Project Description

Emphasis on improving public services using technology and innovations was strengthened when the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) government had to deal with the COVID-19 pandemic along with other transition related concerns. Even prior the pandemic, the Ministry of the Interior and Local Government (MILG) already recognized the challenge of improving public service delivery in BARMM and to respond to substantial gaps in public service delivery at the local level, the MILG forged a partnership with UNDP for the Localizing e-Governance for Accelerated Provision of Services (LeAPS) Program.

With the overall goal of “A highly trusted governance aimed at co-creating and bringing meaningful citizen-centric services towards the digital transformation for an empowered Bangsamoro”, the LeAPS Program will harness the transformative power of data, digitalization, and people-centered governance to substantially improve the delivery of local public services, develop ICT capacity in civil servants and citizens and generate awareness, ease of use and, eventually, ownership of digital tools and processes, completing a journey towards digital transformation.

One of the strategies to achieve digital transformation is through the use of the Development through Local Indicators and Vulnerability Exposure Database (DevLIVE+)[1] is a system and a tool that is used to collect, organize, visualize and manage baseline data and information on the household, building structures and production areas for monitoring access to and delivery of basic services, assessing vulnerabilities and exposures to hazards and risks, and creating development pathways toward sustainable and progressive communities.

The DevLIVE+ generates socio-demographic profiles, not only at the municipal or barangay level, but up to the household level. It also provides disaggregated data by sex, age, work, educational attainment, or spatial location through charts, lists or even map locations that would facilitate analysis in crafting the local land use and development plans. Considering that significant socio-economic indicators can be captured related to access to basic services among others, local decision makers have found the tool essential in resource allocation, prioritization of barangays and delivery of services, or justify their programs, projects and activities using the DevLIVE+ to improve the conditions of communities who are either most vulnerable, left behind, or lacking in access to government services.

Originally designed to assess risks and exposure of households to natural hazards, the DevLIVE+ was further enhanced and expanded to collect data on non-residential structures i.e. commercial, institutional and industrial, and agricultural production areas i.e. livestock, poultry and fishing which are significant information to the exposure database of an LGU. The DevLIVE+ is implemented for a detailed evaluation of potential risks in an automated manner, which would significantly enhance development of future local plans and programs.

Furthering its applications, localized Sustainable Development Goals (SDG) indicators i.e. poverty incidence, unemployment rate and presence of informal settlers among others could easily be monitored. Decision makers could now have a tangible data and statistics to further track and provide appropriate solutions to this SDG indicators. Because the system uses open-source software, and data visualization tools, it is flexible enough to accommodate the needs and priorities of the local government units (LGUs) and agencies, by simply making adjustments in the data gathering tool, and writing the analytics.

The DevLIVE+ data collection tool is built using Open Data Kit (ODK) Collect installed in an Android tablet. Information from the respondents is then recorded through the tool which can be used online and offline. Similarly, DevLIVE+ collects accurate coordinates of the survey elements using Garmin GPS devices. The collected information is visualized, processed and analyzed through the DevLIVE+ dashboard using QlikSense application.

UNDP has been working with various LGUs in the country to provide DevLIVE+, technical assistance at key stages of the implementation from data collection, validation to management, through training, mentoring and coaching. This intensive training design is adopted to instill the processes within the LGUs for future updating of their data, to ensure sustainability of the system and to promote common data among departments.

UNDP Philippines, thus, requires the services of a qualified System Developer as an individual consultant (IC) to work closely with the LeAPS Program Management Office and the MILG-BARMM to support its various programs in upgrading the DevLIVE+ data collection tool using Open Data Kit (ODK) Collect and the data dashboard through QlikSense for its rollout in selected local government units.

Duties and Responsibilities

Scope of Work and Outputs

The Consultant shall carry out the following tasks:

  1. Review the current system design and infrastructure of the DevLIVE+, including assessment on use of GPS devices for recording coordinates, ODK Collect for data collection, QlikSense app on data visualization, and OpenRefine for data cleaning.
  2. Develop in sprints the following enhanced DevLIVE+ platforms:
    1. DevLIVE+ mobile data collection tool using ODK Collect or any similar platform, with at least the following features:

Design of user interface

  • user-friendly interface (intuitive even to first time users)
  • interactive map interface for data and way point viewing

System compatibility

  • operates in Android devices, Version 8 (API Level 26) and up

Survey logic system

  • appropriately designed question type and styles (e.g. drop down, grids, single response, multiple response, time, date, open ended, free-text and semantic scales)
  • question routing or skip logic (show/hide questions depending on the previous answers)
  • in-survey calculations
  • adding supplementary textboxes as needed in the survey answers
  • use of polygon for area-based indicator
  • integrated reference materials (e.g. user’s manual, PSIC and PSOC) within the system
  • auto-save capability at key stages of the interview

Data management

  • complete security model support: secured login, users, groups & permissions on all objects
  • integrated with comprehensive data validation mechanism through response specific validation checks (e.g. quantity or date range) and alerts
  • online and offline data upload to server

Other features

  • manual GPS location capture
  • integrated camera function with features that adjust photo resolutions and enable element-reference images during interview

  1. Set-up online or cloud server for data storage with extreme data security measures to ensure seamless data transmission from collection tool to data dashboard. Domain, hosting and licenses shall be provided by the UNDP.
  2. System testing and User Acceptance Testing (alpha, beta, and soft launch) for the two platforms. Adjustment and bug fixes based on client’s feedback, and recorded in bug tracker.

  3. Provide authentic access to client experts to source code and documents, while documenting the solution architecture and schema;

  4. Identify security guidelines and mechanisms for data sharing;
  5. Develop the protocols and users’ manual for the geotagging using GPS devices, mobile data collection using ODK Collect, data visualization and management using Qliksense, and data cleaning using OpenRefine, or the used platforms;
  6. Provide trainings to UNDP, government partners, training consultants, and project officers on the use of the tool and dashboard;
  7. Provide inputs to the formulation of the training design; and
  8. Serve as resource person in activities identified by the programme such as orientations, pilot testing, demonstration, etc.

The estimated level of effort identified above are indicative and may be adjusted based on the situation and needs, but with prior decision by UNDP.

Governance and Accountability

  1. Overall direction and guidance shall be provided by the UNDP Team Leader for Institutions and Partnerships while day-to-day supervision shall be performed by the UNDP LeAPS Project Manager with oversight from the Programme Analyst, with whom all outputs shall be submitted and through whom all communications shall be coursed or copied.

  2. The Consultant is expected to have his/her own workspace, facilities, computers, equipment, and licenses to digital tools from their own homes. UNDP shall not be responsible in providing these to the Consultant.

  3. The Consultant shall consider at least 10 working days lead time for UNDP to review outputs, give comments, certify approval/acceptance of outputs, etc.

Expected Duration of the Contract

To undertake the tasks, procedures, and expected outputs, the Consultant shall be engaged for 75 person-days over 5 months. Effectivity of the engagement will be upon signing of the contract and will be valid until all outputs have been delivered and accepted.

Duty Station

The position is home-based, but should have the flexibility to allow accessibility and availability for discussions and reporting on progress of activities as may be required. The consultant will not be required to report at the UNDP Cotabato Office, but shall agree with the LeAPS Project Manager on a bi-weekly schedule (or as agreed) to report on status and provide feedback on the outputs through virtual meetings.

Considering the COVID-19 pandemic, all work of the Consultant shall be done within the guidelines and protocols set by the regional and local governments in BARMM.

Required Skills and Experience

Scope of Price Proposal and Schedule of Payment

1. The Consultant should send the financial proposal based on a lump-sum amount for the delivery of the outputs identified below. The total amount quoted shall be “all inclusive” (professional daily fees X number of days, communications) that could possibly be incurred by the Contractor should be factored into the final amount submitted in the proposal. Travel, as deemed relevant by UNDP and compliant with government guidelines on community quarantine, will be arranged and paid for by UNDP and should not be included in the financial proposal.

2. Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of contract, the contractor must be ready to submit proof of insurance valid during contract duration.

3. The contract price will be fixed output-based price. Any deviations from the output and timelines will be agreed upon between the Contractor and UNDP.

4. Payments will be done upon satisfactory completion of the deliverables by target due dates. Outputs will be reviewed and certified by the LeAPS Project Manager and endorsed to I&P Team Lead, prior to release of payments as follows:

Qualifications of Successful Consultant and Criteria for Selection of the Best Offer

Applications from qualified candidates will be desk reviewed by the UNDP Philippines’ selection panel. Only applications that will obtain 49 out of 70 obtainable points will be shortlisted and eligible for evaluation of financial proposal.

Assessment of best offer will be via Combined Scoring method – where the qualifications will be weighed a maximum of 70 percent and combined with the price offer which will be weighed a maximum of 30 percent. Criteria for technical part was shown above while financial criteria will be based on the financial proposal.

The Consultant shall be jointly selected and agreed upon by UNDP. The prospective Consultant(s) shall provide the following:

  3. Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs (see H. Scope of Price Proposal), as per template provided. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
