Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality are translated into policy and legal actions throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts while building effective partnerships with Government, civil society, and other relevant actors.

In Uganda, UN women supports and promotes formulation and implementation gender sensitive policies and legal frameworks that promotes women participation in leadership and governance processes; gender responsive national planning, budgeting and accountability; Ending Violence Against Women, HIV prevention and Leaving No one Behind (LNoB); as well as institutional capacity building for Inclusive and accountable governance systems that can implement actions for the desired change at both at upstream and downstream levels. Uganda AIDS Commission has thus remained a strategic partner in this effort to address inequalities including discrimination and exclusion facing women and young people living with HIV as guided by the National Strategic Plan for HIV and AIDS activities 2021-25.

Uganda AIDS Commission in collaboration with stakeholders conducts Joint Annual AIDS Reviews to track progress of implementation of the NSP and the process of review for the first year of implementation is ongoing. The report will cover progress in the thematic areas of Prevention, Care & Treatment, Social Support & Protection and Systems Strengthening.

In collaboration with Uganda AIDS Commission, UNWomen therefore seeks the services of a competent individual to support the assessment process and ensure that the maiden year of the new NSP 20/21 – 24/25 ie JAR 20/21 report shows progress made in addressing gender equality, equity and rights perspectives in the National HIV and AIDS multi sectoral response. Proper documentation of the progress made across levels and thematic areas will enable the country to be abreast with the progress towards a gender sensitive and transformational HIV and AIDS response. This information shall further feed into the Program on a continual basis to improve implementation and maximize efficacy and efficiency, and ultimately, the sustainability of HIV and AIDS programs with a gender perspective.

Duties and Responsibilities

  1. Conduct a quick analysis to establish if the NSP FY 2020/21 assessment report provides progress information on indicators to address gender equality, equity and human rights goals in the national response to HIV and AIDS.
  2. Establish whether the JAR report captures progress on all the indicators based on the NSP and the compendium of gender sensitive indicators. Reference shall be made to compendium of gender indicators that inform the dashboard, to ensure alignment with international gender and HIV indicator lists.
  3. Engage members of the Gender technical working group and other thematic technical working groups and partners to establish progress on the Gender equality, equity and rights dimensions of HIV and AIDS.

  • Experience working with government institutions and international or non-governmental organizations supporting gender and development work in HIV

  • Good knowledge of Gender and HIV and AIDS programing
  • Ability to identify and analyze gaps and inequalities in Gender HIV programing
  • Good reporting and analytical skills
  • Good communication and presentation skills

Required Skills and Experience

Education

  • Advanced University degree in any or a combination of the following – Gender Studies, Public Health, social sciences, gender statistics, or any other related fields.

Experience

  • A minimum of 12 years’ practical experience in the field of gender equality and gender mainstreaming
  • A good understanding of the gender and equity perspectives in HIV programming.
  • Knowledge of international normative standards on women’s rights and gender mainstreaming processes
  • Knowledge of the role of UN Women and its programming is desirable
  • Working experience applying qualitative and quantitative evaluation methods, particularly at the outcome level of a final evaluation.

Language Requirements

  • Fluency in written and spoken English is essential
  • Working knowledge of another official UN language is an asset;
  • Knowledge of Uganda and the Great Lakes region is an asset
