among the key objectives of the NDRRMP is to contribute to the achievement and coherence of various global, regional and national development frameworks and policy agenda on reducing risks and enhancing resilience such as the Sendai Framework for Disaster Risk Reduction (SFDRR) 2015 - 2030, Paris Agreement, United Nations Sustainable Development Goals 2015 – 2030 among others.

Relatedly, the Updated NDRRMP has twenty-three (23) outcomes, fifty (50) outputs and two-hundred-six (206) activities and these will be reviewed and assessed in three separate review timelines during its implementation with the short-term review being set in CY 2022 which will coincide with the mid-term review of the SFDRR (MTR SF).

In December 2021, a resolution was adopted following the call by the UN General Assembly for the Midterm Review of the Sendai Framework (MTR SF). In the MTR SF, Member States would conclude in a high-level meeting of the General Assembly in New York on 18 and 19 May 2023 wherein a concise and action-oriented political declaration will be adopted to renew commitment and accelerate the implementation of the Sendai Framework, agreed in advance by consensus through intergovernmental negotiations.

In line with this, the Member States, including the Philippines, are invited to assess progress, gaps, and challenges in the implementation of the Sendai Framework at the local, national, regional, and global levels and to share findings, good practices, and recommendations with UNDRR to be included in a report on the midterm review.

In view of the foregoing, the NDRRMC through the Office of Civil Defense (OCD) shall facilitate the short term- review of the NDRRMP 2020-2030 to contribute to the mid-term review of the SFDRR.

The following are the overall objectives of the short-term review of the NDRRMP 2020-2030 and mid-term review of the SFDRR 2015-2030:

  1. Stocktaking of the implementation of the Sendai Framework to date;
  2. Assessment of the progress made, and challenges experienced in implementing the NDRRMP 2020-2030;
  3. Identification of new and emerging issues, as well as changes in context since 2015;
  4. Critical analysis to assist countries and stakeholders formulate recommendations for prioritized, accelerated and integrated international, national and local cooperation and action in the period 2023 to 2030;
  5. Initiate nascent thinking on possible international arrangements for risk informed sustainable development beyond 2030;
  6. Provide recommendations to the updating of the Philippine Development Plan 2017-2022 on reducing risks and enhancing resilience.

In support of the Office of Civil Defense being the executive arm of the NDRRMC, UNDP is requiring the services of the National Consultant for the Midterm Review of the Implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030 in the Philippines and Short-term review of the NDRRMP 2020-2030.

This initiative is being supported under the Strengthening Institutions and Empowering Localities Against Disasters and Climate Change (SHIELD) Program, which supports the Government of the Philippines (GPH) in building institutional and community resilience to climate change and natural hazards, while taking into account the systemic nature of risks.

Duties and Responsibilities

  1. Objectives and Scope of Work

The Consultant is responsible for the submission of the national report of the MTR SF and short-term review of the NDRRMP 2020-2030 and facilitate its approval and adoption. Specifically, the Consultant must accomplish the following:

  1. Preparation of inception report with literature review
  2. Development of a questionnaire for consultations with reference to UNDRR MTF SF Guidance Note
  3. Conduct of online or in-person consultations (where public health guidelines permit) at all administrative levels – national, sub-national and local, and sectors of government (to include all line ministries, beyond dedicated disaster risk reduction institutions), civil society, and private sectors with the following key stakeholders to be consulted:
    1. NDRRMC and its Thematic Pillar members
    2. SFDRR TWG members
    3. OCD
    4. Others: Business & industry , Children & youth, Civil society / non-governmental organizations , Education & academia , Farmers , Indigenous / traditional peoples, International financial institutions, Local authorities, Media , Migrant & displaced persons , Older persons (Ageing), Persons with disabilities, Parliamentarians, Private philanthropic organizations/ foundations, Scientific & technological community , UN System entities (including United Nations Resident Coordinators & UN Country Teams), Volunteers, Women, Workers & trade unions
  4. Conduct of supplemental consultations such as open (online) surveys, thematic or sectoral focus group discussions (virtual or in-person), and literature review
  5. Capture, record, and analysis of content of consultations and review
  6. Generate learning and recommendations which are grounded in country-level experience
  7. Provision of relevant MTR SF content drawing from relevant materials in conjunction with other global stocktaking and review exercises such as but not limited to stock takes and reviews of the implementation of the 2030 Agenda for Sustainable Development and reports on the implementation of national development plans), the Sendai Framework Monitor, DesInventar or other national loss accounting databases, national platforms for disaster risk reduction, the Paris Agreement, the Midterm comprehensive review of the implementation of the International Decade for Action, “Water for Sustainable Development” 2018-2028, the Convention on Biological Diversity, the Convention to Combat Desertification, and the New Urban Agenda amongst others
  8. Gathering of relevant information on the updated NDRRMP 2020-2030 and ongoing development of NDRRMP M&E Framework and Plan
  9. Work in close coordination with the OCD and other group of consultants/organizations relevant to SFDRR monitoring and reporting
  10. Work in close coordination with the NDRRMC Thematic Pillars to determine the progress made, gaps and challenges in the implementation of the updated NDRRMP 20202-2030
  11. Attendance to vetting meetings and presentation to the TWG, TMG and NDRRMC Full Council; and
  12. Preparation of the final national report of the MTR SF and short-term review of the NDRRMP 2020-2030

  1. Institutional Arrangements

The consultant shall be under overall supervision of the UNDP Deputy Resident Representative through the UNDP Climate Action Programme Analyst with whom all outputs shall be submitted and through whom all communications shall be coursed or copied, in close coordination with and guidance from the Office of Civil Defense. The Consultant is also expected to coordinate and engage with other relevant Government institutions, UNDP officials, and other stakeholders. The Consultant is expected to provide his/her communication equipment, including laptop and mobile phone, for the work requirement. S/he will also be supported by UNDP and OCD staff for administrative and logistic requirements, as necessary.

  1. Duration of Work

It is estimated that the work of the Consultant shall involve a total of 28 weeks (132 person-days), spread over from 21 March 2022 to 31 October 2022. At least 1 week will be allotted for Designated authorities to review outputs, provide feedback, and certify approval and acceptance of outputs.

  1. Duty Station

The duty station is Manila. Should circumstances permit and be done within guidelines and protocols set by the Government, the Consultant must be able to report at the UN premises in Mandaluyong City or in the Office of Civil Defense on an on-call basis, and conduct of in-person consultations as necessary.

Required Skills and Experience

  1. Qualifications of the Successful Individual Contractor

The successful Individual Contractor should meet the following minimum qualification

Education

  • University degree in Social Sciences, Community Development, Communications, or any related discipline. Advanced degree on related discipline is an asset.

Experience

  • At least 10 years of experience in facilitating and documenting multi-stakeholder workshops and consultations, and drafting guidance notes
  • At least 5 years of experience in providing technical inputs and data collection in the field of disaster risk reduction, including reporting and evaluation
  • At least 5 years of experience working with diverse stakeholders, including but not limited to national government agencies, local government units, non-government organizations, civil society groups, academe, local communities, persons with disabilities (PWDs), etc.
  1. Scope of Price Proposal and Schedule of Payments

  2. The Consultant should send the financial proposal based on a lump-sum amount for the delivery of the outputs identified below. The total amount quoted shall be “all inclusive” (professional daily fees X number of days, communications, etc.) that could possibly be incurred by the Consultant should be factored into the final amount submitted in the proposal. Travel, as deemed relevant by UNDP and compliant with government guidelines on community quarantine, will be arranged and paid for by UNDP and should not be included in the financial proposal.

  3. Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of contract, the Contractor must be ready to submit proof of insurance valid during contract duration
  4. The contract price will be fixed output-based price. Any deviations from the output and timeline will be agreed upon between the Contractor and UNDP.
  5. Payments will be done upon satisfactory completion of the delivery by target due dates. Outputs will be certified by the UNDP Climate Action Programme Analyst prior to release of payments.

Financial proposal should also include personal Medical/health insurance (to be purchased by the individual at his/her own expense) as a mandatory requirement for the issuance of contracts.
  1. Criteria for Selection of Best Offer

The Offers received will be evaluated using a combined scoring method - where the qualifications and sample work will be weighted a max of 70% and combined with the price offer which will be weighted a max of 30%.
