Background

I.Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, and peace and security. Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments to gender equality and gender mainstreaming translate into action worldwide. It provides solid and coherent leadership supporting Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

In Indonesia, UN Women works with the government, civil society groups, educational institutions, the media, and the public and private sectors to address gender inequality and promote women's empowerment in line with the country's key goals. Placing the advancement of women's rights at the center of our work, UN Women Indonesia focuses on (1) Ending Violence Against Women (EVAW), (2) Women's Economic Empowerment, (3) Women Peace and Security.

Under the Safe and Fair (SAF) Program: Realizing women migrant workers' Rights and Opportunities in the Association of Southeast Asian Nations (ASEAN), UN Women works to reduce the vulnerability of women migrant workers to VAW and trafficking. The SAF program is part of the Spotlight Initiative, a multi-year partnership between the European Union (EU) and the United Nations (UN) to eliminate violence against women in ten ASEAN Member States, including Indonesia. The program is jointly implemented by UN Women and ILO in collaboration with UNODC.

During the SAF Program implementation from 2018-2023, UN Women has collaborated with women-led civil society organizations (CSOs) to prevent and respond to violence against migrant workers and trafficking. These CSOs have played crucial roles in conducting advocacy works at sub-national level, providing support services to women migrant workers victims of VAW and trafficking and their families, raising awareness and sharing information on women's rights and safe migration. Some important achievements include the enactment of Governor Regulation No. 55 of 2022 on the Integrated Criminal Justice System for Women Victims of Violence and Criminal Offences in Kepulauan Riau Province, the issuance of Governor Decree on referral mechanism for women and girl victims of gender-based violence and trafficking in Lampung Province, and the formation of women community networks in East Java to share information on safe migration.

To adequately capture the stories of change that have been achieved by implementing partners of the SAF program, as well as to increase the capacity of partners and affected community in sharing the changes achieved in their communities and regions, UN Women has conducted impact story writing training in September 2023. This training is an effort to increase the capacity of implementing partners and affected community to communicate their mission, achievements, and transformative journey creatively. A compelling “Change Story” can be a powerful tool for them to engage stakeholders, funders, and the general public, amplifying their message and encouraging support for their cause.

As a follow-up to this workshop, UN Women will document the participants’ works of stories writing in a form of virtual storybook and will later be published on the UN Women's website. This virtual storybook will display stories of inspiring changes experienced by partners and beneficiaries (affected community) of the Safe and Fair program, expressed through story narratives, photos, and illustrations. The development of virtual storybook book aims to:

• Serve as a media to share personal experiences, stories, or messages of partners and affected community of the Safe and Fair (SAF) program.

• Increase public and media awareness on UN Women's works, specifically in ending violence against women migrant workers and trafficking in Indonesia.

• Provide visibility to Senior Management and donors.

UN Women is looking for a consultant to design and develop this virtual storybook to achieve the above mentioned objectives.

Duties and Responsibilities

Objectives of the assignment

The main objective of this consultation is to create a visually appealing and dynamic virtual storybook design that can seamlessly combine text, illustration, photos, and other multimedia elements for storytelling purposes. The selected service provider are also expected to be able to provide input or ideas to the Program team when creating virtual storybook.

Scope of work and tasks

Under the guidance of the EVAW Program Analyst and in close collaboration with the UN Women communications team, the selected service provider will perform the following tasks:

Task 1: Consultation with the Programme team, stories translation and edit, virtual storybook concept development and mockup design

  • Translate and edit stories into English
  • Review UN Women website specifications and organize calls with UN Women staff to clarify and identify needs relative to website functionalities, design, and appearances of the virtual storybook
  • Develop a virtual storybook concept with the design of structure, which includes a proposal of an effective search function, user-friendly interactivity, and appealing storytelling structure, among other features, following the inception discussion with UN Women.
  • Create picture illustrations and edit photos of the story.
  • Design a mockup of the website, including home page and other major landing pages, integrating the project’s visual identity
  • Developed a virtual storybook concept with an easy-to-understand structural design, an exciting storytelling structure, and other features after initial discussions with UN Women
  • Make necessary changes to the mockup design based on input from the Program team

Task 2: Development of a virtual storybook

  • Develop a virtual storybook design following the iterative development process with the consultation of the Programme team
  • Upload existing content and resources provided by the UN Women team
  • Make necessary changes based on input from the program team
  • Liaise with UN Women in the context of evaluating design and content before publication
  • Assist with design and content updates when the changes are not possible to be made from CMS user interface
  • Monitor virtual storybook on the UN Women website for 2 weeks.

All the deliverables, including annexes, notes, and reports, should be submitted in English.

Upon receipt of the deliverables and prior to the payment, the deliverables and related reports and documents will be reviewed and approved by UN Women. The period of review is one week after receipt.

III.Inputs

IV.Scope of bid price and schedule of payments

The contract price is a fixed deliverable-based price regardless of the extension of the contract duration. Payment will be made once deliverables detailed in section II are submitted and approved by UN Women.

The lump-sum costs should include a consultancy fee, administration costs, communication costs, and expenses related to the consultancy. All prices/rates quoted must be exclusive of all taxes. The lump-sum costs must be accompanied by a detailed breakdown of cost calculation using the template.

V. Performance evaluation:

Consultant’s performance will be evaluated based on timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.

b.Experience and skills

  • Minimum ten years of proven professional experience in designing and developing visually appealing and navigation-friendly websites.
  • Proven knowledge of Content Management Systems (CMS), including WordPress, Site Core, Drupal,Google Sites, etc.
  • Knowledgeable in HTML, CSS, JavaScript, web protocols work, servers, hosting, etc.
  • Proficiency with Graphics Software Applications (i.e., Adobe Photoshop, Illustrator, InDesign, etc.) and video editing software such as Adobe Premiere After Effect.
  • Skilled in search engine optimization (SEO), promotion of the websites, cross-promotion, and cross-linking of relevant websites.
  • Knowledge of Google Analytics, digital marketing tools, and other web statistics tools.
  • Previous experience in website migration between different CMS.
  • Proven experience in the strategic use and monitoring of web content.
  • A combination of excellent problem-solving, communication, and interpersonal skills.
  • Ability to work in a fast-paced, multitasking environment.
  • Previous experience with developing websites for the United Nations systems.
  • Knowledge of Ending Violence Against Women agenda is an asset.

VII. Evaluation

Applications will be evaluated based on the Cumulative analysis:

  • Technical Qualification (100 points) weight; [80%]
  • Financial Proposal (100 points) weight; [20%]

A two-stage procedure is utilized in evaluating the proposals, with an evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 80% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.
