Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment." Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Law Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy and strengthening the environmental management capacity of developing countries and countries with economies in transition.

UNEP is an Implementing Agency of the Multilateral Fund of the Montreal Protocol on Substances that Deplete the Ozone Layer. That role is discharged through the Law Division's OzonAction Branch, whose goal is to enable developing countries to meet and sustain their compliance obligations under the treaty. OzonAction’s Compliance Assistance Programme (CAP) provides a range of services and project implementation support to assist those countries. As part of the latter, the Latin America CAP team provides support to Colombia for the implementation of the 4th tranche of Stage II of the HCFCs Phase-out Management Plan, as Cooperating Implementing Agency specifically for the following component:

  • Technical assistance in policies formulation and implementation.

Under the legal/regulatory framework, the Ministry of Environment and Sustainable Development (MINAMBIENTE), through its Ozone Technical Unit (UTO), has requested UNEP to hire a consultant to update the online tool Ozone Project Information System (SIPO), which registers information related to the execution and progress of the HCFCs Phase-out Management Plan. The Ozone Project Information System consists of a database where technical information related to the different ODS phase-out projects is recorded, stored and obtained. Considering technical advances, the ability to integrate new tools to improve the information interface and expand the scope of the projects to be implemented (KIP), it is required to update this valuable operational tool.

In line with national legal/regulatory frameworks, the OzonAction Branch in LAC is requesting approval to hire a National Consultant to update the Ozone Project Information System (SIPO) for the Ozone Technical Unit of Colombia.

The consultant will be responsible for the following actions:

  • Execute the update of SIPO, performing the necessary tests to ensure its functionality in the Minambiente server.
  • Ensure compliance with all the requirements established by the Office of Information and Communication Technologies of Minambiente.
  • Attend the adjustments requested as a result of the testing sessions.
  • Follow UTO’s guidance and requests, and the regional CAP team advice to deliver country services and ask for UN Environment Programme intervention if a political challenge emerges that may compromise the successful completion of this SSA.

    Qualifications/special skills University degree in systems engineering, software engineering, information technology engineering or related field is required. At least 2 years of experience in software development and coding is required.

    Languages Fluency in Spanish is required.
