Purpose of the activity/ assignment:

This consultancy will provide the interpretation services for the assigned tasks (as well as consecutive interpretation of ad-hoc meetings) and deliver the expected outputs.

Scope of Work: There are 67 Lawyers who are working with UNICEF by covering 13 state and regions. Child protection section is arranging regular lawyer network meetings and Community of Practice sessions in order to enhance the capacity of the lawyers by sharing experiences of the international human rights experts and lawyers, exchange experiences for court hearing on current patterns of the cases and coordinate with the case manager. Child protection is partnering with Doughty Street Chambers (DSC) a group of human rights lawyers from the UK, who will help our local lawyers for supporting strategic litigation and possible capacity enhancement. Child protection is also a chair of Area of Responsibility (CPAOR) which will take coordination roles among Child protection actors at the national and regional.

In this regards UNICEF child protection section will hire a national consultant to undertake Interpretation services from Myanmar to English and English to Myanmar for

(1) Lawyer network meetings of UNICEF’s implementing partners, (2) Community of Practice forums for legal aid service providers (3) Specific events organized by Child Protection such as webinars, online capacity building sessions, and coordination meetings (4) Consultation meetings between individual lawyers and international human rights experts (5) Meetings with UNICEF international partners such as ICJ, UNOHCHR and ILF with selected group of lawyers or individual lawyers (6) National and Sub-national CPAOR meetings

Duty Station:

Home Based (Consultation, Meeting and Training will be conducted via zoom and Teams)

Duration of the Contract:

76 days in 7 months, Flexible hours. Delivery-based. Consultant manages his/her own time.

Description of Assignment:

Task 1:

Interpretation services for monthly lawyer network meetings which will be conducted in every quarter

Deliverable 1:

Interpretation services (6) network meetings - 3 hours per meeting (Simultaneous interpretation) (Total 6 days)

Payment will be BASED ON THE ACTUAL services delivered

Timeline: August 2023 to March 2024

Task 2:

Interpretation services for the meeting with DSC and Individual lawyers

Deliverable 2:

Interpretation services – 2 hours per meeting (Consecutive interpretation) August – (3) days, September – (5) days October – (5) days, November – (5) days December – (2) days (Total 20 days)

Payment will be BASED ON THE ACTUAL services delivered

Timeline: August 2023 to March 2024

Task 3:

Interpretation services for the meeting with International lawyers (ICJ & UNOHCHR) and Myanmar network lawyers

Deliverable 3:

Interpretation services – 2 hours per meeting (Consecutive interpretation) August – (2) days, September – (2) days October – (2) days, November – (2) days December – (2) days, January – (2) days February – (2) days, March – (2) days (Total 16 days)

Payment will be BASED ON THE ACTUAL services delivered

Task 4:

Interpretation Services for CPAOR meetings

Deliverable 4:

Interpretation services – 2 hours per meeting (Simultaneous interpretation) August – (4) days, September – (4) days October – (4) days, November – (5) days December – (4) days, January – (4) days February – (4) days, March – (5) days (Total 34 days estimated) Payment will be BASED ON THE ACTUAL services delivered

To qualify as an advocate for every child you will have…

• A minimum of university degree in English or other relevant social sciences.
• Minimum five years of relevant professional extensive work experience in translation and immediate interpretation from Myanmar to English and vice versa.
• Previous working experience with the governments, UN or other international development organizations will be considered an advantage.
• Written and verbal fluency in both Myanmar and English languages, particularly for translation and interpretation services.
• Good understanding of Child Protection terminology particularly law, policy, regulation, directives and procedures under existing legislation, and programme contextual background in Myanmar would be an asset.
• Ability to work and deliver very high-quality services of translation/interpretation without supervision to meet the TOR and urgent deadlines as required.
• The selected candidate should have the ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
