Activities and Tasks:

In consultation and agreement with the Health and Nutrition officer/CSD Manager and in close collaboration with the Ministry of Health, Family Health Bureau the consultant will ensure implementation of the following specific tasks in a timely manner as per UNICEF rules and regulations:

1) Conduct a desk review of the existing policies, strategies, standards, guidance on maternal care currently utilized in the health system (field and institutional setting) in Sri Lanka

2) Assess, review and identify the gaps in the existing maternal care package and maternal care guidelines, on guidance on antenatal and postnatal care in keeping with the accepted evidence-based guidance.

3) Hold discussions with the key stakeholders with a view of identifying current maternal care needs of the population

4) Draft new guideline based on the above findings, discuss with stakeholders and reach at a consensus

5) Finalizing the guideline in keeping with the approval from Family Heath Bureau, Ministry of Health

6) Any other relevant task assigned by Family Health Bureau

Work relationships:

The consultant will work in close consultation with the relevant officials from the Ministry of Health and in close collaboration with the UNICEF country office counterparts and stakeholders. The consultant will work closely with the Technical committees of the Ministry of Health providing oversight over this work. At each stage of the project, consensus should be reached with the Technical Committee a. Where relevant, the consultant should make presentations and participate in discussions to the technical committee and/or the stakeholders.

Outputs/Deliverables:

Summary of the maternal and relevant new born care policies, strategies, guidelines, circulars, and standards and the current evidence based documents compiled.

Summary report on the identified gaps in the context of the current guidance documents on providing care for the pregnancy and postnatal care, based on the desk review of policies strategies, standards, guidelines, circulars and through discussions with the relevant stakeholders.

To qualify as an advocate for every child you will have…

Qualification or specialized knowledge/experience required for the assignment:

  1. Substantial technical experience of MATERNAL care programme implementation in Sri Lanka
  2. Proven record of experience in desk review and documentation of programme development and implementation capturing essential key elements
  3. Broad understanding of the functionality and the role of the Ministry of Health, including field and institutional sector in the provision of maternal care
  4. Broad understanding of collaborative working with the officers at Ministry of Health and Technical organizations.
  5. Ability to work in consultation with the stakeholder technical advisory committee throughout the process

The applicant consultant should demonstrate experience of conducting similar activities in the past. The minimum qualification of the consultant are as follows;

  1. Education: Advanced university degree in obstetrics/public health or other related discipline
  2. Specialist skills: Proven skills in research, social research, analytical work and report writing. Demonstration of experience is required.
  3. Years of experience: At least 8 to 10 years of experience in MATERNAL HEALTH programme planning, implementation, developing strategies/policies/plan of actions and relevant work experience in the field of Public Health and/or Obstetrics. The successful candidate should demonstrate sample(s) of previous similar work/reports.
  4. Competencies: Excellent communication, facilitation, analytical and report writing skills. Working experience with UN, governments and other partners/stakeholders at national and sub-national levels
  5. Languages required: Excellent language skills in English

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
