Purpose of the activity/assignment:

To develop an online self-paced induction course for the ECD workforce in Myanmar.

Scope of Work:

The National Consultant will be engaged to support the development of online induction course with self paced modules for ECD workforce, in collaboration with the pool of resource persons identified by the ECCD working group and in consultation with regional ECD specialist. While developing this online course for ECD workforce, it is crucial to understand that the participants in the online program may not only need to work with children who need psychosocial support but they themselves may also need strategies to cope with the psychological challenges they face. In Myanmar, with its diverse 135 ethnic groups, early literacy in the home language of young children is of paramount importance. Therefore, it is crucial to develop lesson plans and learning and play activities for children that are not only developmentally appropriate but also contextually and culturally relevant.

In the context of this assignment, the National Consultant will have the following key tasks:

A. Support the review of existing resources and materials.

• Conduct a thorough review of existing ECD training materials from UNICEF and other sources, including the Centre for Developing Child and relevant global resources.

• Assess the suitability and applicability of existing training materials for the development of online course for ECD workforce in Myanmar.

B. Understand the need for adaptation and synthesis. • Collaborate with relevant experts to analyse the suitability of existing training materials for the target audience and the context. • Develop a clear plan for adapting and synthesizing the training materials to align with the objectives of the course. • Create a structured outline for the course content based on the adapted materials.

C. Support the course design and development. • Work closely with an online course developer firm to design the online training course, including its structure and layout. • Ensure that the course is user-friendly and easy to navigate. • Support the online developer firm to create multimedia content that enhances the learning experience of the participants.

D. Support the Piloting of the online course. • Plan and conduct a pilot of the online self-paced induction course with a sample of participants. • Collect feedback from participants, facilitators, and other relevant stakeholders

E. Support the finalization of the course. • Incorporate feedback and suggestions from the pilot phase to finalize the online self-paced induction course material. • Develop assessment tools, including quizzes and assignments, to evaluate participant learning. • Create facilitator guides to assist instructors in delivering the course effectively.

Duty Station: Remote/Home-based

Duration of the Contract: 178 working days over 13 months

Description of Assignment:

Task 1: Review of existing training resources and materials • Conduct a thorough review of existing ECD materials from UNICEF and other sources, including the Centre for Developing Child and relevant global resources. • Assess the suitability and applicability of existing training materials for the development of online course for ECD workforce in Myanmar. {Cost for the workshop and professional fees to gather input from the resource pool, around 10 professionals, needs to be budgeted under all-inclusive fee }

Deliverable 1: A report on the review of existing materials, including an inventory of collected materials and an initial assessment of their suitability

Timeline: 15 working days, 15 January 2024

Task 2: Adaptation and synthesis of the existing materials • Collaborate with relevant experts to analyze the suitability of existing materials for the target audience and the context. • Develop a clear plan for adapting and synthesizing the materials to align with the objectives of the course. • Create a structured outline for the course content based on the adapted materials. {Cost for the workshop and professional fees to gather input from the resource pool, around 10 professionals, needs to be budgeted under all-inclusive fee }

Deliverable 2: Adapted and synthesized course materials with a structured outline for the online induction course for ECD workforce in Myanmar

Timeline: 35 working days, 15 March 2024

Task 3: Course design and development • Work closely with an online course developer firm to design the online training course, including its structure and layout. • Ensure that the course is user-friendly and easy to navigate. • Support the online developer firm to create multimedia content that enhances the learning experience of the participants. {Cost for the workshop and professional fees to gather input from the resource pool, around 10 professionals, needs to be budgeted under all-inclusive fee }

Deliverable 3:

Developed course framework, including a detailed course structure, learning outcomes, and a user-friendly course design.

Multimedia content integrated into the course, including videos, animations, interactive quizzes, and other multimedia elements.

Timeline: 78 working days, 31 August 2024

Task 4: Piloting of the online course • Plan and conduct a pilot of the online self-paced induction course with a sample of participants. • Collect feedback from participants, facilitators, and other relevant stakeholders.

Deliverable 4: Pilot report, including feedback analysis and proposed revisions for the course.

Timeline: 25 working days, 15 October 2024

Task 5: Finalization of the course. • Incorporate feedback and suggestions from the pilot phase to finalize the online self-paced induction course material. • Develop assessment tools, including quizzes and assignments, to evaluate participant learning. • Create user guides to assist participants in learning the course effectively.

Deliverable 5: Finalized online course for ECD workforce, including assessment tools, and user guides

Timeline: 20 working days, 15 December 2024

Task 6: Prepare final report

Deliverable 6: Final report with lessons learnt and recommendations

Timeline: 5 working days, 31 December 2024

To qualify as an advocate for every child you will have…

  • Master's degree in Sociology, Psychology, Child Development, Teacher Education, Assessment
  • At least 7 years in the field of ECD
  • Experience developing teacher training program for ECD teachers/ ECD workforce from low education base
  • Experience facilitating online/offline trainings
  • Experience on teacher assessments
  • Experience training ethnic teachers

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
