Background

United Nation Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. As part of the UN-wide investment in supporting UN Member States to translate global human rights norms and standards into national policies, actions and results, UN Women’s Strategic Plan (2018-2021) commits to increased national-level knowledge and strengthened national systems to monitor international, regional and national commitments to gender equality and women’s empowerment (GEWE). Furthermore, the adoption of the 2030 Agenda for Sustainable Development requires accelerated efforts of the UN Member States to measure progress towards the Agenda’s accompanying Sustainable Goals (SDGs) and targets. Measuring progress towards gender equality and women’s empowerment (GEWE) is seen as central for achieving of all 17 SDGs.

In 2016 the Government of Georgia (GoG) embarked as, one of the first, on the process of nationalization/ localization of SDGs. The GoG and key stakeholders have identified through nation-wide participatory process priority SDG targets and indicators that represent a combination of global and local/ national targets (100) and indicators (215). Of the 54 gender-related global indicators (UN Women (2018), Turning promises into action: Gender equality in the 2030 Agenda for Sustainable Development http://www.unwomen.org/en/digital-library/publications/2018/2/gender-equality-in-the-2030-agenda-for-sustainable-development-2018 ), 30 have been fully transposed, 9 were considered either not relevant or not considered for absence of data, and the remaining 18 global gender-related indicators have been adapted to the local context. Already in 2016, in the first voluntary national reporting on progress towards SDGs (VNR), availability of high-quality data has been identified as key challenge by the Government of Georgia. Lack of regular disaggregated data collection, application of international methodology for data collection, and lack of national capacities for data analysis have been pinpointed as main barriers.

To strengthen production and use of gender statistics in Georgia in line with Georgia’s international and national commitments on gender equality and women’s empowerment, UN Women, within the framework of the “Good Governance for Gender Equality” GG4GEG project generously funded by the Ministry of Foreign Affairs of Norway is supporting the National Statistics Office of Georgia (GEOSTAT) and other stakeholders of national statistics system to improve the capacities for production and dissemination of sex-disaggregated data. Most notable advances in gender statistics supported by UN Women include GEOSTAT’s Gender Data Portal, Annual publication “Women and Men”, a dedicated Survey on Violence Against Women in 2017 and ongoing Time Use Survey, which will become an indispensable source of sex-disaggregated data on unpaid and care work. Moreover, in 2020 UN Women Country Office in Georgia developed Country Gender Equality Profile (CGEP), that represents an important guide for UN Women and the UNCT as well as for the Georgian Government, civil society and other development partners to assess the existing situation regarding women’s empowerment and gender equality. The CGEP describes and analyses the present situation mainly based on the indicators of the Sustainable Development Goals (SDGs), while at the same time considering the BPfA and CEDAW frameworks.

However, the above-mentioned improvements of gender statistics are not necessarily resulting in increased public awareness and use of gender data. Furthermore, the policy practitioners and activists often fail to understand and use the available evidence on gender equality. The user-friendliness of these products becomes key at this juncture, and oftentimes further work is needed to repackage and present the data in a simplified and easily understandable formats. With this purpose in mind, UN Women would like to transform information included in the CGEP (released in the end of May 2020) as well as some new studies that became available after the publication of the CGEP into user-friendly issue briefs, with relevant infographics and other data visualizations. Thus, based on the CGEP and new studies and policy developments are relevant but were not reflected in the CGEP, UN Women envisages development of four issue briefs on the following topics: 1. Women in decision making; 2. Violence against Women 3. Women, Peace and Security and 4. Institutional mechanisms for gender equality and women’s empowerment (GEWE) in Georgia. Each brief should be no longer that 4 pages and should be designed for the use of policymakers and practitioners (from government, development partners, civil society and academia) capturing state of art, as well as progress over time, certain important trends, etc. as relevant per each thematic area.

In this connection, UN Women Georgia Country Office plans to hire a national consultant to develop issue briefs with respective data visualizations in cooperation with UN Women contracted designer. The duties, responsibilities and deliverables of the national consultant are as follows:

Duties and Responsibilities

The duties and responsibilities of the Consultant are:

  • To develop drafts of four issue briefs on the following topics: 1. Women in decision making; 2. Violence against Women; 3. Women, Peace and Security and 4. Institutional mechanisms for gender equality and women’s empowerment in Georgia. This will entail outlining the structure, selecting, and updating relevant data from CGEP and other more recent and targeted studies;
  • To formulate main messages and in close cooperation with UN Women designer, develop data visualization for each issue brief;
  • To revise and finalize the issue briefs based on UN Women comments.

Deliverables:

  • Drafts of four issue briefs outlining the structure, main messages and relevant data submitted to UN Women by 15 October 2020 (10 working days);
  • Visualized version of the briefs submitted to UN Women by 15 November 2020 (10 working days);
  • The visualized issue briefs revised and finalized as per comments by UN Women and final versions submitted to UN Women by 30 November 2020 (5 working days).

Required Skills and Experience

Education:

  • Advanced University degree (at least Masters) in statistics, social and political sciences or related field.

Experience:

  • At least two years of professional experience in working on data and statistics. Experience in working on gender data will be an asset.
  • At least one-year experience in conducting qualitative and quantitative research on GEWE issues.
  • Previous experience in developing research reports with data visualizations and infographics would be an asset. Please include a sample of your previous similar work.

Language:

  • Fluency in English.

Evaluation Procedure

The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.

The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:

  • Aadvanced University degree (at least Masters) in statistics, social and political sciences or related field;
  • At least two years of professional experience in working on data and statistics. Experience with gender data would be an asset
  • Fluency in English.

The candidates will be evaluated in three stages: according to minimum qualification criteria followed by technical and financial evaluation.

Technical evaluation criteria (including minimum qualifications):

  • Advanced University degree (at least Masters) in statistics, social and political sciences or related field (max 30 points);
  • At least two years of professional experience in working on data and statistics, with an emphasis on gender data (max 100 points);
  • At least one year of experience in conducting qualitative and quantitative research on GEWE issues (max 100 points);
  • Previous experience in developing research reports with data visualizations and infographics (max 100 points);
  • Fluency in English (max 20 points).

Maximum total technical score amounts to 350 points. Only candidates who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150

S – score received on financial evaluation;

Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;

F – financial offer under consideration.

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring).

Management arrangements:

The contractor will report to and work under direct supervision of the UN Women GG4GEG Programme Analyst and overall guidance of the UN Women Deputy Country Representative in Georgia.

Financial arrangements:

Payment will be disbursed upon submission and approval of deliverables and certification by UN Women National Programme Officer that the services have been satisfactorily performed as specified below:

  • Deliverable 1, 2, and 3 (25 working days) –100%;
