Enhance capacity of women fishers in Timor-Leste on disaster risk and education.
You have:
- An advanced university degree in Disaster Risk Management, Environmental Science, Public Health Management, Social Science, Climate Change, Community Development or a similar related field is required.
- A minimum of 5 years of experience in gender-related work and developing and facilitating training programmes/community awareness campaigns and educational initiative on early warning systems at national and community level is required.
- Strong knowledge and experience of gender equality and inclusive participation, experience working with women’s groups, local NGOs, CBOs, or community leaders in Timor-Leste is highly desirable.
- Familiarity with local customs and practices in Timor-Leste to ensure culturally appropriate training and engagement is desired.
- Excellent communication and interpersonal skills, with the ability to work effectively in a multicultural environment desired.
- Fluency in oral and written English and Tetun is required. Knowledge of other UN languages is an advantage.

Result of Service
The objective of this consultancy is to enhance the capacity of women and those communities who rely on fishing for their livelihood (fishers) in Timor-Leste to understand early warning systems and climate-related disaster risks. The consultant will lead a targeted disaster risk awareness and education campaign for women and men, facilitate the whole training/education campaign sessions, and update the existing communication materials to specifically tailored to the need and current reality of women in rural and vulnerable communities and community in coastal areas who rely on fishing for their livelihood. The consultant is expected to work closely with UNEP, the PMU Gender Expert, and project teams to deliver the following key deliverables: 1. Desk review and workplan development. 2. Develop a Concept Note for an awareness and education campaign 3. Review Gender-responsive Information and Education Communication (IEC) Content Materials (sticker Poster, Banners, Pamphlet, etc.) 4. Run the awareness campaign for fisher communities in one location in Dili. This activity will also include support and strengthen the community-level networks that bring together women and other stakeholders to foster collaboration in DRM activities. 5. Run the awareness campaign in 4 locations in two municipalities namely Manatuto, and Baucau, targeting fishers’ communities (2 locations/municipality) –This activity will also include support to strengthen the. community-level networks that bring together women and other stakeholders to foster collaboration in DRM activities. 6. Reporting on awareness and education campaign, and pre-test and post-test evaluations, and a lesson-learned report on the activities targeting fisher’s community. 7. Run the awareness campaign in 6 locations in three municipalities, namely, Manatuto, Lautem and Viqueque (2 locations/municipality with targeting women). 8. Reporting: Submit awareness campaign reports, pre-test and post-test evaluations, and a lesson-learned report on the activities.

Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. This consultancy is managed by UNEP’s Climate Early Warning Section in the Climate Change Division. Climate Change Division delivers effective strategic guidance and high-impact action in support of the transition towards climate stability. UNEP provides capacity building and technical support to governments to enhance their policy and implementation capacity and helps them access finance to align to the Paris Agreement, decarbonize, anticipate and adapt to climate impacts. Its work is guided by ambition, innovation, credible science, alignment to global climate goals and needs of individual countries. The Local Consultant will report to the Programme Management Officer, Climate Early Warning Section, Climate Change Division, under direct supervision of the Chief Technical Advisor, UNEP GCF Early Warning Project (FP171), Project Management Unit (PMU), Dili, Timor-Leste, based in Dili, Timor-Leste. The consultant will serve to implement portions of the USD 21.7 million GCF programme, “Enhancing Early Warning Systems to build greater resilience to hydro meteorological hazards in Timor-Leste”. The project will be implemented across five years and aims to deliver transformative impact to the entire population of Timor-Leste, including 1.03 million as direct beneficiaries (80% of the population), directly contributing to the attainment of selected targets and indicators of Article 7 of the Paris Agreement, Sustainable Development Goal (SDG) 13 on Climate Action, SDG 3 on Good Health and Well-Being and the Sendai Framework for Disaster Risk Reduction.
Qualifications/special skills
• An advanced university in Disaster Risk Management, Environmental Science, Public Health Management, Social Science, Climate Change, Community Development or a similar related field is required. A first-level university degree, combined with two (2) additional years of qualifying experience, may be accepted in lieu of an advanced university degree. • A minimum of 5 years of experience in gender-related work and developing and facilitating training programmes/community awareness campaigns and educational initiative on early warning systems at national and community level, especially in Environment/Climate Change/ Environmental impact on the health and marine sectors is required. • Strong knowledge and experience of gender equality and inclusive participation, experience working with women’s groups, local NGOs, CBOs, or community leaders in Timor-Leste is highly desirable. • Familiarity with local customs and practices in Timor-Leste to ensure culturally appropriate training and engagement is desired • Excellent communication and interpersonal skills, with the ability to work effectively in a multiculture environment desired
