Background

In the outbreak of the COVID-19 pandemic, the risk of violence against women migrant workers is increasing – as tensions rise, freedom is restricted, economic tensions are felt, and women are isolated from support systems. Prior to the COVID-19 pandemic, Filipino women migrant workers were already experiencing abuse from their employers. The Department of Foreign Affairs (DFA) data from 2013-2016 notes that 75% of the 4,830 OFWs who seek assistance from the embassy per year are women who have experienced physical, verbal and psychological abuse, sexual harassment and rape. Further, women comprise 82% of trafficking victim survivors. Despite having been subjected to violence, the National Demographic and Health Survey (NDHS, 2017) found that only 30 per cent of women who experienced physical or sexual violence sought help to stop violence. The pandemic has only intensified the already existing abusive treatment, exploitation and gender-based violence experienced by women migrant workers due to the disruption or limitation of the channels to file reports.

The Programme, “Safe and Fair: Realizing women migrant workers’ rights and opportunities in the ASEAN region (2018-2022)” is part of the multi-year EU-UN Spotlight Initiative to Eliminate Violence against Women and Girls. Safe and Fair is implemented by the ILO and UN Women. Safe and Fair delivers technical assistance and support with the overall objective of making labour migration Safe and Fair for all women in the ASEAN region. Safe and Fair engages with ASEAN Member States’ government authorities; ASEAN institutions; workers’ organizations; employers and recruitment agencies; civil society organizations; community-based organizations; families and communities; research institutions and academia, media networks, youth, and the general public and supports programming in ten countries (Brunei Darussalam, Cambodia, Indonesia, Lao People's Democratic Republic, Malaysia, Myanmar, Philippines, Singapore, Thailand and Viet Nam).

Safe and Fair works in close cooperation with governments and social partners to achieve three inter-linking specific objectives:

Specific objective 1: Women migrant workers are better protected by gender-sensitive labour migration governance frameworks;

Specific objective 2: Women migrant workers are less vulnerable to violence and trafficking and benefit from coordinated responsive quality services; and

Specific objective 3: Data, knowledge and attitudes on the rights and contributions of women migrant workers are improved

The strategy of Safe and Fair mainstreams three cross-cutting topics: women’s voice and agency; rights-based approaches; and broad engagement of stakeholders. Safe and Fair ensures visibility, awareness-raising and dialogue promotion on changing norms around violence against women throughout migration and strengthening rights-based approaches to Safe and Fair labour migration governance for women in the ASEAN region.

Purpose of the consultancy

?This consultancy contributes to “Output 02.04: Capacity of front-line services providers (health, social and criminal justice) to respond to the needs of women migrants experiencing violence and trafficking is enhanced, particularly Activity 2.4.1 Skills building for appropriate engagement with victims of violence and trafficking by front-line/initial contact service providers; contributing to the following indicators:

  • • Indicator 2.4.1: Number of women migrant workers who receive assistance from front-line service providers
  • • Indicator 2.4.2: Number of front-line service providers trained to handle women’s protection/ trafficking issues in a coordinated manner

This Consultancy uses as main reference the Safe and Fair Training Modules such Training Modules on Quality Coordinated Services to Women Migrant Workers affected by violence, and Providing Quality Services for Front-line Service Providers; Training Package for Coordinated Quality Services in the Health System, and Responding to Violence against Women Migrant Workers for Foreign Service Officials, aligned with the 16 Essentials for Quality Multisectoral Service Provision to Women Migrant Workers Subject to Violence, Coordinated Quality Services for Ending Violence against Women Migrant Workers, and other tools and guidelines developed by the Safe and Fair Programme.

Duties and Responsibilities

Design and localize trainings based on the Safe and Fair Training Modules on Quality Coordinated Services and other Safe and Fair training packages, provide facilitation and coordination of capacity-building activities with key government agencies from the health, police, and migration sectors; and in 2 Safe and Fair project areas. The consultant will be supervised by Safe and Fair National Project Officer.

  1. Improve front line service providers’ capacity in case management, coordination and referral, data collection and reporting
  2. Enhance understanding of tools, guidance and the political mandates for implementing multi-sectoral coordinated quality services to address VAW with a focus on the police, justice, social and health sector and the role of coordination and governance in this regard
  3. Deepen understanding of the needs of women migrant workers who are at risk of violence through their migrant journey; and the challenges and good practices in accessing essential services for women migrant workers; and
  4. Localize Safe and Fair training modules and tools such as by integrating national contexts and existing Philippine structures and mechanisms with the view of institutionalizing coordinated and quality multi-sectoral essential services for women migrant workers based on the guidance and tools

  • Training design and concept note of the following (at least two rounds of revision) series of Capacity Building, anchored on the Continuum and Intersection of Gender-based Violence, Trafficking and Migration in different stages of Migration:
    • Capacity building for Department of Foreign Affairs targeting Foreign Posts in Philippine Embassies in major countries of destination (CODs) including CODs in ASEAN

The consultant will liaise with the participants after the trainings to collect the number of women migrants assisted after the training.

Required Skills and Experience

Education:

Experience:

  • Has at least 7 years of experience working on gender and labour migration, gender equality, violence against women or other issues related to women migrant workers
  • Demonstrated experience in conducting capacity development activities including localization of tools in areas of labour migration and trafficking, violence against women, gender and development, preferably in the Philippines;
  • Strong understanding of issues related to gender equality in the context of labour migration, violence against women, preferably in the Philippines;
  • Membership to Safe and Fair Regional Pool of Trainers on Violence against Women is desirable;
  • Previous working experience with Philippine women’s rights and/ or migrant rights’ organizations is required

Language requirement:

  • Strong written and communication skills in English and in Filipino based on sample written work
