Background and Purpose of the Assignment:

Since 2013, PMTCT intervention was gradually expanded in Khulna Medical College Hospital (KMCH) in November 2017. In September 2018, PMTCT services were launched in 250 Bed Cox’s Bazar District Sadar Hospital. Later PMTCT services were integrated in Ukhiya Upazila Health Complex (UUHC). The PMTCT intervention in Cox’s Bazar has extended up to the selected health facilities in camp sites for making the services accessible to the forcibly displaced Myanmar national (FDMN). In 2019, PMTCT services were incorporated in to Chittagong Sadar Hospital, Memon Maternity Hospital, Maulovibazar Sadar Hospital, Jessore Sadar Hospital and Sir Salimullah Medical College Hospital, bringing to PMTCT service center to thirteen.

The approaches were increase capacity of the service providers, development of counselling and testing services with required logistics, increase awareness of PMTCT services among community and service providers, create networking among different stakeholders, improve knowledge of community people on prevention and access to treatment of HIV, STIs and SRH and other infectious diseases.

UNICEF provided technical assistance and financial supports which include supporting of counsellor / lab technicians, coordinator, logistics and training for clinicians and service providers. With this background AIDS/STD Programme and UNICEF decided to engage a national consultant to document the status of integration of PMTCT into hospital services (MNCH) and future sustainability in UNICEF supported four hospitals. This will help national programme (AIDS/STD Programme) and UNICEF for future programming

The consultant will conduct the following activities.

  • Review of relevant programme and M&E documents
  • Develop measurable qualitative indicators for integration and sustainability of PMTCT activities to MNCH and hospital services
  • Develop a 2-3 pager concept note for the documentation
  • Conduct discussions with relevant key person of AIDS/STD Programme, MNCAH and Hospital Management Services to reflect their understanding and recommendations
  • Conduct discussions with key PMTCT related persons in four hospitals
  • Undertake visit to four hospitals and where necessary review documents
  • Develop draft documentation document and share with UNICEF and ASP for feedback
  • Finalize and submit the document to UNICEF

Submit Final Report1 dayMinimum Qualifications/ Knowledge/Expertise/Skills required:

A Master/Advanced University degree in public health/ Tropical Medicine (Infectious Diseases), with technical knowledge in clinical management of HIV/AIDS in women and children

  • Education: Must be MBBS
  • Skills and attributes: Effective communication skills, experience in analysis, advocacy skills, report writing skills.
  • Language: Excellent spoken and written English
  • At least Fifteen (15) years expertise with HIV/AIDS
  • At least Eight years’ experience in clinical HIV/ART and PMTCT
  • Experience in working in GoB system will be a special advantage
  • Must have proven skill of writing report and study
  • Must be eligible to conduct field visit independently

Administrative Details:

Duration: 15 working days spread over two months period

Work modality: Home based with field travels and meetings at UNICEF House, Dhaka

Travel/DSA: Will be paid at actual basis based on UNICEF Policy

Payment: Payment will be made upon successful completion of each deliverables and certification from supervisor
