The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programmes, in advocacy and in operations. The equity strategy, emphasizing the most disadvantaged and excluded children and families, translates this commitment to children’s rights into action.

To respond better to the needs of children and families, UNICEF started to conduct social listening activities. These enable UNICEF to understand the challenges faced by, - and the attitudes of, vulnerable children and their families regarding access to health, education or protection services. It also allows UNICEF to identify trends and norms which may hinder or foster certain healthy or safe behaviours in the vulnerable population.

The social listening reports will be used to support UNICEF’s programming and planning (development of new interventions or adjustment of projects). The reports will be shared internally, with all relevant UNICEF sections (e.g.: health, education, child protection, emergency, and social protection) and externally with government and civil society institutions and the local authorities with whom UNICEF partners on service delivery modeling and child-friendly governance.

The national consultant will report to UNICEF’s Social and Behaviour Change Officer.

Scope of Work:

The purpose of the consultancy is to provide support for:

• Collection and analysis of real-time social data and listening on health, education, violence against children, Ukraine emergency response, mental health and psychosocial support, and the political context

• Development of 2D visual content for digital communication campaigns

• Implementation and monitoring of evidence-based digital communication campaigns on access to services, life-saving information and practices, resilience well-being, and inclusion.

Estimated Duration of the Contract

144 working days during a 12-month period.

Consultant's Work Place and Official Travel

The Consultant will be remote/home-based. Not travel is foreseen.

Estimated Cost of the Consultancy & Payment Schedule

Payment will be made upon submission of an invoice, satisfactory and timely completion of the above-mentioned deliverables. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs are incomplete, not delivered or for failure to meet deadlines. All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.

To qualify as an advocate for every child you will have…

Education: An advanced university degree in social sciences (sociology, anthropology, psychology, education, communication) or another relevant technical field (marketing).

A minimum of three years of professional experience in one or more of the following areas is required: digital engagement, social marketing, and digital campaign development.

Proven knowledge of social listening and social listening tools.

Fluency in Romanian and English is required.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
