In 2016, after competition and selection of an architect firm by an international jury, UNESCO started the construction of a Cultural Centre in Bamiyan, a complex consisting of an interior court, surrounded by two large buildings : a cultural facility with exhibition and lecture halls, library, cafeteria and kitchen and an educational facility with space for training and presentations; The premisses is meant to be an environment for discovery to comprehend the significance of the different historic chapters of the Bamiyan Valley and its territory. The center will assist in understanding the set of values which developed in a given geographical entity allowing todays heritage to testify to the different cultures and beliefs, which florished in the region. The scope of this consultancy is to support the UNESCO Kabul office in the preparation of the inauguration of the BCC, tentatively planned for mid-August 2021, and prepare the preliminary stages for a permanent exhibit in the Culture Building. Long Description ---------------- Under the overall authority of the Director of the Kabul Office, the overall supervision of the Head of Culture Unit, and in close coordination with Program Officers, the consultant will, within the framework of the project provide specific technical assistance required and: \- Liaise closely with the Culture Programme Specialist to implement the specifically assigned project and indicated deliverables underneath. \- Provide the specific technical support needed to protect and manage cultural heritage in Afghanistan, with focus on the deliverables as reflected underneath. \- Assist the Director, the Head of the Culture Unit or the Program Officers in meetings with the Ministry of Information and Culture, or with any other relevant stakeholders and UNESCO’s partners in Afghanistan. \- Assist the Culture Programme Specialist in sharing of information between UNESCO and relevant Government Departments, especially in relation to the specifically assigned project and indicated deliverables which are related to the protection, conservation and preservation of heritage sites in Afghanistan. Long Description ---------------- \- Assist in the overall design of a permanent exhibit at the culture building of the Bamiyan Culture Center and more specifically the entrance hall and rooms 1&2 \- Engage with french culture institutions, with a rich history in Afghanistan, such as the "Musee national des arts asiatiques-Guimet, the "Delegation Archeologique francaise en Afghanistan, (DAFA)", La Fondation Albert Khan and Archives Citroen, which may assist in enriching the exhibit through the contribution of content, photographic and film material. \- Cooperate with other private institutions/foundations/collections, such as ICONEM, which may assist in enriching the exhibit; \- Assist in the preparation of the preliminary stages of the exhibit for the inauguration, including content, decoration, fittings and installation with the materials gathered from the institutions mentioned above; \- Cooperate with local institutions, NGO's, University and schools, to assist in the design and decoration of the exhibit. \- Engage with the local communities to exchange and possibly enrich the exhibit with local materials and utensils reflecting daily life in the Bamiyan Valley Long Description ---------------- **Timeframe** The consultancy is expected to start in May 2021 and completed by December 2021: By 31 May 2021: A detailed workplan and fincancial proposal for the organisation of the inauguration exhibition, including a list of identified potential partners and stakeholders; By 31 July: A progress report detailing the activities implemented so far and reflecting the duties listed above, including, but not limited to: a list of the organisation contacted, minutes of meetings with relevant partners and stakeholders, any technical information relevant to the organisation of the inauguration (museography, exhibition plan, etc.); By 30 September 2021: A progress report detailing the activities implemented for the organisation of the inauguration, as well as an account of the inauguration itself; By 31 December 2021: A final report detailing all the activities implemented under the framework of the project, including a final proposal with timeframe and budget for the permanent exhibition at the Cultural building. **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) Professionalism (C) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- Education • Advanced degree on Art History, exhibition design; Work experience • At least 5years of relevant work experience in Culture; and • Previous work experience in Culture projects in developing and post conflict context. Skills • Sensitivity and adaptability (cultural, gender, religion, race and nationality); • Excellent research skills; • Excellent analytical and writing skills; • Competent computer skills for word processing, presentation and data analysis; and • Excellent independent working skills. Language • Fluency in English (both written and spoken). **DESIRABLE QUALIFICATIONS** ---------------------------- Education • Advanced degree in Culture, Art History, exhibition design. Work experience • At least 10 years of relevant work experience in Culture • Previous work experience dealing with Government counterparts, particularly the Ministries of Culture.
