You have:
- Fluency in spoken and written English is required.
- A first University degree in Economics, Business Administration, International Development, Trade, Social Sciences or similar field is required.
- At least 5 years of work experience supporting the development of national policies or strategies is required.
- Experience organizing missions and multi-stakeholder consultations is required.
- Experience working with international organizations is desirable.
- Tetum, Portuguese or Indonesian language skills are desirable.

Result of Service
The services of the consultant will contribute to the eTrade Readiness Assessment and National E-commerce strategy for Timor-Leste by bringing together a wide range of stakeholders to discuss challenges and opportunities for e-commerce in ech of the seven policy areas of the eTrade for all initiative with the aim of achieving greater coordination among e-commerce actors.

Duties and Responsibilities
Under the supervision of the project officer for the Pacific Digital Economy Programme, the consultant will support the implementation of the project by carrying out the following tasks:
Support to the national e-commerce steering committee or working group established as part of the project by assisting of the meetings of the national e-commerce steering committee or working group established as part of the E-Commerce strategy development project
Organization and facilitate the workshop of the eTrade Readiness Assessment key stakeholders in government, private sector, and civil society.
Organize the national launch of the eT Ready and related communication activities
Coordinate the review of the ECS with government of the focal points of the review of the National E-commerce Strategy then gather comments with the Steering commitee
Organize the workshop for the National E-commerce Strategy with key stakeholders in government, private sector and civil society then follow-up with the public and private sector stakeholders on any remaining tasks

Qualifications/special skills
