Overview

Produce a comprehensive mid-term review report on the UNSDCF.

You have:

  • Master's degree in social sciences, development, economics, or a related field is required.
  • Minimum of 7 years of professional experience in evaluation, program management, and strategic reporting is required.
  • Proven experience in analytical, synthesis, and writing skills is required.
  • Excellent command of French (spoken and written) is required.
  • Proficiency in Arabic and English is desirable.
  • Familiarity with the SDGs, Moroccan context, and UN cooperation frameworks is desired.

Result of Service

The consultant is to produce a report of about 30 pages, including summaries in Arabic, English, and French, as well as PPT presentation in French for the national workshops.

Duties and Responsibilities

  1. Background: The United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023–2027 is the main strategic planning and coordination tool for the United Nations System’s action in Morocco. At the midpoint of its implementation, an independent and participatory review is scheduled to assess progress, identify challenges, and propose necessary adjustments, considering the evolving national and international context. 2. Overall Objective of the Assignment: To conduct an independent, participatory, and results-based mid-term review assessing the relevance, coherence, effectiveness, and efficiency of the UNSDCF implementation, and to formulate concrete recommendations for its second phase (2025–2027). 3. Duties and Responsibilities: A – Preparation and Information Gathering (10 days) • Develop the methodology and roadmap for the mid-term review. • Participate in strategic planning meetings with the Steering Committee and the Resident Coordinator’s Office (RCO). • Analyze key documents (UNSDCF, Results Groups reports, joint work plans, UNINFO). B – Analysis and Report Drafting (14 days) • Conduct participatory consultations with Results Groups (4 workshops). • Organize and moderate focus groups (girls/women, youth, persons with disabilities). • Prepare a structured draft report. C – Finalization and Dissemination (6 days) • Integrate feedback from institutional partners and the UN Country Team. • Prepare the final report in French (with summaries in Arabic and English). • Produce a PowerPoint presentation for the national debriefing workshop. • Present the review findings at the national workshop. Indicative Timeline • September 2025: Launch of the assignment (planning meetings, development and validation of the methodological note) • October 2025: Data collection, consultation workshops, and data analysis • November 2025: National debriefing workshop and finalization of the mid-term review report 4. Assignment Oversight: The assignment will be carried out under the supervision of the Resident Coordinator’s Office (RCO), mandated by the UN Country Team (UNCT), with support from the co-chairs of the M&E Working Group and the Ministry of Foreign Affairs. The consultant will be reporting directly to the Data Management & Results Monitoring Reporting Officer. ****** IMPORTANT – MANDATORY CRITERION FOR APPLICATION ****** Please submit a methodological proposal (maximum 2 pages) outlining your understanding of the assignment, the approach to conducting the mid-term review of the 2023–2027 Cooperation Framework, and your methodology for analysis and reporting.
