  • A diploma or bachelor’s degree in social sciences, public administration, development studies, economics, social policy, or a related field.
  • Minimum one year of relevant experience in technical support and program implementation.
  • Experience collaborating with government counterparts, INGOs, or development projects is an advantage.
  • Experience working with Central Government and subnational counterparts is desirable.
  • Ability to provide technical inputs and deliver program interventions, including program reporting and planning, follow up with counterparts, and tracking activities.
  • Basic data management skills, including entering, cleaning, and summarizing information.
  • Proficiency in MS Office (Word, Excel, PowerPoint).
  • Ability to use online collaboration platforms (Teams, SharePoint, OneDrive).
  • Ability to use AI tools such as Google Gemini, Co-pilot etc.
  • Fluency in English is required- both in oral and written communication.

How can you make a difference?

UNICEF in Vientiane, Lao PDR is looking for a National Consultant for the Implementation of Child Nutrition Fund in Lao PDR. The duration of this assignment is 12 months, starting as soon as possible and the consultant will be office based.

Summary of key functions/accountabilities:

The purpose of this assignment is to support UNICEF Socia Policy Program in implementing activities under the CNF. To do so, UNICEF is seeking a national consultant who will provide technical support to deliver the program interventions. Her/his assignment will have to engage in public finance for nutrition, inclusive social protection, data integration and advocacy components. Under the direct supervisor of UNICEF Social Policy Section Chief, the consultant will work and collaborate with Social Policy Specialist to provide technical support to execute activities outline in the CNF program planning, the consultant shall:

CNF technical support and capacity building

  • Provide technical support for the implementation of CNF capacity-building activities, including training sessions, orientations, and technical workshops.
  • Facilitate the testing of manuals, guidance and tools
  • Develop monitoring and tracking systems to capture the results of CNF programs implementation
  • Provide technical inputs to develop a field monitoring concept note, ensure the execution of planned activities are aligned with the CNF requirement.

Monitoring and Reporting

  • Monitor the impact and results of events with the disaggregation of data, key results, assessment participation and action points, ensuring timely follow-up.
  • Document lessons learned, good practices and provide technical inputs for strategic focus.
  • Create work plan and timeline of activities implementation and monitor its progress.

Research and analysis

  • Use analytical tools (e.g., AI tools, Google Analytics, basic data visualization) to monitor social trends relevant to nutrition, social protection, digitalization, and disability, feeding into CNF programming.
  • Conduct analytical work or small studies (e.g., desk reviews, data extraction, summarizing findings) that inform program design, planning, and monitoring.
  • Conduct assessment of the sub-national planning and prepare a summary for dissemination.

Knowledge Management

  • Collect, catalogue, and maintain knowledge products, research reports, analytical documents, and operational materials generated during CNF implementation.
  • Track and record online mentions, news articles, reports, and success stories related to CNF for reporting and evidence generation.
  • Prepare knowledge briefs, simple infographics, and content for internal presentations.
