Consultant Human Rights

Overview

Document women's experiences in elections and promote gender equality.

You have:

• A minimum of master’s degree in social science – international relations, law, political science, history, anthropology, sociology, education or related subject.
• A minimum of 7 years of relevant professional experience in areas of gender, conflict prevention, linked to governance and political processes.
• Demonstrable experience in developing participatory training materials and curricula.
• Experience developing training content and materials linked to women’s political participation and gender-based violence and/or VAWIE-P will be an added advantage.
• Experience in facilitation, and/or capacity building related to women’s political participation and VAWIE-P is a requirement.
• Fluency in oral and written English is required.
• Working knowledge of other UN languages is an asset.

Elections that are not based on popular participation and development programs produces election campaigns that provide politicians the opportunities for mass mobilization and manipulation of electoral rules. This form of election leads to material inducement, political intimidation, vote selling, and generally electoral violence. As noted by election analysts, any form of activity, which aim to deny citizens the freedom to express their electoral preferences, are incontrovertibly illegal. It follows that most election are not issue based or based on promises that can sway the interest of the people, people are persuaded to sell off their votes in exchange for money and material gains

Electoral violence has serious wholesome consequences for democracy, respect for human rights and good governance. Electoral violence affects the entire credibility of the democratic system, human security and wanton destruction of properties. Electoral violence also erodes the credibility of the rule of law and impact negatively in democratic activities. Above all electoral violence deprive women from active participation as voters and candidates in elections.

To this end, UN Women intends to support documentation of Women’s experiences before, during and after the elections.

Duties and Responsibilities

Report to UN Women Programme Manager, The Consultant will be required to produce report on Women’s experiences before, during and after the elections.

The Consultant will be required to produce a report highlights women’s experiences during the elections

• Hold consultations with relevant national stakeholders in the field of gender-based violence and VAWIE-P in country (including candidates, observers, members of situation rooms, PPRC, ECSL, women’s groups , Sierra Leone Police, ONS, Peace Commission)
• Hold discussions with women to understand their experiences as aspirants, as candidates and as winners/losers/ voters and observers as the case may be
• Facilitate a meeting to present findings and lessons learnt.

Required Skills and Experience

Education:

A minimum of master’s degree in social science – international relations, law, political science, history, anthropology, sociology, education or related subject. Those with qualifications/expertise in more than one area will have an added advantage.

Experience:

A minimum of 7 years of relevant professional experience in areas of gender, conflict prevention, linked to governance and political processes.

· Demonstrable experience in developing participatory training materials and curricula. · Experience developing training content and materials liked to women’s political participation and gender-based violence and/or VAWIE-P will be an added advantage.

Experience in facilitation, and/or capacity building related to women’s political participation and VAWIE-P is a requirement.

· Experience in developing training materials contextualized for Liberia will be an added advantage

The candidates shall provide relevant reports to evidence their experience related to the key activities of this consultancy.

Language:

• Fluency in oral and written English is required.
• Working knowledge of other UN languages is an asset.
