How can you make a difference?

Under supervision of Chief Education, provide technical support and oversight of UNICEF Timor-Leste programmatic activities, in close collaboration with the Ministry of Education, Youth and Sport of Timor-Leste, related to improving foundational learning and assessment. Specifically, the consultant will oversee and ensure quality, timeliness, and efficiency of all process, outputs and communication under the new phase of the SEA-PLM comparative study, SEA-PLM 2024, in the initial stages for preparation and implementation of the Trial Testing operations and derived activities in 2023.

TOR

WORK ASSIGNMENT:

1.1. Develop annual workplan for planning, execution and documentation of national and regional workshop and meetings of the SEA-PLM

1.2. Develop budget details with plan for the implementation of the Field Trial in 2023 and Main Survey in 2023 of SEA-PLM Assessment

1.3. Draft advocacy plan for engagement from different partners on SEA-PLM

1.4. Prepare and submit report on activity areas according to the agreed monthly workplan and agreed quality standard

2.1. Work with SEA PLM Project Manager to develop Concept note for the Field Trial Survey 2023

2.2. Support preparatory meetings with MoEYS for the Field Trial Survey in 2023

2.3. Support the Eskola ba Uma Consultant project (module development, pre-testing, implementation, training, and monitoring)

2.4. Prepare and submit report on activity areas according to the agreed monthly workplan and agreed quality standard

3.1. Coordinate with selected translators for the translation process

3.2. Verify translation process, negotiate sampling and procurement for the Field Trial preparation

3.3. Prepare and submit report on activity areas according to the agreed monthly workplan and agreed quality standard

4.1. Accompany MoEYS to conduct field visit to selected sample schools to monitor preparation and make improvement for Field Trial in 2023 and Main Survey in 2024

4.2. Prepare and submit report on activity areas according to the agreed monthly workplan and agreed quality standard

5.1. Develop TOR for contracts and agreements (Individual and Institutional) related to communication and advocacy around SEA-PLM

5.2. Prepare and submit report on activity areas according to the agreed monthly workplan and agreed quality standard

6.1. Develop concept note to improve foundational learning assessment for the most marginalized children

6.2. Support coordination and communication with line directorates on the implementation of foundational learning assessment

6.3. Prepare and submit report on activity areas according to the agreed monthly workplan and agreed quality standard

7.1. Work with the SEA-PLM Project Manager to update the National annual preliminary plan and assessment of status, gaps, needs and opportunities for SEA-PLM 2024 main survey phase in 2024

7.2. Prepare and submit report on activity areas according to the agreed monthly workplan and agreed quality standard

8.1. Support the preparation of the third technical workshop for SEA-PLM

8.2. Prepare and submit report on activity areas according to the agreed monthly workplan and agreed quality standard

9.1. Monitor selected schools during the Field Trial Survey in 2023

To qualify as an advocate for every child you will have…

  • A Bachelor degree in education, social science, public policy, management or related field
  • Minimum 5 years of work experience in analysis and reporting on quality education, learning outcomes and equity issues in children’s education, preferably in Asia and the Pacific
  • Knowledge of child rights approaches, assessments, learning outcomes and inclusive education
  • Ability to work with governments and facilitate among various stakeholders
  • Excellent English and Tetum writing ability and verbal skills for project proposals, reports, and communications
  • Sensitivity to diverse opinions and difficulties arising from differing social and cultural perceptions

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
