The Programme Section, UNICEF Thailand Country Office (TCO) is seeking an individual consultant to support UNICEF engagement on environment and climate for and with children across early childhood development, education, young people and social policy programme components.

Work Assignment:

Under the supervision of the Deputy Representative, the Consultant will specifically support through the following:

  1. Evidence generation, situation analysis and technical guidance to staff and programme partners on climate change and environmental risks facing children
  • Support the coordination and implementation of the Research on Impacts of Climate Change and Environmental Degradation on Children in Thailand
  • Support the mapping of existing stakeholders and interventions in Thailand on climate change, environmental protection, including green technologies, particularly those pertinent to UNICEF’s mandate and mission.
  • Contribute to the gathering of data and evidence to improve the understanding on how climate change and environmental degradation are affecting children in Thailand
  • Map policies and regulatory frameworks, institutions, programmatic activities and partnerships, relevant to child rights realisation from the perspective of environment and climate.
  • Identify best practices for protecting children from climate change and environmental risk globally and locally
  • Coordinate identification and addressing of gaps in the evidence base around the impact of climate change on child rights in Thailand across early childhood development, education, young people and social policy programmes. Contribute to the further development, design of the Climate and Environment programme for the new UNICEF country programme 2022-2026.
  • Draft communication and information materials to promote awareness on climate change
  1. Partnership development
  • Establish strong working relationships with relevant ministries and government counterparts, including at sub-national level aimed at supporting national priorities and advancing UNICEF’s environment and climate action portfolio
  • Work closely with other sections, in particular with the Adolescent Development and Participation (ADAP) team to establish partnerships and collaboration with relevant stakeholders to promote the participation of children and adolescents in climate action.
  • Identify partners and entry points for strategic engagement and policy advocacy regarding climate change impact on children for engagement. Establish close collaboration with NGOs community groups, other partners and youth groups themselves to keep abreast with climate-related initiatives and efforts, collect information, identify problems and constraints, and advocate for tangible solutions for children.
  • Identify funding opportunities and support UNICEF programmes in accessing climate-related funding from existing and emerging sources, including public private partnerships, innovative climate finance and leveraging of non-financial contributions for climate aims. Develop concept notes for fundraising for climate change adaptation and mitigation proposals as well as inputs to proposals from all programmes as needed.
  • Participate in relevant United Nations and development partners’ climate change working groups to ensure linkages/ knowledge exchange with regional and global stakeholders.

End Product(s):

  • Monthly report on planning, actions and progress
  • Final report on actions and achievement

Official Travel: The travel requirement will be revisited – to UNICEF office in Bangkok, also in consideration with the COVID-19 situation.

Duration of Contract: 90 working days during the period of 6 months – starting from 15 August 2021. (Working days not more than 15 days/ month. This is only an estimation since the working days may be less than required.)

Working Location: The individual consultant will work remotely in his/her own premises but will regularly report to the supervisor. All office supplies and materials will be provided by the Consultant.

To qualify as an advocate for every child you will have…

  • Advanced University Degree in environment, climate science, development economics
  • A Masters’ degree in Climate Science/Studies, Energy, Environmental Studies/ Management or related field.
  • A minimum three (3) years of relevant experience at the national and/or international level in providing policy and technical support, hands-on experience in design, management, monitoring, evaluation and reporting of climate change and energy projects
  • Knowledge of climate change, environment and/or energy in Thailand is a requirement
  • Proven experience in conducting research, analysis and generating reports
  • Demonstrated ability to work harmoniously in a multi-cultural environment and establish harmonious & effective working relationship both within and outside an organization
  • Working experience with private sector, private research institutions or think tanks is preferable
  • Knowledge of children's rights and gender in the context of climate change and/or environmental resources management
  • Proactive and resourceful, good communication skills in negotiating and liaising with counterparts and partners.
  • Good skills in computer applications; especially Word, Excel and Power Point.
  • Fluency in English and Thai, written and spoken

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
