Background

The Government of the Kyrgyz Republic (GoKR), European Union (EU), and the United Nations have launched the Spotlight Initiative (SI), a multi-year programme aimed at addressing all forms of violence against women and girls (VAWG), and harmful practices (HP). The SI aims to support transformative change on the ground to end VAWG, in numerous countries globally, including the Kyrgyz Republic. The initiative comes with the highest level of commitment globally and will be governed by the UN Deputy Secretary-General and the Vice President of the EU Commission.

The goal of the Spotlight Initiative (SI) in the Kyrgyz Republic is for all women and girls, particularly those most vulnerable, to live a life free of violence and harmful practices, including child marriage and ala-kachuu. It is built around six pillars developed after an extensive global theory of change exercise:

  1. Policies and legislation
  2. Institutions
  3. Violence Prevention
  4. Services
  5. Data
  6. Women’s movement and civil society

Having recognized the complex interplay between individual, relationship, community, and societal factors that influence gender inequalities and gender-based violence the Programme has proposed an innovative and cohesive approach to community mobilization that prioritizes the voice of survivors and other women and girls in providing solutions to ending violence before it begins. It was done through co-creation of several innovative/transformative processes and tools such as GALS (Gender Action Learning at community and institutional levels), OSPA (Oxford scenario planning approach), design thinking/user journey (DT), and media self-assessment. All these processes were led by CSOs to reinforce SI Kyrgyzstan’s focus on changing the normal modes of operation. To further disseminate the above knowledge and practices among the broader CSO community the Programme seeks to hire a local consultant to document one of these processes and tools (design thinking) in a format of knowledge product in a participatory way both capturing explicit and tacit knowledge and facilitate group reflections.

Duties and Responsibilities

Under the overall supervision and guidance of the Spotlight Programme Officer, the national consultant will co-create the KM process design and tools for documenting an innovative practice on design thinking/user journey using the analysis of reflections with beneficiaries who earlier participated in training on design thinking (DT) and training for trainers on DT to connect knowledge, which exists as a collection of multiple experiences and perspectives on design thinking/user journey transformative practice.

Specific responsibilities and tasks of a National Consultant include:

Preparation and planning

  • Desk review of all available documents and explicit knowledge on design thinking/user journey practice (Programme document, design thinking manual, tools, processes, presentations, videos, M&E frameworks, reports, etc)
  • Prepare an outline of the structure of the knowledge product on design thinking/user journey
  • Hold a joint session with the project team to finalize and agree on main points (domains of change, success criteria, process, and expected outcomes)

Evidence gathering, writing, and reporting

  • Systematize, analyze and document findings and minutes from focus group discussion and interviews held with beneficiaries of training and training of trainers on design thinking practice
  • Through co-creation processes write and prepare the final knowledge product on design thinking, based on analyzed and systematized data from focus group discussions, reflections, and interviews; review/further editing of the written product, and finalize the document with Spotlight Programme Officer and the project team. The final document should be written in a professional but comprehensive language, describe the process, outcome, learning objectives and lessons learned, and recommendations on further application/use of the design thinking practice by state institutions and broader civil society

Required Skills and Experience

Education:

  • University degree in Social Sciences, Liberal arts, economics, legal studies, international relations, human rights, development, or other relevant social science fields

Experience :

  • At least two (2) years of experience in research, data analysis and documentation, preferably in the area of gender equality, empowerment of women.
  • Proven experience in systematizing and documenting data as well as documenting using KAPs (knowledge, attitude and practices).
  • Has knowledge and experience in applying innovative approaches in different realms, specifically related to the area of gender equality and women’s empowerment.
  • Prior experience using/applying design thinking practice is highly desirable.

Language

  • Proficiency in professional written Russian is required, working knowledge of English and Kyrgyz

Evaluation Procedure

The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.

The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:

  • University degree in Social Sciences, Liberal arts, political sciences, economics, gender studies, human rights, (intern)national development, or other relevant social science fields
  • At least two (2) years of experience in research, data analysis, and documentation, preferably in the area of gender equality, empowerment of women
  • Proven experience in systematizing and documenting data using KAP model (knowledge, attitude, and practices).
  • Has knowledge and proven prior experience in practicing innovative approaches, mainly design thinking
  • Proficiency in professional written Russian is required, working knowledge of English and Kyrgyz

Only candidates who have passed over the minimum qualification criteria and have accumulated at least 49 points out of maximum 70 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of financial proposal

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 30

S – score received on financial evaluation;

Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;

F – financial offer under consideration.

Winning candidate

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical

scoring + financial scoring).

Management arrangements:

The contractor will work under the direct supervision and guidance of UN Women Programme Officer.

Financial arrangements:
