Scope of Work

The main objectives of the assignment are to promote the community’s accessibility and affordability on the safe and sustainable sanitation and hygiene services through

  • Conducting the feasibility study for sanitation microfinancing including market survey and stakeholder mapping
  • Mobilizing private sector and local entrepreneur to develop locally contextualized sanitation services and products
  • Providing intensive entrepreneurship and business training and guide development of sanitation marketing
  • Developing the sanitation microfinancing implementation model and implementing through partnership with financial institutions and local sanitation product suppliers
  • Monitoring the progress of microfinance for sanitation activities and producing the learning documents

The Consultant’s tasks will include the following;

  1. Submit the inception report with detailed work plan including desk review and preliminary schedule for stakeholder engagement, field survey, training and meetings
  2. Conduct the market survey to identify the community’s interest, willingness to pay for sanitation, preferred toilet design and payment model
  3. Mobilize the private sector and local entrepreneur to develop locally contextualized sanitation services and products
  4. Provide intensive entrepreneurship and business training to private sector and local entrepreneurs for at-least 3 entrepreneurs from Kengton, Hsiseng, Salin, Pwintphyu Buthitaung, MraukU, Kyauktaw
  5. Organize meeting with microfinance institutions, companies and local Civil Society Organizations (CSOs) who are working in sanitation business and microfinance activities
  6. Illustrate the detailed key stakeholders mapping for sanitation microfinancing on 7 project implementing townships (Kengton, Hsiseng, Salin, Pwintphyu Buthitaung, MraukU, Kyauktaw).
  7. Develop the microfinance for sanitation implementation modality and guidelines
  8. Develop a new partnership initiative for sanitation microfinancing business
  9. Monitor the progress of microfinance for sanitation activities and report on the barriers/challenges
  10. Monitor the functionality of smart subsidized sustainable and climate resilient toilet items and local market development
  11. Document the successful case studies that showcase business case for WASH
  12. Submit the final report to WASH

  8. Partnership program document on microfinance for sanitation activity
  9. Monitoring report which include the progress, challenges, lesson learned and recommendation on implementation of sanitation microfinancing
  10. Monitoring report which include the progress, challenges, lesson learned and recommendation on implementation of context specific climate resilient sanitation product market
  11. Two knowledge management products: case studies
  12. Final report which includes performance against deliverables, assignment overview, lesson learned and recommendation

Geographic Area

Consultant will be based in Nay Pyi Taw for 60% of the assignment duration and 40% in the field. Please find detail travel frequency and durations for each month under the work assignment section.

Travel Details:

This assignment will need to travel to 7 townships of Rakhine, Shan and Magway States/Region. The estimated travel frequency and locations for each month can be found in detail in Question # 2 of the attached Expression of Interest form in the vacancy announcement.

The consultant has to arrange the transportation him/herself. Payment will be done based on the deliverable submission and it is all inclusive lumpsum payment method which includes travel and DSA cost.

To qualify as an advocate for every child you will have…

  • Holding a Master’s degree in one of the disciplines relevant to the following areas: Public Administration, Business Administration, Development, Public Health, Civil or Mechanical Engineering, Water Supply or Environmental Engineering or other specialized field related to WASH is required.
  • A Bachelor’s degree may be accepted in lieu of a Master’s degree combined with 2 additional years of relevant professional experience
  • Over three years of professional work experience in rural Sanitation and Hygiene programme
  • Extensive experience in financial services for development especially in microfinancing/micro-crediting
  • Experience in implementing Community Led Total Sanitation (CLTS), market-based sanitation (MBS) and WASH financing is an asset
  • Extensive knowledge of Myanmar’s socio economic and local context
  • Ability to develop the training manual and implementation guideline
  • Experience with consultancies to United Nations and/or development banks

    Language Proficiency:

  • Fluency in English is required (oral and written).
  • Native Myanmar language Speaker, and local language is an asset (Rakhine and Shan)

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
