SHORT TERM CONSULTANCY (STC) – DIGITAL HEALTH TRANSITION SUPPORT

1. Purpose of the consultancy

Under the guidance of the Coordinator of Health Systems Development of WHO Country Office for Cambodia, provide support to the Department of Planning and Health Information (DPHI) of the Ministry of Health (MoH) of Cambodia as outlined by the Terms of Reference of the National Digital Health Steering Committee.

2. Background

The digital health landscape of Cambodia is developing rapidly with many new initiatives being planned and under development. In line with these efforts, Cambodia is finalizing its National Digital Health Strategy and is also planning to develop a digital health enterprise architecture blueprint and a five-year costed action plan to guide its digital health transformation efforts. The Ministry of Health is also currently undergoing a transition of the current health management information system (HMIS) to the DHIS2 platform and is expecting to roll out use of the new HMIS to all public health facilities in the country.

Specifically, the Department of Planning and Health Information (DPHI) is leading the roll out of the new HMIS, overseeing the cascade trainings in all 25 provinces, as well as other key activities at the national level to ensure the new HMIS is fully operational and integrated into the MOH architecture. WHO, through the GAVI innovation top-up grant, is providing technical assistance to the DPHI on these efforts. WHO is also supporting the Department of Digital Health to build a strong foundation for the digital transformation, including supporting the development of the digital health enterprise architecture. Hence, WHO is looking to hire a local consultant to provide to support DPHI to implement activities to successfully complete the HMIS transition process and ensure long term institutionalization of the new HMIS, as well as support WHO with other tracking, reporting and documentation on digital health transformation activities overall.

3. Specific Objectives

· Support DPHI to effectively implement the workplan agreed upon under the GAVI innovation to up grant that aims to support rapid transition to the new HMIS platform (DHIS2).

· Support tracking, reporting and documentation on digital health transformation activities.

4. Duration of contract

Start date: 1 January 2026

End date: 31 March 2026

Total duration – 3 months

5. Deliverables

Output 1: Support implementation of the core activities planned under the innovation top-up grant managed by WHO, including for financial oversight:

· Deliverable 1.1: Support the MoH in meeting WHO grant management requirements, ensuring compliance with donor expectations and financial accountability.

· Deliverable 1.2: Develop and prepare the overall budget for activities related to the innovation top-up grant, ensuring alignment with project objectives and available resources.

· Deliverable 1.3: Monitor and track financial expenditures throughout the implementation period to support effective budget execution and control.

· Deliverable 1.4: Prepare and submit financial records and reports required by WHO and donors, ensuring accuracy, completeness, and timeliness. For activities funded through WHO, support MOH and Provincial Health Departments through development of templates, providing guidance on financial documentation needed, and tracking submission of documents.

· Deliverable1.5: Ensure that all financial transactions and processes comply with WHO guidelines, financial policies, and relevant government regulations.

Output 2: Support reporting and documentation efforts for activities funded/undertaken by WHO in support of national HMIS transition and digital transformation:

· Deliverable 2.1: Ensure timely reporting and comprehensive documentation of all interventions planned and implemented under WHO funding

· Deliverable 2.2: Assist in collecting, organizing, and maintaining supporting documents required from the MoH for WHO reporting and audit purposes.

· Deliverable 2.3: Contribute to the preparation of periodic financial and narrative reports for donor review, in coordination with relevant MoH and WHO teams.

Output 3: Output 3: Promote Coordination and Stakeholder Engagement for national HMIS transition

· Deliverable 3.1: Promote coordination across partners and facilitate stakeholder engagement to ensure a successful transition of the national HMIS.

· Deliverable 3.2: Support donor coordination efforts (e.g. agenda setting, planning, notetaking) between WHO, the donor agency, DPHI, and sub-national health authorities to ensure smooth implementation of activities related to the transition of the HMIS to DHIS2.

· Deliverable 3.3: Support effective communication and alignment of priorities, timelines, and deliverables among all stakeholders involved.

Output 4: Participation in HSD team activities and reporting

· Deliverable 4.1: Report weekly to the HSD coordinator on activities conducted (weekly updates)

· Deliverable 4.2: Participate in internal meetings upon request

· Deliverable 4.3: Prepare a monthly activity report

Educational Qualifications

· Essential: First university degree (bachelor’s degree) in business administration or in a related field.

· Desirable: Advanced university (master’s degree) in business administration, or in a related field

Experience

· Essential: Minimum 5 years' work experience in project management, business administration. Experience in coordination and stakeholder engagement at national level.

· Desirable: Experience in working with an international organization. Specific project management in information technology (IT) related work.

Skills/Knowledge

· Expertise in project management and administration

· Strong understanding of budget management and financial administrative practices

· Strong reporting and communication skills

Languages and level required

· Essential: Advance written and spoken fluency in English and Khmer is essential

· Desirable: Proficiency in other local languages in Cambodia.
