Background

The United Nations Development Program (UNDP) is a key partner to the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) and is the United Nations (UN) agency assuming the role of Principal Recipient of GFATM grants in selected countries. In its role as Principal Recipient, UNDP is responsible for the financial and programmatic management of the GFATM grant as well as for the procurement of health and non-health products. In all areas of implementation, UNDP provides capacity development services to the implementing partners; government counterparts and sub-recipients (SRs).

The UNDP South Sudan Programme signed the COVID-19 Response Mechanism award with the Global Fund on behalf of the Country Coordinating Mechanism-CCM of the Government of South Sudan-GoSS. The project runs until 31 December 2023 with key areas of support including country coordination and planning for COVID-19 response, risk communication and community

engagement, infection prevention and control, COVID-19 diagnostics and lab systems strengthening, health products management and waste management, surveillance and surveillance systems strengthening, and last mile delivery. COVID-19 response in the country is led nationally by the National Taskforce and advised by the National Steering Committee which is comprised of several Technical Working Groups along WHO’s pillars for COVID-19 response. The country has also revised its national strategic preparedness and response plan the implementation of which is being supported through this award and other partners. UNDP is the principal recipient of the award and is partnering with sub-recipients to implement the various pillars of the national response.

One of the focus areas of this award is Infection Prevention and Control at cross border areas/points of entries (Nimule, Abei, Nadapal, Payingai-Pantou, Wunthou) and in 15 health facilities/treatment facilities with high load of patients. In the selected sites, infection prevention will be strengthened through renovation of sanitary facilities depending on the local needs of the specific site (which in turn depends on an assessment of the facilities and the needs). Depending on site-specific needs, the renovation works might include one or all of the following: construction of latrines, putting up incinerators, hand washing facilities, and water yard. In addition, the Global Fund project has additional civil works where the expertise knowledge of an engineer is required for the development of BOQ, tendering, review of quotations and monitoring of civil works

Objectives of the ToR

The UNDP South Sudan through the Global Fund COVID-19 response mechanism award intends to contract a national Engineering consultant with WASH engineering background to ensure conduct initial site needs assessment, prepare bills of quantities (BOQ) and drawings (where needed), participate in bid evaluation and contract award to contractors, and supervise the civil works and certify the completion and handing over of the sanitary facilities in close collaboration with the Ministry of Health.

Duties and Responsibilities

Purpose of the Assignment

The main objective of this consultancy is to conduct site-specific assessment of WASH and other civil works of the Global Fund project, prepare BOQ, select contractors, and monitor and report on progress made of the civil works.

Scope of work

The Clerk of Works-Engineering, WASH is expected to work in close collaboration with the State Ministry of Health and the State Ministry of Physical Infrastructure and County Health Departments to ensure quality and timely completion of construction works per contracts awarded. The Key duties and responsibilities of the Clerk of Works will include:

  • Lead needs assessment of the sites for sanitary and other facilities
  • Produce Bills of Quantity (BOQ) and designs for the civil works required at each site
  • Participate in the evaluation of bids for the WASH civil works (sanitary facilities at 15 treatment facilities and 6 border crossings/points of entry)
  • In consultation with the project manager, facilitate approval of site settings for specific civil works activities
  • Monitor progress of civil works activities to ensure that contracted companies comply with approved specifications and work plan
  • Liaise with the Project Manager to share possible obstacles to ongoing civil works activities in order to seek for solutions.
  • Provide update/ highlights on progress of civil works activities on weekly basis.
  • Ensure adequate and timely supply of materials by contracted companies in order to minimize unnecessary delays or interruptions of the civil works work plan.
  • Ensure availability of adequate labour force, qualified engineers, visitors register books and instruction note books are provided on site by contractors.
  • Provide technical and advisory support to the State Ministry of Health and State Ministry of Physical Infrastructure as well as the county health department on civil works activities whenever called upon.
  • Provide update/ highlights on progress of civil works activities on agreed basis.
  • Document and share key lessons and recommendations based on performance of specific contractors in order to help improve the quality of other civil works projects
  • Perform any other duties as may be requested by UNDP.
  • Deliverables

    The consultant will be expected to submit the following deliverables:

  • Assessment report with clear work plan schedule for inspection of construction works
  • BoQ and designs for the civil works to be undertaken
  • Bids evaluation report
  • Construction works well inspected and timely completed based on approved specifications.
  • Well-articulated evaluation report on performance of contracted companies
  • Reporting for the Consultancy

Required Skills and Experience

?Bachelor’s degree/ Diploma in civil/ construction engineering or other related field.

Experience required:

  • At least 3 years of practical field experience in construction works of sanitary and other WASH facilities for bachelor degree holders and 5 years experience for diploma holders. Experience in South Sudan is an added advantage.
  • Ability to understand and clearly interpret civil works specifications- in particular WASH.
  • Strong skills in maintain good relations with government counterparts.
  • Excellent report writing skills.

Criteria for Evaluation

To be computed as a ratio of the Proposal’s offer to the lowest price among the proposals received by UNDP

Payment Method for the Consultancy

  • The consultant shall be paid on a daily rate (based on the number of working days worked)
  • The consultant shall be paid a Daily Subsistence Allowance (DSA)
  • Payments shall be based on the Certificate of Payments that will be submitted
  • Time Sheet will be attached and verified by the direct supervisor; and
  • Final tranche upon performance evaluation from the direct supervisor.

Travel for the consultant

All travel costs will be covered by UNDP according to its rules and regulations. Travel, payment of travel costs including tickets, lodging and terminal expenses will be agreed upon, between UNDP and the Individual Consultant, prior to travel and will be covered and paid by UNDP.
