Background:

The OSCE Programme Office in Bishkek (POiB) intends to continue supporting the implementation of the 2019-2022 Export Development Programme. The project aims at doing so by expanding - through capacity building seminars and e-learning courses - the supply of business internationalization support services, as initiated within the 2021 project, and address the limited availability of international marketing expertise in the country.

The Ministry of Economy and Commerce of the Kyrgyz Republic (MoEC KR) requested expert support in the process of designing the new Export Development Programme for 2023-2026. The OSCE POiB will cooperate with UNDP and ITC in order to share the required resources and expertise. In response to MoEC KR request, after a series of donor coordination meetings, four local experts will work on the process of development of EDP simultaneously, led by a Team Leader and supported by a Junior Facilitator: 1) Export Promotion Expert; 2) Facilitation of Trade Procedures Expert; 3) Support and Development of quality Infrastructure Expert; 4) Access to Finance Expert.

The OSCE POiB will engage a local Export Promotion Expert, to support the working groups responsible for the development of the new Export Development Programme 2023-2026.

Objective of Assignment:

The objective of this assignment is to develop the respective chapters of EDP 2023-2026 according to EDP structure and requirements of the Methodology for strategic planning of sustainable development, approved by the order of the Ministry of Economy of the Kyrgyz Republic dated August 30, 2018 № 1, using the Annexes to the Methodology.

Tasks and Responsibilities:

Under the overall supervision of the Team Leader, the successful candidate will be tasked to conduct consultations with stakeholders, and develop and provide the inputs to the EDP.

The main duties and tasks of the Export Promotion Expert include but are not limited to the following:

  • Conduct validation of the inputs with key national stakeholders from the public and private sector, collect and analyze feedback to the first draft;
  • Conduct analysis and develop inputs according to the scope of work and Methodology;
  • Regularly interact and receive guidance from the Team Leader on the methodological and substantive aspects of EDP design;
  • Participate in various meetings related to the development of Export Development Programme 2023-2026 (with the Team Leader, National experts; MoEC KR etc.);
  • Develop a draft of the EDP in the Russian language and provide it to Team Leader;
  • Finalize a draft of the EDP if there are any comments from Team Leader, MoEC, UNDP, and OSCE Programme Office in Bishkek.

Deliverables:

  • The first interim report of the "Export Development Program for 2023-2026" is developed and submitted (deliverable #1);
  • A presentation on the developed documents and analysis for members of the EDP working group and all interested parties is prepared and delivered;
  • Provided expert support by means of additional written information (per request), if necessary, as well as consultations for reporting activities at the request of the Team Leader, within the specified short term deadlines;
  • Electronic and printed copies of all developed recommendations, documents, analytical reports during roundtables, working sessions, etc;
  • The second interim report of the "Export Development Program for 2023-2026" and the “Action Plan for 2023-2026” are developed and submitted and monthly SSA Deliverables Reports in Russian language, with translation to English when requested (deliverable #2).

Necessary Qualifications:

  • Master’s degree in economics or relevant fields;
  • At least 7-year professional working experience in foreign trade (export) policy or relevant fields, preferably in the public sector;
  • Experience in international organizations or in development projects is an asset;
  • Knowledge of Russian and English language. Kyrgyz language is an asset;
  • Creative approach to problem solving;
  • Analytical mind, a systematic and proactive approach, responsibility, and ability to work both independently and in a team;
  • Skills of structured presentation of information and good communication skills;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
