Background

The Philippines is one of the fastest growing economies in Southeast Asia and plays an important role in the stability of the region. Environmental degradation and more frequent climatic events are likely to be key political, economic, and security disrupters over the longer term. Humanitarian crises can undermine growth, reverse development gains, increase poverty, and cause instability that can last for decades.

To address this challenge, the United Nations Development Program (UNDP) through the support of the Government of Australia Department of Foreign Affairs and Trade in the Philippines (DFAT), is implementing the Strengthening Institutions and Empowering Localities Against Disasters and Climate Change (SHIELD) Program. Australia invested AUD18 million in SHIELD which aims to make all people in target communities safer and more resilient to the impacts of natural hazard events and climate change. This will be realized by achieving three interdependent components:

  • Component 1: Government, private sector, and civil society stakeholders in targeted local government units (LGUs) are collaborating to unlock funding and implementing informed and inclusive resilience actions
  • Component 2: Relevant national government agencies (NGAs) are prioritizing action on local climate and disaster resilience
  • Component 3: Philippine scientific agencies are producing tailored and accessible information for local resilience action

The SHIELD Program is implemented in partnership with the Government of the Philippines through the Department of Interior and Local Government and four Consortium Partners, namely, United Nations Human Settlement Program (UN-HABITAT), Philippine Business for Social Progress (PBSP), National Resilience Council (NRC), and the Consortium of Bangsamoro Civil Society (CBCS). The program will partner with 11 provinces, Metro Manila and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

UNDP has set up a SHIELD Support Unit (SSU) responsible for the day-to-day operations of the program. The SSU will undertake key functions to support the SHIELD Program Board, Executive Committee, Program Management Team, and collaborate with Multistakeholder Partners at the national and sub-national levels. The Communications Consultant will be working together with the SSU

Duties and Responsibilities

Scope of Work

Within delegated authority, the Communications Consultant will be responsible for the provision of general communication support and production of various forms of project promotional materials and media press releases. The Consultant shall work closely with the SHIELD Program Team and the Communication Team of UNDP Philippines. Specific tasks are as follows:

  • Develop the official branding of the project in coordination with all the consortium partners and stakeholders
  • Develop a project Communications Strategy and Plan for the full duration of the project
  • Plan and implement strategies for communications, outreach and engagements with key project stakeholders, including national and subnational partners
  • Develop impactful and tailored communication material and organize knowledge dissemination drives in conjunction with project implementation.
  • Develop communications products to generate awareness of programme objectives and to share updates with program partners and stakeholders;
  • Build strong digital presence for the program in consultation with UNDP’s core communications team
  • Ensure high-quality documentation of impact stories, best practices from program sites for dissemination with donors, media, partner agencies and social media promotions.
  • Amplify success stories and key achievements of the program while also ensuring donor visibility
  • Support documentation and donor reporting of the program, in consultation with the SHIELD SSU, Consortium Partners, and stakeholders.
  • Create a repository of communications materials (stories, photo, and video assets) for the project
  • Organize roundtable discussions, press conferences, briefing sessions, interviews, and advocacy events.
  • Develop and implement public engagements and communication campaigns, as required
  • Build capacities of Consortium Partners and stakeholders through developing standard dissemination tools and templates for greater outreach in multiple languages and formats.
  • Support Consortium Partners and stakeholders for outreach activities, as and when required.
  • Ensure high-quality reporting of results and achievements to all program stakeholders, as necessary.
  • Perform any other tasks assigned on priority basis by the Program Adviser.

Institutional Arrangement

The Communications Consultant will work under the overall guidance of the Program Adviser. The Consultant is expected to provide his/her own laptop for the work required. The Consultant shall consider at least seven (7) working days lead time for UNDP to review outputs, give comments, certify approval/acceptance of outputs.

Duration of the Work

The expected duration of the Communications Consultant is ninety (90) person-days between 01 September 2022 to 01 March 2023, unless revised in a mutually agreed upon timetable between the Consultant and UNDP.

Duty Station

The duty station is Metro Manila however the primary mode of working shall be via telecommuting. Should circumstances permit and be done within the guidelines and protocols set by the Government, the Consultant must be available to report at the UN premises in Mandaluyong City and conduct field missions in 11 provinces, BARMM, and Metro Manila, as necessary. If travel outside the Duty Station is necessary, such travel shall be at UNDP’s expense and the Individual Contractor shall receive a per diem not to exceed United Nations daily subsistence allowance rate in such other location(s). In light of the COVID-19 pandemic, al work and travel of the Communications Consultant shall be done within the guidelines and protocols set by the local and national government Fieldwork, trainings meetings, and coordination activities shall be done in accordance with community quarantine policies.

Scope of Price Proposal and Schedule of Payments

Financial proposals must be expressed as an all-inclusive lump sum amount. Said amount shall include all professional fees (daily fees X number of person-days, travel within duty station, communications, consumables, and other costs that could be incurred by the consultant and shall be indicated in the financial proposal. The contract price is fixed regardless of changes in the cost components.

Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of contract, the consultant must be ready to submit proof of insurance valid during contract duration.

The contract price will be fixed output-based price. Any deviations from the output and timeline will be agreed upon between the Consultant and UNDP.

Payments will be done upon satisfactory completion of the delivery by target due dates.

Recommended Presentation of Offer

  1. Duly accomplished Offeror's Letter to UNDP Confirming Interest and Availability for the IC that indicates the all-inclusive lumpsum contract price, supported by a breakdown of costs, as per template provided; If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP;

Portfolio of at least three (3) relevant sample outputs that best demonstrate the candidate’s ability to design, manage, and implement national-level knowledge management and learning activities/events.   4. Personal CV or P11 Personal History Form, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;

Criteria for Selection of Best Offer

The Combined Scoring Method shall serve as basis for evaluating offers. The technical qualifications will be weighted 70% and combined with the price offer which will be weighted 30%.

The Offers received will be evaluated using a combined scoring method - where technical proposal will be weighted 70 points and combined with the price offer which will be weighted 30 points.

The CV will be reviewed using the criteria in the table below. Only offerors who will obtain a minimum of 70% or 49 out of 70 obtainable points will be shortlisted and considered for evaluation of financial proposal.
