Background

BACKGROUND

The Government of Ukraine is in urgent need to secure the availability of the State Programme medicines and essential health commodities at affordable prices and in sufficient quantities. Acknowledging the challenges of the State procurement and supply management system and following recently adopted legislation, allowing the selected international organizations to provide procurement support services, the Ministry of Health of Ukraine (MOH) has requested the UN to support the procurement and distribution of a number of 2015 State Programme medicines and other medical products as an emergency measure.

UNDP in Ukraine is fully committed to play this role in supporting the Ministry of Health of Ukraine in its mid- and long-term efforts to reform its procurement and supply management system. UNDP brings its extensive expertise in establishing the procurement system that corresponds to the highest standards of transparency, accountability, cost-efficiency, equity and sustainability.

UNDP aims is to introduce international practices and digitalize the process of public procurement in a more efficient, modern and transparent way. UNDP supports the MOH, civil society and patient organizations with the introduction of new technologies for ensuring efficient and transparent supply chain management and opening access to information on vital medicines and available services. UNDP, jointly with the Ministry of Health, developed the terms of reference (TOR) for digital platform “Management of medicines and medical products” (hereafter - “eStock”), which manages business processes and ensures traceability and transparency in areas of quantification, planning, procurement, distribution, redistribution and medicine supply. In cooperation with the Global Fund, USAID-funded Safemed project, UNDP is committed to support the development of the eStock platform, which is planned to be used by the MoH, Central Procurement Agency, Regional Healthcare Departments, Medical Institutions and other entities responsible for the logistics management of medicines and medical devices to minimize administrative costs, time and resources. Currently, the SOE eHealth has taken over the eStock project management and will adjust the Terms of Reference for such a digital solution which was previously developed by UNDP and update it according to the current structure of the e-Health system, hence the support from UNDP specialists is required.

Thus, the UNDP is looking for a qualified National Consultant to support the eStock system development. The Consultant is expected to work up to 8 months and provide consultations as required.

Duties and Responsibilities

MAIN OBJECTIVES OF THE ASSIGNMENT

The National Consultant for supporting the eStock component development will provide advice and assistance to UNDP, the Ministry of Health of Ukraine, SOE eHealth and other relevant stakeholders regarding the further development of the eStock system, implementation plan and ToR for software development.

DESCRIPTION OF RESPONSIBILITIES / SCOPE OF WORK

The Consultant will perform the following key tasks:

  • Consult on the development of the digitalization of the central public procurement processes of medicines and medical devices that have been procured at the central level, delivered and stored in health care facilities of Ukraine.
  • Provide assistance in business processes mapping of and standardized practices in the Ministry of Health on public procurement process and supply chain management, in order to be properly reflected in the software ToR.
  • Closely cooperate with other national and international consultants on IT technologies and E-Health for developing the eStock software.
  • Provide advice on automatization and optimization of existing supply chain management system (including logistics and stock management of medicines and medical devices)
  • Participate in meetings on e-Health, e-procurement and digital stock management system development and operationalization.
  • Learn and provide advice on other existing platforms and a possibility of their import and adaptation to the national context.
  • Provide inputs to the Terms of Reference development (or adaptation) for the platform as an analogue of the Digital Stock Management System for medical products.
  • Maintain other duties upon request.

DELIVERABLES

Progress reports regarding the scope of work, consultant’s professional input and advice will be provided to Programme Specialist on the regular basis. The report shall include all documents reviewed by the consultant and recommendations on development of eStocks. The Consultant will be involved on the on-call intermittent basis should his/her services be requested by the Project.

COPYRIGHT

The report should be submitted in English. The title rights, copyrights and all other rights whatsoever nature in any material produced under the provisions of this TOR will be vested exclusively in UNDP

MONITORING/REPORTING REQUIREMENTS

Work-progress reporting/monitoring meetings will be held with the Consultant on a regular basis. UNDP will be the final authority to control the quality and evaluate the work. No reports or documents should be published or distributed to the third parties without prior approval of the UNDP. The consultant will work under the overall supervision of the Programme Specialist. The consultant will interact with Project Associate and CO staff to receive any clarifications and guidance that may be needed. He/she will also receive all necessary informational and logistical support from UNDP Country Office and the Project. On a day-to-day basis, consultant’s work will be supervised by the Chief Technical Advisor.

The satisfactory completion of each of the deliverables shall be subject to endorsement of the Programme Specialist.

The Consultant will duly inform UNDP of any problems, issues or delays arising in the course of implementation of assignment and take necessary steps to address them.

All reports and results are to be submitted to the UNDP in electronic form (*.docx, *.xlsx, *.pptx, and *.pdf or other formats accepted by UNDP).

FINANCIAL PROPOSAL

Contracts based on daily fee

The financial proposal will specify the daily fee and payments will be made to the Individual Consultant based on the number of days worked.

Travel costs

Should any travel be necessary in connection to this TOR, UNDP will reimburse the expenses based on the duly authorized travel details, including travel and per diems. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

Prior to travel, the Consultant is required, at his/her own expense, to undergo a full medical examination, including x-rays, and obtain medical clearance from an UN-approved doctor.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed. The consultant shall be responsible for managing the process of the work implementation, its resources, logistics and expenditures related to the tasks in a timely and accurate manner.

  • At least 5 years of work experience in providing IT Development and Business Analysis consultations

  • At least 2 years of work experience in developing and piloting public web platforms

  • Prior experience of working with public procurement/health sector
  • Fluency in Ukrainian and basic knowledge of English is required

EVALUATION CRITERIA

Education:

  • University degree in Mathematics, IT Management, Data Analytics, Audit and accounting, Economics or another relevant area (Bachelors degree – 10 pts., Masters degree –13 pts.).

    Experience:

  • At least 5 years of work experience in providing IT Development and Business Analysis consultations (5 years – 15 pts, 6-7 years – 20 pts, 8 years and more -22 pts);

  • At least 2 years of work experience in developing and piloting public web platforms (2- 3 years of experience-14 pts., 4 years and more – 20 pts)

  • Prior experience of working with public procurement/health sector is an asset (5 pts);

  • Fluency in Ukrainian and basic knowledge of English is required (fluency in Ukrainian and basic knowledge of English – 5 pts, fluency in Ukrainian and English – 10 pts).

EVALUATION METHOD

Cumulative analysis

?Contract award shall be made to the incumbent whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight: 70%

* Financial Criteria weight: 30%

Only candidates obtaining a minimum of 70% from the maximum available technical score (49 points) would be considered for the Financial Evaluation

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:

30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].

The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer and will be awarded a contract.
