Background

UNDP through its Sustainable Economic Development (SED) Cluster and its projects has defined a set of strategies to support equitable and sustainable economic growth by promoting decent and productive employment, improving access to specialised knowledge and innovation, and creating a more favourable business environment especially for entrepreneurs and farmers, as outlined in the Outcome 2 of the Country Program Document. The TFD has supported project proposal “Strengthening Communities in Khatlon region and Rasht Valley of Tajikistan” to address the economic vulnerability and social exclusion of rural people in Tajikistan, with a special focus on women living in the remote areas of Khatlon region and Rasht valley. The project promotes rural people’s engagement in sustainable entrepreneurship, innovative and inclusive local development through development of rural people’s skills for innovations and business. The project also promotes rural-led local initiatives and overall empowerment of women as proactive development agents in the context of Agenda 2030. All interventions proposed within the project are aligned with the national development priorities which are expected to push forward the SDG localization in close partnership with the Government of Tajikistan (both national and sub-national levels), private sector, as well as civil society organizations (CSO’s) and development partners. The project target areas are Kulob, Vose, Temurmalik and Khovaling districts of Khatlon region, Tojikobod, Lakhsh and Rasht district of Rasht valley of Tajikistan. The project is a three year initiative implemented from January 2020 to December 2022.

The project outcome, outputs and activities aimed at bringing local developments will be leveraged by the parallel funding coming from other development-focused projects of UNDP. The Project envisages development of modern employable business skills as well as skills for rural people - for men and women to increase the number of decent jobs for rural people in the spheres of agribusiness and green technologies for rural development. The project objectives will be achieved through interconnected complex of activities including but not limited to capacity building to meet the rising local demand for development, support to start-ups, business incubators, knowledge, and experience exchange at the International and National level, strengthening capacities of decision makers for rural policies, institutions, etc., which is expected to be achieved through the following Outputs:

Output 1: Improving access to effective and quality services for rural communities through introducing innovative solutions;

Output 2: Supporting local population to explore new niches for income generation, employment and self-employment for farmers and vulnerable rural communities

UNDP within its “Strengthening Communities in Khatlon region and Rasht Valley of Tajikistan” project plans to engage National consultant for conduction of final evaluation of the project.

Duties and Responsibilities

The National Consultant will assess the progress of the Project “Strengthening Communities in Khatlon region and Rasht Valley of Tajikistan” against stated outputs, as well as identify issues and recommend course corrections. Evaluation will also highlight issues and challenges affecting effective and efficient implementation of outputs and their contribution to project outcomes and impact.

The national consultant will be responsible for the following activities:

  • Gathering and review of relevant documents;
  • Prepare inception report, evaluation matrix including the evaluation questions, data collection instruments, etc.;
  • Supporting the work of International consultant(s) in support of evaluation activities.
  • Conduct field visits in selected communities and conduct interviews with the selected target groups, partners and stakeholders
  • Facilitate stakeholders’ discussion and focus groups to collect, collate and synthesize information
  • Assist in analysing the data and preparing a draft evaluation report in the prescribed format led by International evaluator
  • Incorporate the feedback and finalize the evaluation report jointly with the International evaluator;
  • Provide translation support to the International consultant during the meetings and analysis of project related documents.

Required Skills and Experience

Academic Qualifications:

Master’s degrees in Economics, Development Studies, Sociology, Economics, Management, or any other relevant subjects.

Professional experience.

  • At least 3 years of demonstrated work experience in the field of project implementation, monitoring, evaluation and/or project design in development sectors;
  • Demonstrated experience of conducting similar evaluations of development projects related to community -based development, livelihood promotion, sustainable economic development or related areas;
  • Adequate knowledge on gender equality, community development and economic empowerment issues;
  • Strong analytical and report writing skills;

· Excellent command in different data collection methods including FGDs, KIIs and Social Surveys

Knowledge of languages:

Fluency in English and Tajik, knowledge of Russian is an asset.

Brief description of approach to work/technical proposal of why the individual considers him/herself as the most suitable for the assignment, and a proposed methodology on how they will approach and complete the assignment; (max 1 page) Financial Proposal that indicates the all-inclusive fixed total contract price and all other travel related costs (such as flight ticket, per diem, etc.), supported by a breakdown of costs, as per template attached to the Letter of Confirmation of Interest template. If an applicant is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the applicant must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
