Background:

The OSCE Mission to Bosnia and Herzegovina (the Mission) continues to play a vital role in strengthening the country’s ability to foster a sustainable and stable security environment, to strengthen Bosnia and Herzegovina’s governance, and to encourage its consolidation as a democratic society. The Mission supports political and education reform and works to promote and protect human rights of all citizens of BiH.

The Mission considers combatting corruption one of its key priorities and is assisting BiH authorities at all government levels in establishing an efficient system of corruption prevention in the country, one that entails competent legislative and executive structures, effective anti-corruption legislation, clear delineation of roles and responsibilities of anti-corruption stakeholders and their regular co-ordination, and development of innovative ICT solutions.

In 2021, the Mission launched a three-year extra-budgetary project “Informed Citizens and Efficient Mechanisms to Prevent and Fight Corruption”. Funded by the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL), the project focuses on raising awareness of the consequences of corruption for BiH citizens and strengthening corruption prevention capacities of Anti-Corruption Teams (ACTs) at all government levels.

Objective of Assignment:

The Mission is seeking to engage a National Consultant to support capacity building of ACTs in development of analysis on the implementation of AC measures and development of policy options for the introduction of AC measures.

Duration of Assignment:

This is a consultancy assignment with an expected duration of approximately 15 working days.

Tasks and Responsibilities:

Under the overall supervision of the Project Officer, the successful candidate will be tasked with the following duties:

1. Familiarizing her/himself with the objectives of the ToR;

2. Familiarizing her/himself with Assessment of ICT capacities and needs of anti-corruption teams in BiH and the developed relevant guidelines/regulations that delineate roles and responsibilities of ACTs on collection and processing of anti-corruption data;

3. Ensuring the analysis on the implementation of AC measures and developed policy options for the introduction of AC measures are in compliance with needs of ACTs, and developed guidelines/regulations that delineate roles and responsibilities of ACTs on collection and processing of anti-corruption data;

4. Ensuring that analysis and policy options are developed by directly consulting with ACTs;

5. Holding meetings with ACTs to consult on the analysis and policy options;

6. Ensuring that the analysis and policy options comply with relevant legislation framework, existing laws and regulations and applicable legal acts, decisions and existing policies, so as future strategic documents for the fight against corruption;

7. Preparing concept/proposal of draft analysis on the implementation of AC measures and policy options for the introduction of AC measures for Mission’s approval, relying on consultations with ACTs and developed guidelines/regulations;

8. Based on feedback of the Mission and ACTs, finalizing and delivering analysis on the implementation of AC measures and policy options for the introduction of AC measures, that will support capacity building of ACTs.

Deliverables:

Proposal and final analysis on the implementation of AC measures and policy options for the introduction of AC measures.

Necessary Qualifications:

  • First-level university degree in law, a post-graduate degree is an advantage;
  • Minimum 8 years of professional experience in law including minimum 5 years of professional experience in law and policy analysis in the field of anti-corruption legislation, good governance, public integrity, corruption prevention and other similar fields;
  • Excellent knowledge of national anti-corruption legislative and institutional framework;
  • Demonstrated experience in law and policy analysis and/or developing policy at national level;
  • Familiarity with anti-corruption;
  • Excellent reporting and analytical skills, and interpersonal and teamwork skills;
  • Ability to work flexibly, alone or in a team.
  • Professional fluency in English and the official languages of BiH;
  • Computer literate with practical experience using Microsoft applications
  • Holding a valid driving license.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
