UNESCO also strives to tackle poverty, strengthen sustainable development, uphold respect for diversity and human rights, build knowledge societies and media pluralism and work towards gender equality, thereby helping to bring about a more successful and prosperous Afghanistan. Within the framework of the implementation of the UNESCO 1954 Convention, assist in the development of a database of cultural objects disappeared from the Afghan National Museum during the recent decades of conflict. Lately the Government of the Islamic Republic of Afghanistan has taken some significant administrative steps with relation to the Protection and Conservation of Cultural Heritage, especially tangible Cultural Heritage. The Ministry of Information and Culture has set up Regional Divisions (2019-2020) in provinces along its borders for the implementation of the “International Convention for the Protection of Cultural Property in the Event of Armed Conflict” It has also by Presidential Decree formed a “National Committee for the Preservation of Cultural Heritage in Times of Conflict” (2020), consisting of Representatives of the Ministry of Information and Culture, The Ministry of Interior, The Ministry of Defense, the Ministry of Foreign Affairs, the National Security Department, the Ministry of Religious Affairs and the International Committee of the Red Cross. These are laudable undertakings demonstrating the will of the Government to tackle various issues, damaging its extremely rich cultural heritage, often situated in areas difficult to access and/or prone to averse actions or activities. The UNESCO Kabul Office at the Ministry of Information and Culture organized an introductory training on the implementation of the 1954 Convention for the National Committee in December 2020. Further training of civil, military and security personnel will be organized in 2021 with the production of educational and promotional materials. To aid in these efforts, the National Museum is establishing a special unit on the 1954 Convention to which the activities of this consultancy will contribute. The scope of this consultancy is to support the Special Unit established by the National Museum within the framework of the 1954 Convention, by accessing and compiling archives from different scientific organisation located in France. Long Description ---------------- Under the overall authority of the Director of the Kabul Office, the overall supervision of the Head of Culture Unit, and in close coordination with Program Officers, the consultant will,: \- Liaise closely with the Culture Programme Specialist to implement the specifically assigned project and indicated deliverables underneath. \- Provide the specific technical support needed to protect and manage cultural heritage in Afghanistan, with focus on the deliverables as reflected underneath. \- Assist the Director, the Head of the Culture Unit or the Program Officers in meetings with the Ministry of Information and Culture, or with any other relevant stakeholders and UNESCO’s partners in Afghanistan. \- Assist the Culture Programme Specialist in sharing of information between UNESCO and relevant Government Departments, especially in relation to the specifically assigned project and indicated deliverables which are related to the protection, conservation and preservation of heritage sites in Afghanistan. \- Provide technical assistance in the assembling of a database on disappeared objects from the Afghan National Museum through acessing the archives of the "Delegation Archeologique francaise en Afghanistan (DAFA)" in Paris, France. \- Provide technical assistance in the essembling of a database on disappeared objects from the Afghan National Museum through acessing the archives of the "Musee National des Arts Asiatiques-Guimet" in Paris, France. \- Undertake bibliographical research in Parisian scientific institution such as the Sorbonne University ea. and the web, to further compile the above mentioned database. Skills • Sensitivity and adaptability (cultural, gender, religion, race and nationality); • Excellent research skills; • Excellent analytical and writing skills; • Competent computer skills for word processing, presentation and data analysis; and • Excellent independent working skills. Language • Fluency in English (both written and spoken). **DESIRABLE QUALIFICATIONS** ---------------------------- Education • Advanced degree (doctoral degree) Culture, Art History, Archaeology, Conservation or a related field. Work experience • At least 5 years of relevant work experience in Culture • Previous work experience dealing with Government counterparts, particularly the Ministries of Culture.
