UNICEF Jakarta is looking for a national consultant who will support UNICEF, partners, and the Indonesian government in improving the water, sanitation, and hygiene (WASH) services in healthcare facilities (HCFs) by providing engineering solutions to enable upgrading of WASH facilities with climate, gender and disability aspects.

How can you make a difference?

UNICEF Indonesia is planning to hire an individual national consultant who can deliver engineering services to the project. The objective of the proposed assignment is to improve WASH facilities in health centers, leading to reduced transmission of COVID-19 and other infectious diseases. The scope of work includes providing customized engineering solutions to upgrade WASH infrastructure in health centers, and ensuring that they are compliant with climate, gender, and disability aspects.

Several key components are aimed at improving the water, sanitation, and hygiene (WASH) services in healthcare facilities (HCFs) in Indonesia. It includes compiling and reviewing existing designs and documents of water, sanitation, and hygiene facilities in health centers. This will be done to ensure that these facilities are compliant with climate, gender, and disability aspects. The consultant will develop a manual that includes technical drawings, detailed specifications, bill of quantities, and costing for WASH infrastructure components. In addition, district officials and partners will be trained on integrating climate, gender, and disability compliant infrastructure. This will be achieved through seven one-day training programs in seven provinces, two-day field visits in seven provinces, and two-day monitoring visits in seven provinces. The consultant will also develop a detailed monthly monitoring framework and submit monthly monitoring reports.

The second part of the scope of work involves providing customized engineering solutions to field construction issues. This includes developing designs, drawings, specifications, quality standards, and incorporating climate and GEDSI aspects. The consultant will also communicate regularly with the engineering teams of the Ministry of Health, Ministry of Public Works, and other relevant stakeholders in harmonizing designs and standards related to health centers. Additionally, periodic customized reports will be prepared as necessary.

Some of the key tasks included in this assignment are: - Compile and review the existing designs and documents of WASH facilities in health centers - Develop Climate, Gender and Disability compliant manual - Train the district officials and partners - Develop detailed monthly monitoring framework - Desk Review of all Infrastructure development plans with estimates and costing of each Puskesmas - Provide customized engineering solutions to field construction issues - Document the technical information, processes, and costs of infrastructure upgrades

To qualify as an advocate for every child you will have…

Knowledge: - A master’s degree in environmental engineering (or any other related fields) with a bachelor’s degree in civil engineering. Skills: - Should be able to communicate and prepare documents in both Bahasa and English - Excellent technical skills in designing, implementing, and monitoring water, sanitation, and hygiene infrastructure components. - Strong skills in project management, including planning, implementation, monitoring, and reporting. - Ability to work effectively with diverse stakeholders, including government officials, contractors, and local communities. - Knowledge on integrating climate, gender, and disability compliant infrastructure. Experience: - At least 5 years of experience in designing, implementing, and monitoring infrastructure projects. - Experience in construction, monitoring, supervising infrastructure projects, preferably in water and sanitation. - Proven experience in developing technical manuals, specifications, and bill of quantities for infrastructure components. - Experience in providing customized engineering solutions to field construction issues, including designs, drawings, specifications, quality standards, and incorporation of climate and GEDSI aspects. - Experience of working with government, and UN agencies (desirable).

Remarks:

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
