Background:

In line with its Economic development initiatives portfolio for 2022 and the priorities of the host country in improving the investment climate and promotion of the investment opportunities of Tajikistan, the OSCE Programme Office in Dushanbe (Office) plans to support the State Committee on Investment and State Property Management of the Republic of Tajikistan (Committee) in development of the Investment Guide that will serves as a guiding source for potential investors and include information on procedures, as well as processes that are required for investor for new investment opportunities in Tajikistan.

To increase the visibility and further raise the awareness of international investors on investment potential and opportunities of Tajikistan, the Office will support the Committee to develop an investment guide (handbook) for investors in order to provide access to relevant information, taking into consideration the systematization of steps for organizing investment activities in the Republic of Tajikistan. The support to the Committee on development of the investment guide will be provided through recruitment of a National Consultant, who will work in close cooperation with the International consultant, Committee and other relevant institutions to support the International consultant and accomplish this activity and develop the guide in line with the requirements and needs of the Committee on investment development strategies.

Objective of Assignment:

The POiD is planning to hire a national expert in the field of investment promotion to cooperate and work with international consultant for development of the investment guide in order to familiarise international investors with potentials of investment and its climate in Tajikistan.

Duration of Assignment: 2 months.

Tasks and Responsibilities: Under the supervision of the Economic Officer and close cooperation with the international expert and relevant departments of the State Committee on Investment and State Property Management, the consultant will perform the following tasks:

  1. Support an international expert in development of the investment handbook;
  2. Study of international expertise and experience on development of the investment guidelines (handbooks);
  3. On the basis of the best practices learned, compiling a comparative table on development of the content of the investment guide (handbook);
  4. Analyse current trends of investment procedures in Tajikistan and provide detailed information to an international consultant and the OSCE on key findings;
  5. Conduction of analysis of investment opportunities of free economic zones(FEZ) of the Republic of Tajikistan, considering earlier conducted reports, document and analysis on the FEZs;
  6. Support in conduction of a GAP analysis of the investment potential of the regions of Tajikistan for inclusion into the manual (reference book) the results of the analysis as a potential and perspective areas for investment;
  7. Support in development of the detailed and step by step structural content of the guide on conduction of investment activities in Tajikistan;
  8. Based on the conducted analysis and gathered data, outline the main key findings and recommendations on increase and facilitation of the investment opportunities in Tajikistan;
  9. While developing a draft of the investment guide, include a detailed description of the funds’ legal status, mandates, governance structures and processes, investment and exit policies, project selection criteria, due diligence processes, investment decision processes, checks and balances, asset allocation, auditing and reporting, financial and economic benchmarking, as well as legal, regulatory, and contractual aspects;
  10. Support the International Consultant in development of the investment guide;
  11. Provide interpretation and translation of documents or meetings if required;
  12. Taking into consideration above set tasks, develop the draft practical investment guide (handbook) for investors.
  13. Provide support to an international expert with additional tasks in line with the development of investment guideline.

Deliverables:

- Draft step-by-step guidance on investing to Tajikistan is developed and shared with an international expert; - Best international practices on investment guideline is studied with recommendations for envisaged assignment; - GAP analysis is conducted together with an international expert; - Investment procedures taking in Tajikistan are learned and shared with the OSCE and an international expert; - Developed draft investment guide and submitted to the State Committee on Investment and State Property Management and electronic version of the investment guide (handbook) for investors is developed and shared with the Committee to be posted on the official websites of government institutions and embassies of the Republic of Tajikistan.

Necessary Qualifications:

  1. University degree in management, economics or equivalent;
  2. Minimum 5 years of professional experience in the field of Investment promotion, development of policy, regulations and guiding documents on investment promotion, entrepreneurship and business processes;
  3. Knowledge of legislation and policies in the field of investment promotions and entrepreneurship. Knowledge of the policy and legislation of the Central Asian countries in the field of investment promotion and entrepreneurship opportunities is an asset;
  4. Ability to apply analytical methods and data collection, including empirical analysis and gap analysis;
  5. Professional fluency in English, Tajik and Russian languages, both oral and written;
  6. Available to travel within Tajikistan.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
