Purpose of consultancy

Establishment of one demonstration site in Kathmandu for postpartum family planning (PPFP) services based on recommendations from the situation analysis and South-South learning exchange to integrate PPFP services throughout continuum of care

Background

Under the overall guidance of the WHO Representative and the Public Health Administrator and direct supervision of the NPO-Family Health, Gender and Life Course and in close coordination with Family Welfare Division, the incumbent performs the following duties:

1.Support FWD and WHO to establish Demonstration model for PPFP in selected referral hospital by:

A. Coordination with the selected Hospital to share the proposed activities to bring the hospital on board for the implementation of the activities

B. Need Assessment / Gap Identification:

  • Need assessment to identify the gaps and strengths of selected hospital at different continuum of points of care (Antenatal Care, Delivery, Postnatal care, Immunization etc) using the facility assessment tool developed by WHO.
  • Develop tailored action plan to fulfill the gaps identified in the assessment that includes program designs, required equipment and commodities, capacity buildings etc. with involvement of the hospital.

C. Identification of the Champions:

  • Develop criteria to select the champions for PPFP
  • Develop TORs of the champions to support the implementation of the activities
  • Support to develop the identified champions as mentors.

D. Support to prioritize and implement action plans for the hospital to strengthen PPFP services which can includeCapacity Building

  • Coordinate for capacity building of service providers to improve their competencies to provide PPFP service delivery and integrate the counselling at four continuum points of care ie during i. facility-based antenatal care (ANC), ii. Labor and delivery (0–48 hours), Pre-discharge period, iii. Postnatal care, iv. Newborn and Infant care (4–6 weeks through 12 months) including immunization program.
  • Support to identify innovative approaches to provide counselling service with the hospital to promote sustainable PPFP services for example Group counselling for ANC, Mobilization of the students posted at the hospitals for the counselling at different continuum points of contacts etc.

E. PPFP related IEC materials/job aids at each point of contact

  • Support to review and develop tailored IEC/BCC materials and job aids for PPFP in for display and dissemination

F. Monitoring and Supervision:

  • Support in tracking HMIS data monthly to monitor the service utilization
  • Visit the hospital to monitor the service provision
  • Facilitate review meetings with the hospital to assess the situation

2.Continuation of South-South learning exchange (SSLE)

  • In collaboration with WHO HQ and RO, and in coordination with stakeholders, support to continue SSLE with Sri Lanka including background papers, schedules, reports.
  • Support to document implementation of identified learnings (demonstration model), and documentation of the learning exchange process

Deliverables

  • Conduct Needs assessment and prepare report and action plan for PPFP services by October 15, 2022
  • Champions identified at the hospital for leading PPFP service strengthening action plan by October 30, 2022
  • List of indicators related with PPFP identified and monthly tracking of service utilization starting from November 2022
  • Report from the SSLE process for with Sri Lanka to exchange the learning for providing PPFP services and implement the learnings by February 2023
  • Reports of activities conducted for strengthening PPFP services every month

Qualifications, experience, skills and languages

Educational Qualifications:

Essential: Masters’ level university degree in Medicine/Public Health or equivalent relevant discipline.

Desirable: A Doctoral level qualification would be an added advantage

Experience

Essential: At least 10 years’ experience of working with public health programs including Sexual and Reproductive Health, Family Planning, or related field with focus on RMNCAH services

Desirable: 15 years’ experience of working with public health programs including Sexual and Reproductive Health, Family Planning, health systems management, monitoring and evaluation, or related field with focus on RMNCAH services

Skills/Knowledge:

  • Technical knowledge in facilitating and coordinating at national level meetings, trainings workshop.
  • WHO recommendation and updates about Family Planning and PPFP.
  • Good report writing skills, good soft skills, team player and results orientated

Languages and level required (Basic/Intermediate/Advanced):

  • Fluent in English reading, writing, and speaking.
  • Fluent in Nepali reading, writing, and speaking.

Location

  • Onsite: The consultant will work in Kathmandu with visits as necessary to DoHS, WHO CO, selected site etc.

Travel

  • The candidate is expected to travel within Kathmandu valley.

Remuneration and budget (travel costs are excluded):

a.Remuneration:

NPR 2,58,500 – 2,83,250 per month depending upon the education and experience

b.Expected duration of contract: The incumbent will work for six months during the period from September 2022 till July 2023.

  • This assignment is subject to local recruitment and will be filled by persons recruited in the local commuting area of the duty station/assignment location.
