About 90% of the world’s cargo is transported in maritime containers, but only less than 2% is physically inspected by Customs authorities. This fact provides ample opportunities for illicit activities, such as avoiding Customs duties, circumventing quotas, or smuggling protected timber and wildlife, fisheries crime, nuclear materials, weapons and drugs. Today, it is widely believed that the only viable way to control containerized cargo is through information-based risk analysis followed by detection technologies. In this way, it becomes possible to target high-risk consignments and proceed with physical examinations only when needed.

The UNODC-World Customs Organization (WCO) Container Control Programme (CCP) targets illegal containerized shipments by building risk assessment and inspection capacity in specialized Port Control Units (PCUs) and Air Cargo Control Units (ACCUs), made up of officers from Customs, national police, and other relevant law enforcement agencies. The CCP implements activities in multiple phases, ranging from technical needs assessments to establishment of Port Control Units (PCUs) and training of the officials.

Objectives of the Assignment

The purpose of the assignment is to support CCP programme management staff based in Bangkok, Thailand by assisting with the general management and implementation of the project “Container Control Programme” (GLO/G80) activities in South Asia with a special focus on fisheries crime, in accordance with UNODC rules and regulations. The consultant will be expected to organize and deliver training in the Maldives and other CCP countries, primarily in South Asia. The consultant will assist with the development and supervision of training, drafting of reports, coordination of meetings and other events, and drafting of programme documents.

Duties and Responsibilities

Under the general supervision and policy guidance of the UNODC Regional Representative for South Asia, the global UNODC CCP Programme Coordinator in Vienna and the CCP Regional Coordinator for South Asia, Southeast Asia and the Pacific, the incumbent will be responsible for implementing the project “UNODC-WCO Container Control Programme” (GLO/G80) activities in South Asia with a special focus on fisheries crime.

In accordance with UNODC rules and regulations, activities have to be done as follows:

Assist the CCP Regional Programme Coordinator in activities related to the management, implementation and monitoring of the project;
Provide substantial support to all project activities, including, organizing training activities, workshops and national and regional meetings with a special focus on combating, detecting and preventing illegal fisheries crime;
Advise and support the Regional Programme Coordinator, the CCP HQ fisheries crime focal point and the Port Control Unit Officials on issues related to fisheries crime;
Identify and prioritize requirements for training activities, ensure appropriate nominations and arrangements with regard to fisheries crime;
Prepare work plans, monitoring reports (biennial and annual), background documents, and other project monitoring projects as needed;
Support the Regional Programme Coordinator in day-to-day communication with counterparts in the region;
Assist in the preparation of expert missions as required;
Act as a liaison officer, at the regional level, between the various agencies participating in the implementation of the project;
Collect documents and keep files related to the project implementation;
Oversee the preparation of information materials (brochures, website, posters, etc.) in support of the Container Control Programme; disseminate CCP-related materials to governments, NGOs and the general public;
Liaise with counterparts, senior officers and technical staff in relevant UNODC units and field offices, other UN departments and offices, funds, programmes and specialized agencies, Officials in national governments, international organizations, NGOs, etc.
Perform other duties, as required.

Duration of Assignment, Duty Station and Expected Places of Travel

This assignment is for the maximum of 6 months (130 workdays), from 1 July 2021 until 31 December 2021. Possibility for extension is subject to availability of funds.

Duty station: Colombo, Sri Lanka

Note: It is understood that the consultant would not hold UNODC responsible for any unforeseen or untoward incident during the duration of the consultancy. It is recommended that a consultant secure his/her own insurance coverage during the conduct of consultancy.

Map roles and mandate of relevant agencies in the Maldives and in Sri Lanka. Initiate, guide and maintain a dialogue to foster inter-agency cooperation in the Maldives and in Sri Lanka through workshops and meeting(s). Liaise with the Programme Management team at UNODC Headquarters in Vienna, as well as with the Regional Coordinator and his team in Bangkok / 21 days (31 July 2021)

Upon satisfactory completion and submission of each deliverable a payment prorated to the number of days and expressed as a percentage of the contract value shall be made.

Provision of Monitoring and Progress Controls

The incumbent shall be under direct supervision of Mr. Ulrich Meiser, Regional Coordinator of the UNODC-WCO Container Control Programme for South Asia, Southeast Asia and the Pacific.

Competencies

Familiarity with technical assistance activities and experience in project development.
Understanding of the situation in the relevant countries/region related to the rules in the fight against fisheries crime is desirable.
Fluency in English (oral and written)

Required Skills and Experience

The assignment requires a qualified individual with the following expertise:

Education:

A first-level university degree in law, criminology, political science, international relations or other relevant disciplines.

Experience:

Familiarity with technical assistance activities and experience in project development.
Understanding of the situation in the relevant countries/region related to the rules in the fight against fisheries crime is desirable.

Language:

Fluency in English (oral and written) is required and knowledge of the language used in the designated countries.

Review Time Required

The incumbent’s outputs will be monitored and reviewed by the Regional Coordinator of the UNODC-WCO Container Control Programme for South Asia, Southeast Asia and the Pacific.

Criteria for Selection of the best offer

The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

a) Responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Note: Payments will be based on invoices on achievement of agreed milestones i.e. upon delivery of the services specified in the TOR and certification of acceptance by the UNDP. Medical examination is not a requirement for individuals on RLA contracts.
