UNICEF Pacific is looking for a qualified professional to support the implementation of its Child Protection Programme in the Solomon Islands. The goal of the programme is to prevent and respond to all forms of child abuse, neglect, exploitation, loss of parental care and other situations harmful to children, through strengthening of multi-sector multi-stakeholder child protection systems.

Under the 2018-2022 Child Protection Programme, UNICEF Pacific is providing technical and financial assistance to implement social and behavioural change programmes aiming at preventing all forms of violence against children and promoting child protection, through engagement with communities, churches, and social media. In the Solomon Islands there are three main components to this programme: (i) Community-based child protection: engaging caregivers, families and communities in child protection through facilitation of community dialogues; (ii) Child online protection: engaging children and adolescents to promote gender equality and respectful relationships with and through social media; and (iii) Church engagement in child protection: working in partnership with church leadership and congregations to ensure safe churches for children and promote violence-free norms through biblical messaging.

How can you make a difference?

To support the development and implementation of the community facilitation package, child online protection, and church engagement in child protection components as follows: contribute to the development of implementation strategies, expansion plan, information, education, communication and training materials and management tools; and support implementation including planning, monitoring, review, supervision and training activities.

Scope of Work: Within the delegated authority and under the administrative supervision of UNICEF Chief of Field Office in the Solomon Islands and technical supervision of the Child Protection Specialist (Behaviour Change) based in the UNICEF Pacific Multi-Country Office in Suva (Fiji), or their designated mandated representative(s), the national consultant will: • Facilitate liaison between remote international technical advisors and local implementing partners • Coordinate with other stakeholders to collect information on similar interventions to avoid duplication, identify synergies and opportunities for collaboration and ensure consistency of messaging, in particular with regard to early childhood development and gender-based violence prevention programmes • Identify partners and develop partnerships, including between the Ministry of Women Youth Children and Family Affairs (MYCFA) and implementing partners for the community-based programme, with national churches, and with organizations working with youth for the social media component. • Contribute to the design and development and/or contextualization of: i. implementation strategies and plans, including a vision for longer-term scaling up and a comprehensive monitoring and evaluation framework for the community-based programme; ii. training modules for trainers, facilitators, and managers-supervisors; iii. facilitation tools; iv. IEC materials, which may include posters, banners, radio segments, social media products or others; v. management guidelines and tools, including for planning, reporting, reviews, supervision and information management system. • Support programme implementation by assisting/mentoring/coaching partners, including managers, supervisors, trainers, facilitators, to: i. plan/budget, monitor and report on activities; ii. conduct training sessions; iii. conduct supervision visits; iv. conduct review meetings; v. implement the information management system; vi. facilitate community dialogues Monitor activities, provide regular updates and coordinate with UNICEF colleagues and international consultants.

Supervisor: The Consultant will be under the supervision of the Child Protection Specialist (Behaviour Change) based in the UNICEF Pacific Multi-Country Office in Suva and will work closely with the Child Protection Officer based in the UNICEF Field Office in Honiara.

Work Assignment Overview 1.Tasks/Milestone: Regular and ongoing provision of direct support to MWCYFA, in collaboration with UNICEF technical colleagues, to plan, design, implement and monitor the community-based child protection programme.

Deliverables/ Outputs: Monthly progress reports, outlining development of: -implementation strategy and scale up plan. -facilitation and IEC materials. -training modules and monitoring tools.

Due Date: Monthly

Payment Amount: 50% of the assignment /125 days total (pro-rata on monthly basis)

2. Tasks/Milestone: Regular and ongoing provision of direct support to COP partners, including government and non-government implementing partners to plan, design, implement and monitor the child online protection programme

Deliverables/ Outputs: Monthly progress reports, outlining development of: -implementation strategy and scale up plan. -facilitation and IEC materials. -training modules and monitoring tools.

Due Date: Monthly

Payment Amount:30% of the assignment / 75 days total (pro-rata on monthly basis)

3.Tasks/Milestone: As needed provision of direct support to the church engagement in child protection programme partners, including support to contextualization of the regional programme, implementation and monitoring of the national programme.

Deliverables/ Outputs: Monthly progress reports, outlining development of: -contextualized resources -pilot implementation strategy -monitoring strategy and tools

Payment Amount: 20% of the assignment /50 days total (pro-rata on monthly basis)

To qualify as an advocate for every child you will have…

(i) Education: University degree in a relevant social sciences field, in particular, communication for development, behavioural sciences, anthropology, development, etc.; (ii) Experience: At least 5 years of relevant professional experience i.e. experience with community programmes aiming at social and behaviour change, developing IEC materials, training modules and monitoring tools, preferably in an area related to child protection.; (iii) Skills/ Competencies: Demonstrated facilitation skills with range of stakeholders, including adults, adolescents and children; Ability to persuade, influence, negotiate, advocate; Adaptability, flexibility, cultural sensitivity, tact, diplomacy, patience, respectful attitude; Communication skills, both speaking and writing; Ability to work with minimum supervision and in consultation with international technical adviser; Languages: spoken and written English and Solomon Islands pidgin
