UNESP- United Nations Election Support Project (2018-2021)

UNESP was the programming vehicle to support the 2018 to 2022 election cycles in Afghanistan. The Project had two overall objectives:

1) to build the capacity of the Afghan electoral institutions (the Independent Elections Commission [IEC] and the Electoral Complaints Commission [ECC]) to implement elections in line with the national electoral legal framework and Afghanistan’s international commitments; and

2) to allow a programming mechanism for the international community to partially finance the elections as per the request of the Government of Afghanistan.

UNESP followed previous UN projects in support of the Afghan electoral process, most notably the Enhancing Legal and Electoral Capacity for Tomorrow (ELECT) projects, from 2006-2011 (ELECT I) and 2012-2015 (ELECT II), and the UNDP Project Initiation Plan that was in place from July 2015 – October 2017. The UNESP placed the UN’s electoral support to Afghanistan directly under the political and supervisory oversight of the UN Assistance Mission in Afghanistan (UNAMA) and reflected the growing sustainability of the Afghan electoral process, as evidenced by the Government of Afghanistan’s financial commitment to both electoral institutions, and the provision of significant in-kind support to the implementation of elections.

Duties and Responsibilities

SCOPE OF WORK AND DELIVERABLES

Purpose of the Evaluation

Following the closure of the project, UNDP requires a final evaluation of the UNESP project for two major purposes and derived research questions:

  1. Purpose of Accountability - to account for the results achieved with the resources allocated to the project.
  2. Purpose of Learning – to learn from experience by understanding whether the UNESP project has worked or not and the reasons for its failure or success. Specifically, to assess whether the resources allocated to the intervention have resulted in the planned outputs, outcomes and eventually impacts and whether the resources have been spent efficiently

This Evaluation is planned to be end-of project and independent as well as intended to assess the relevance, performance, management arrangements and success or failure of the project. It looks at signs of potential impact of project activities on beneficiaries and sustainability of results, including the impact to capacity development.

The National Consultant will work under the supervision and guidance of the Team Leader and will have the following tasks and responsibilities

  • She/he will assist with the scheduling of meetings with International and National project stakeholders
  • She/he will translate documents from Dari and Pashtu to English and Interpret form Dari and or Pashtu in online interviews
  • She/he will assist in the sourcing and compilation of relevant documents for the evaluation
  • She/he will perform other tasks as assigned by the Team Leader
  • She/he will assist the Team Leader in the creation of the deliverables of the evaluation effort as described below
  • Desk study: The evaluation team should examine all relevant UNESP documents (including project design, work plans, progress, quarterly and annual progress reports, assessments, board documents, monitoring reports, etc.). These documents will be provided by UNDP.
  • Development and finalization of methodology: The evaluation team will have a kick-off meeting with relevant counterparts and will finalize the tools for collection and analysis of data.
  • Interviewing IEC and ECC****: The evaluator should also hold interviews with former officials of IEC and ECC,
  • Review and finalization of report: The draft of the evaluation report will be shared with all stakeholders for feedback/ comments and inputs incorporated as applicable in the final report.

  • The deliverables of the evaluation are comprised of:
  • Evaluation Work Plan: A work plan specifying the start and end date of the evaluation to identify how and when the evaluation team is going to conduct the evaluation.
  • Evaluation Inception Report: An inception report should be prepared by the evaluation team before going into the full-fledged data collection exercise. It should detail the evaluation team’s understanding of what is being evaluated and why, showing how each evaluation question will be answered by way of: proposed methods, proposed sources of data and data collection and analysis procedures. The inception report should include a proposed schedule of tasks, activities and deliverables, designating a team member with the lead responsibility for each task or product. Prior to preparing the report, a detailed report format should be submitted for UNDP’s approval.
  • Presentations of preliminary findings.
  • Draft Evaluation Report: A draft report for review and inputs from all project partners.
  • Final Evaluation Report: A final report of no more than 40 pages plus annexes to be submitted to UNDP.

Evaluation Ethics

This evaluation will be conducted in accordance with the principles outlined in the UNEG ‘Ethical Guidelines for Evaluation’. The consultant must safeguard the rights and confidentiality of information providers, interviewees and stakeholders through measures to ensure compliance with legal and other relevant codes governing collection of data and reporting on data. The consultant must also ensure security of collected information before and after the evaluation and protocols to ensure anonymity and confidentiality of sources of information where that is expected. The information knowledge and data gathered in the evaluation process must also be solely used for the evaluation and not for other uses with the express authorization of UNDP and partners.

Payment Modality

Payments under the contract shall be delivery based and be made on receipt of the specific milestone reports indicated above and including a timesheet according to UNDP procurement formats for individual contractors. These shall be as indicated in the table above and shall be made upon approval by the UNESP Project Manager

  • a minimum of 5 years of work experience preferably in the fields of Election Technical Assistance.
  • Experience in organizational management, structures and systems, operations, capacity development, reporting, and monitoring is highly desired.
  • Previous experience with Afghan Election Management Bodies is desirable
  • Excellent written and oral English skills a necessary requirement.
  • Fluency in English, Dari and/or Pashtu

Institutional Arrangements

The Consultant will work under the overall supervision of the Team Leader

Duration of the Work

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal. The consultant shall then submit a price proposal when requested by UNDP, in accordance with the below

  • The performance under the contract shall take place over total contract duration of 4 weeks (with maximum 22 Working days). The target date for the start of work will be around March 1, 2022 depending on the availability of the appropriate Consultant.
  • Daily Fee – The contractor shall propose a daily fee which should be inclusive of his professional fee, local communication cost, insurance (inclusive of medical health and medical evacuation), and other costs as deemed appropriate. The number of working days for which the daily fee shall be payable under the contract is 22 working days.

  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
