Result of Service

The ultimate result of the consultancy is a fully operational and functioning OHCHR-EARO Sub-office in Shire, with the office contributing in the implementation of OHCHR-EARO’s mandate and to the global OHCHR workplan. Through this OHCHR-EARO effectively contributes to the ONE UN approach, delivering as ONE.

Duties and Responsibilities

Under the overall guidance of the Regional Representative of the United Nations Office of the High Commissioner for Human Rights (OHCHR) Regional Office for Eastern Africa (the Office) based in Addis Ababa, Ethiopia, and under the direct supervision of the OHCHR human rights officer (HRO), the consultant/s will be responsible for the day-to-day monitoring the human rights situations in Tigray refer identified cases to respective service providers, report to OHCHR-EARO and the human rights officer. The recruited consultant will equally perform monitoring, reporting and advocacy activities as envisaged and communicated by OHCHR-EARO and described below. The Consultants will perform the following tasks within the Shire sub-office and with the guidance and support of the Monitoring, Reporting and Advocacy workstream of EARO: • Conduct monitoring missions, gather information, make analysis, compile findings, prepare weekly, flash and other reports, make referrals, follow-ups and advocacy on selected issues; • With the supervision of the Human Rights officer in Shire Sub-office engage with relevant stakeholders and or authorities; • Contribute to the implementation of the Office’s Early Warning project; • Supporting the documentation of issues identified, referrals and follow-ups made in collaboration with team members and under the guidance of the team leader/human rights officer; • Contribute to the capacity building trainings that will be delivered for right holders and duty bearers on various human right and protection issues; • Participate in the proper usage through insertion of cases in the human rights database; • The consultant will perform all other tasks as assigned.

Qualifications/special skills

An advanced university degree (Master’s Degree or equivalent) preferably in law, political science, international relations, gender studies or other disciplines related to human rights is required. A first level university degree in combination with two additional years of relevant qualifying experience may be accepted in lieu of the advanced university degree. Sound knowledge and understanding of the Human Rights, standards, its Mechanism and the Right-based Approaches would be an asset. Knowledge and working experience with national stakeholders, especially with community, community-based organization on human rights issues and experience in monitoring and reporting is highly desirable. Female candidates are encouraged to apply At least 5 years of experience in human rights, international humanitarian law, gender issues, peace and security, early warning and conflict prevention, and development Experience working with the United Nations system, international human rights or international development non-government organisations, civil society organisations will be an added advantage.
