You have:
- Master's degree in Economic, Management, Business, Finance or related field; Ph.D. is an asset or Bachelor's degree with minimum 10 years experience in entrepreneurship.
- Minimum 5 years experience in conducting research related to entrepreneurship, business, market sizing.
- Minimum of 3 years of relevant experience on capacity building for entrepreneurial skills for MSMEs.
- Fluent in English and Bahasa Indonesia.
- Previous experience working with UN agencies or other international organizations is an asset.

Background
- Rationale
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership supporting Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
A key area of concern for UN Women is women’s economic empowerment as expressed in UN Women’s Strategic Plan 2018-2021. Empowering women to participate fully in economic life is essential to building strong economies, establishing just societies, and achieving the 2030 Agenda including Sustainable Development Goal (SDG) 5 for gender equality and women’s empowerment and several other SDGs relating to inclusive growth, decent work, ending poverty, and reducing inequality, and revitalizing the global partnership for sustainable development. Ensuring women’s participation and leadership and inclusion of their needs, experiences, and skills in the economy requires intentional actions and commitments from both the public and the private sector.
The Together Digital Programme
As part of WEE Unit, the Together Digital programme aims to support women entrepreneurs (in MSMEs) in China and Indonesia to establish, maintain and expand their businesses through training, support services and knowledge exchange opportunities. The programme also will have a cross-cutting regional alliance of champions and thought leaders from the technology and innovation sector, which is established to facilitate knowledge exchange, skills transfer, and mentorship opportunities in the promotion of digital empowerment of women entrepreneurs. The programme is funded by Ant Foundation.
The overall objective of the programme is that women-owned SMEs and entrepreneurs have increased capacities and access to markets and financial services including technology based, for start-up and building resilient business. In Indonesia, the programme will focus on capacity building on gender responsive entrepreneurship skills, including on digital skills, and facilitate women entrepreneurs to gain access to funding and market. The target is to equip 2500 women in Indonesia with gender responsive entrepreneurship and digital skills and 500 out of 2500 women will get access to funding.
I. Objective
Following the multi-country assessment that provides input on developing the capacity building, UN Women Indonesia would like to recruit a National Consultant to conduct a local need assessment in several areas to identify the needs and challenges of women entrepreneurs in increasing their businesses and to identify the opportunities in the areas to address those needs.
The main objectives of the needs assessment are:
- To identify the needs and challenges faced by women entrepreneurs on digital inclusion, access to finance, business development capacity in selected area;
- To identify business opportunities for each area on key e-commerce market-driven products and services, and other income generating opportunities by using a value chain approach on selected economic sectors,
The findings of the needs assessment will become a reference as inputs for baseline data to strengthen the capacity buildings in selected areas.
Specific Objectives for Needs Assessment:
- Identify barriers faced by women in MSMEs, which will consist of:
- mapping financing schemes and options available for women-led and owned companies and identify challenges in accessing the schemes and options in selected area;
- identifying needs for financing scheme designated for women entrepreneurs in selected area;
- identifying opportunities on the selected economics sectors for the area on key e-commerce market driven products and services, and other income generating opportunities;
- mapping all supports provided by key stakeholders in the entrepreneurship ecosystem in selected area;.
- identifying the needs of capacity building programmes for improving entrepreneurial and digital skills for women entrepreneurs;
- formulating recommendations for finding solutions of barriers faced by women in MSMEs

Target Respondents:
- Local relevant stakeholders including but not limited to local governments, CSOs, financial institution (such as Cooperatives, PNM, etc), Business Development services;
- Women entrepreneurs;
- Women who want to start businesses including from the women enterprenuers group as suggested by UN Women, for example women migrant workers.
Target Area:
- The needs assessment will be conducted in selected areas, i.e., DKI Jakarta, Lombok, Sukabumi.

Duties and Responsibilities
II. Scope of Work for Needs Assessment:
The service is expected to be provided during 28 October 2022 – 31 January 2023. The scope of work includes:
- Develop a detailed workplan
- In coordination with UN Women, develop a detailed workplan including the research framework and methodology, including but not limited to the design of surveys, key informant interviews, and focus group discussions.
- Draft a coordination and outreach plan to obtain data in selected areas.
- Conduct the research
- Conduct desk research to identify existing trends and data in the existing literature, highlight gaps that remain, and compile key indicators for the target markets.
- Hold virtual key informant interviews with key stakeholders, focus group discussions, and targeted surveys in the five markets, as applicable.
- Analysis
- Consolidate data, identify, trends and develop key messages based on research findings, linking with existing UN Women studies where possible.
- Extract preliminary results and key findings to inform programme implementation.
- Develop initial draft of value chain analysis in the priority markets of selected areas
- Finalize the needs assessment
- Develop report outline
- Revise report based on feedback from UN Women
- Draft and design the final publication

- Evaluation
Applications will be evaluated based on the cumulative analysis.
- Technical Qualification (100 points) weight; [70%]
- Financial Proposal (100 points) weight; [30%]
A two-stage procedure is utilised in evaluating the applications, with an evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Only the candidates who have attained a minimum of 70% of total points will be considered as technically qualified candidates who may be contacted for validation interviews.
Financial/Price Proposal evaluation
- Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
- The lumpsum amount must be detailed and inclusive of how the professional fee of each team member is calculated. Management fee (if any), tax, travel costs for technical team members of suppliers and indirect costs such as printing, designing, communications in relation to the scope of work of services must be included in each deliverable of the financial proposal
- Internet and communication cost should be included in the financial proposal
- The total number of points allocated for the price component is 100.
- The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those qualified technical candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Required Skills and Experience
- Qualifications
The consultant with team members that have relevant experience are encouraged to submit an expression of interest. The following qualifications and competencies are required:
- Master’s degree (or equivalent) in Economic, Management, Business, Finance or related field, and a Ph.D’s degree in the aforementioned subject is an asset. A Bachelor’s degree with minimum of 10 years experience working in the field of entrepreneurship capacity in lieu of Master’s degree is acceptable;
- Minimum 5 years experience in conducting research including but not limited to topics of entrepreneurship, business, market sizing, feasibility study, e-commerce, digital business
- Minimum of 3 years of relevant experience on capacity building for entrepreneurial skills for MSMEs, working on women’s economic empowerment or working with women from Indonesia is an asset;
- Previous experience in working with UN agencies or other international organizations is an asset.
- Fluent in English and Bahasa Indonesia.
