Objective of the programme

The Government of the People's Republic of Bangladesh (GoB) has received a Credit from the International Development Association (IDA) towards the cost of Health and Gender Support Project (HGSP). Subsequently, an agreement established and signed between WHO and Ministry of Health (MoHFW), GoB. The overall objective of the WHO’s operational activities under the HGSP is to manage the HGSP’s investments on building capacity with respect to: (i) the management of Non-Communicable Disease (NCDs) from community up to district levels at all levels of care; (ii) diagnostic capacity on tuberculosis (TB); (iii) management of environmental risk factors (including health care waste) at and beyond the health facilities; (iv) strengthen laboratory facilities and safe blood transfusions; (v) preparedness and response to health emergencies from community to district Upazila levels; and (vi) strengthened coordination among different stakeholders.

Description of duties:

Under the overall guidance and supervision of the Project Director, the signatory will be assigned to the PIU, MoHFW, GoB and will have the following job responsibilities:

  1. Review the various waste management plans and guideline relevant to health care services.
  2. Conduct situational analysis of medical waste management in various health care facilities in Cox’s Bazar district and quantify.
  3. Assist with procurement of goods or civil work contracting as required by the Project Director/PIU and ensure incorporation of appropriate environmental specifications and budget into the respective bidding and contract documents as well as EHS aspects;
  4. Ensure compliance of the mitigation and management measures by the Contractors;
  5. Liaison with the DOE on environmental and other regulatory matters; including obtaining and renewal of environmental clearance documents as and when required;
  6. Develop environmental and medical waste management training program on environmental aspects for the key stakeholders (DGHS, contractors, public representatives and local government institutions/NGOs;
  7. Plan and coordinate various waste management and recycling projects.
  8. Coordinate the documentation required to label, move, track, and report waste and waste initiatives.
  9. Carryout site specific environment screening/assessment of HCF and prepare environment management plan (EMP).
  10. Ensure to incorporate EMP with budget in the bid document and implement accordingly
  11. Evaluate waste management options and apply a waste hierarchy model in order to reduce, reuse, recycle, recover, and dispose of waste material.
  12. Work with company personnel in developing an appropriate and user-friendly medical waste management system.
  13. Assist in budget preparation and administration, including determining financial methods, procedures, and costs pertaining to environmental compliance and waste management services.
  14. Prepare and submit daily, weekly, monthly and bi-yearly report as required
  15. Any other task assigned by the PIU, MoHFW, GoB

Required Qualifications:

Education:

Essential:

Advanced degree (Master's) in environmental science, natural resources management, environmental or civil engineering, or other relevant disciplines (e.g. applied natural sciences).

Desirable:

  • PhD in environmental science, natural resources management, environmental or civil engineering, or other relevant disciplines (e.g. applied natural sciences)
  • Strong knowledge on waste management.

Strong analytical skills, ability to think strategically, analyze and synthesize diverse qualitative and quantitative environmentally related data and information

Experience:

Essential:

  • At least 10 years of proven, relevant experience (work or applied scientific research) as environmental assessment and management professional.

Desirable:

  • Understanding and familiarity with the existing national safeguard policies and procedures, ten Environmental and Social Standards (ESSs) of the Environment and Social Framework (ESF) and related guidance and good practice note.
  • Experienced in providing supervision support for managing environmental risk and impact to the ongoing projects those are implanted under the national safeguard policies.

  • Monthly salary: BDT 198,875.00 (SSA – 9, Step I)
