1. Background

The Islamic Republic of Iran is a middle-income country with 46% of its population under age 30 representing a youth bulge. the problem of drug use has recently been spreading among children, adolescents, youth and women, especially among family members of current drug users. The number of under-age children affected by drug use is unknown since no nationwide survey has been conducted among children and adolescents in the country. However, some school-based epidemiological surveys have identified that the use of soft and hard drugs exists among school-age children. Reports from service providers also indicate that there is some drug use among out-of-school children less than 14 years. A survey conducted by the Iranian Drug Control Headquarters (DCHQ) in 2011 among high school students revealed that 9% had used cannabis, 1% had consumed opium, and 2% had used heroin at least once.

Additionally, with adolescents and young people making up a large share of the population, their transition from learning to earning will impact their future employment, well-being, and social connectedness. And this is especially important for adolescent girls as the country’s features show a dramatic gender gap in this regard. Based on the data from ILO in 2021, the rate of youth employment in Iran stands at 17.7% and the share of females is 5.2% while males have the rate of 29.7%. The NEET index for those aged 15-24 also indicates a gender gap, as 45% of females in this age group are not in any form of employment, education and training while this index for males stands as 18.3%.

These are among some important challenges adolescents and youth in Iran, particularly girls, are facing which have a significant negative impact on their mental health and increase the risk of adopting harmful coping mechanisms such as risky behaviors and substance abuse.

Considering the above background and analysis situation and also given the fact that vulnerable adolescents and youth often were left behind in order to receive the tailored services adjusting to their requirements and priorities in the wellbeing, empowerment, and social protection programme,

UNICEF ICO under its joint programme of cooperation supports the I.R. Drug Control Headquarters (DCHQ) and the Ministry of Sport and Youth (MOSY) to run the “Adolescents Wellbeing and Empowerment Programme” through local NGOs in Kermanshah, Khorasan-Razavi, Alborz, and Isfahan provinces for at-risk and vulnerable young people between 10-24 in order to provide the essential services for them. In this programme, while the specific needs of adolescents and youth would be addressed, they would be able to receive evidence-based services in the Wellbeing and Empowerment Centers, including resiliency enhancement interventions, life, social, and vocational skills training, mental health and psychosocial support, drug use, HIV and social harms prevention. Interventions in this area will also encompass strengthening participation and engagement, focusing on personal empowerment.

In this respect, UNICEF is now seeking to develop a comprehensive model for adolescent and youth well-being and empowerment. To fulfill this task UNICEF Iran country office is looking for a consultant with experience in adolescent and youth well-being and empowerment, programming and developing a youth empowerment model.

2. Objectives

This consultant will contribute to achieving the following key objectives:

Overall Objective:

To review the UNICEF-led adolescents and youth well-being and empowerment programmes implemented by four adolescent and youth NGOs in four provinces and develop the conceptual, descriptive, and costed models.

Specific Objectives:

2.1. To review the design and conceptual framework including the logical and result frameworks of adolescent and youth well-being and empowerment programmes’ component.

2.2. To develop conceptual, descriptive and costed models for adolescent and youth well-being and empowerment programmes.

2.3. To develop a capacity-building plan as well as the training contents and materials based on the developed models.

2.4. To provide a series of training sessions and workshops for technical staff in adolescent and youth-serving organizations.

3. Methodology and Technical Approach

A. Review the design and conceptual framework including the logical and result frameworks of adolescent and youth well-being and empowerment programmes’ component applied in the four Adolescent and Youth Well-being and Empowerment Centers for boys and girls (AYEC and APSWECs) in Kermanshah, Mashhad, and Isfahan i.e., structures, scopes of services, procedures, processes, and key interventions based on beneficiary specifications and needs as well as defined goals.

B. Based on the results obtained from the review, develop conceptual, descriptive and costed models for adolescent and youth well-being and empowerment programmes to be applied by the other Adolescent/Youth-serving Organizations.

C. Develop a capacity-building plan as well as the training contents and materials based on the developed models for technical staff from adolescent and youth-serving organizations, especially the Adolescent and Youth Well-being and Empowerment Centers (AYEC and APSWECs).

D. Provide a series of training workshops for 30 technical staff in adolescent and youth-serving organizations, especially those from the Adolescent and Youth Well-being and Empowerment Centers (AYEC and APSWECs).

E. Provide progress and final report, including an executive summary and a PowerPoint Presentation of findings.

4. Activities, Deliverables, Indicators, Timeframe, and Schedule of Payment

The consultant shall perform the below activities:

i) a review the design and conceptual framework including the logical, results framework matrix, protocols, SOPs, tools structures, design and scopes of services, theory of change, procedures, as well as lessons learned, under the existing adolescent and youth well-being and empowerment programmes implemented by the Adolescent and Youth Wellbeing and Empowerment Centers (AYECs) in Kermanshah and Isfahan, and the Adolescent Girls Psychosocial Wellbeing and Empowerment Centers (APSWECs) in Mashhad and Kermanshah,

ii) data collection (Interviews, focus group discussions, questionnaire, review of the protocols, processes and lessons learned considering)

B. Data Collection in coordination with the implementing partners.

C. Develop conceptual, descriptive and costed models for adolescents and youth well-being and empowerment that would be applicable and replicable to other similar adolescent and youth-serving organizations.

D. Capacity building, including:

Development of a capacity-building plan;

Development of the training materials and contents;

Provide one debriefing session and two full-day training workshops on findings and models for UNICEF, Government partners, and NGO technical staff.

E. Progress and final reports, including an executive summary and a PowerPoint Presentation of findings in Farsi and English

5. Management and Organization

5.1. Management: The consultant will work under the direct supervision of the UNICEF Adolescent Development and Participation Officer The responsible government partner is the I.R. of Iran Drug Control Headquarters.

5.2. Travel: The individual consultant will be responsible for his/her travel arrangement if required.

5.3. UNICEF will be responsible for organizing and coordinating all meetings with its counterparts as required.

5.4. Timeframe – The entire project will be conducted in 35 working days during 10th of January to the 25th of February 2023

6. Conditions of Work: The consultant shall use his/her own facilities to manage the work.

7. Qualifications

The consultant should possess the following qualifications:

• University degree; Master of Science in psychology, social science, social medicine, epidemiology, monitoring, and evaluation or related disciplines (counseling, social working etc.),

• Minimum 5 years of working experience in the field of monitoring and evaluation of well-being programmes and models

• Minimum 5 years of working experience in the field of adolescent and youth wellbeing and empowerment,

• Proven experience as a facilitator or trainer of training workshops,

• Previous working experience with UNICEF/UN is an asset,

• Fluency in Farsi and English is required.

8. Evaluation Criteria:

The consultant will apply for this assignment and will be evaluated based on the criteria below. The minimum threshold for the technical evaluation is 70 scores (passing score is 60) and 30 financial.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
