Background

Energy and agriculture sectors are the largest Green-House Gas (GHG) emitters in Sri Lanka, respectively representing around 59%, and 27% of the total national GHG emissions (SNC, 2011). Thus, these two sectors are sectors where energy savings and use of Renewable Energy Technologies (RETs) can have a significant impact in terms of emission reductions apart from significant socio-economic benefits to the country.

Biogas, Biomass and Solar Trilateral Cooperation - Transitioning to Sustainable Energy Uses in the Agro-Industry in Sri Lanka (TSSC) is a 2-year project implemented by the United Nations Development in Sri Lanka. The Project supports Sri Lanka GHG emission reduction national targets through trial and demonstration of the potential of biogas, biomass and solar in the agro-industry sector. The Project is implemented under a South-South Cooperation framework and as such presents itself as a learning platform for both China and Sri Lanka to engage and cooperate at the international level in renewable energy technology (RET) transfer for GHG emission reduction.

Project interventions include:

• Developing Sri Lanka’s Provincial Council capacities in assessing carbon footprint in different agriculture activities and monitoring RET potential for GHG savings;

• Developing energy plans for the agricultural sector for five provincial councils;

• Sharing Chinese knowledge and experience in biogas, biomass and solar for agro-industry in Sri Lanka;

• Determining suitable business models through South-South knowledge and experience sharing platforms;

• Providing support to Chinese institutions on carrying out relevant capacity development in South partner countries;

Sri Lanka Sustainable Energy Authority (SLSEA) and the Ministry of Power, Energy and Transport are the project implementing partners whereas UNDP, Sri Lanka provides the implementation support through Direct Implementation Modality.

Duties and Responsibilities

Scope of Services

Scope of this assignment is to develop energy plans for the agricultural sector for five provinces in the focus of the project ( Uva, Northern, Southern, Eastern and North Western), to help meet the provincial and national targets in increasing renewable energy usage.

DUTIES & RESPONSIBILITIES

  1. Conduct stakeholder consultations in each of the five provinces to develop the energy plans for the agricultural sector;
  2. Form a stakeholder group for consultations in each of the five provinces to develop the energy plans for the agricultural sector;
  3. Assess the current energy usage in the agricultural sector of the five provinces and the implications of business as usual;
  4. Identify opportunities for renewable energy applications in the agricultural sector for the five provinces to be incorporated in the energy plan to help achieve government targets for 2030;
  5. Assess the potential GHG reduction in the agricultural sector as a result of the provincial energy plan;
  6. Determine the budget requirements for the energy plan to be implemented;
  7. Develop an implementation plan identifying responsibilities, activities and annual targets with corresponding budget requirements;
  8. The implementation plan should identify an implementation mechanism with the necessary provision for monitoring and evaluation to implement the energy plans of each of the provinces;
  9. Conduct validation workshops with the stakeholder group formed in acticity 2 above for each of the provincial plans developed.

The consultant’s duty station/location during the contract will be home-based with travel to the respective provinces, other site visits and stakeholder consultations.

Deliverable - Target Date

  1. First of five validated final draft provincial energy plan for agricultural sector - 15th September 2021;
  2. Second of five validated final draft provincial energy plan for agricultural sector - 10th October 2021;
  3. Third of five validated final draft provincial energy plan for agricultural sector -3rd November 2021;
  4. Fourth of five validated draft provincial energy plan for agricultural sector - 22nd November 2021;
  5. Fifth of five validated draft provincial energy plan for agricultural sector- 8th December 2021;

Timeframe of the assignment

• 100 days over the course of 20 weeks commencing from 15th July 2021 and expected contract end date is 15th December 2021;

• The PMU will require five days to review the deliverables submitted by the consultant;

Competencies

Consultant Profile

The prospective consultant should, as a minimum, have the following competencies and qualifications;

Technical

  • Demonstrated experience in the energy sector on energy efficiency and renewable energy applications;
  • Candidates with experience in the ?development of energy plans, roadmaps and policy initiatives will be given preference;
  • Strong understanding of global and national climate change and environmental issues;
  • Skills demonstrated in capacity building and mentoring of various stakeholders on the planning and application of renewable energy technologies;
  • Candidate should have a minimum of 15 years (overall covering above aspects) of professional experience in energy and/or agriculture sector. Some experience in other sectors industry, transport, and waste would be an added advantage and experience in working with international projects will be prefered.

Partnerships

  • Maturity and confidence in dealing with senior members of national and private sector institutions;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Excellent written communication skills, with analytic capacity and ability to synthesize relevant collected data and findings for the preparation of quality analysis for the development of the report;
  • Excellent coordination skills and result oriented collaboration with personnel with different subject expertise;
  • Excellent communication (both oral and written) and partnership building skills with multi-dimension partners.

Required Skills and Experience

Education

  • Master’s Degree or equivalent in a relevant area such as climate change mitigation, energy management, energy technology, natural resource management, agriculture engineering, environmental sciences, or related fields

Experience

  • Minimum of 15 years of work experience in the energy sector of project design, evaluation of project proposals, planning and policy level interventions. Preference will be given to experience in renewable energy technologies;
  • Demonstrated strategic technical and intellectual skills in the substantive areas;
  • Demonstrated leadership, facilitation, coordination skills, ability to mentor technical teams;
  • Working experience with international organizations or similar projects/programme design and implementations;
  • Experience in planning and/or delivering gender responsive programming;
  • Excellent communication (both oral and written), synthesis, analysis and trouble-shooting skills;
  • Computer proficiency, especially related to professional office software packages (Microsoft Office).

Languages/ Other

  • Excellent English language skills, working knowledge in Sinhala/ Tamil.

Note: Payments will be based on invoices on achievement of agreed milestones i.e. upon delivery of the services specified in the TOR and certification of acceptance by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Lump Sum Fee” including his/her consultancy and professional fee, travel (economy class flights is required to and from the Duty Station) honorarium, board and lodging, and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant. UNDP will only pay for any unplanned travel outside of this TOR and Duty Station on actual basis and on submission of original bills/invoices and on prior agreement with UNDP officials. Daily per diem and costs for accommodation/meals/incidental expenses for such travel shall not exceed established local UNDP DSA rates.

For an Individual Contractor who is 65 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required travel under the TOR, a full medical examination and statement of fitness to work must be provided. Such medical examination costs must be factored into the financial proposal above. Medical examination is not a requirement for individuals on RLA contracts.

PAYMENT FOR SERVICES

Payments will be based on milestones as described in section D of this document and must be approved by the Programme Coordinator (Energy) of the Climate and Environment Team of UNDP Sri Lanka.

The National Consultant shall receive payments according to the following installments from UNDP:

1. Submission of Deliverable 1 in Section D by 15th September 2021- 20 %

2. Submission of Deliverable 2 in Section D by 10th October 2021 – 20 %

3. Submission of Deliverable 3 in Section D by 3rd November 2021- 20 %

4. Submission of Deliverable 3 in Section D by 22nd November 2021- 20 %

5. Submission of Deliverable 3 in Section D by 8th December 2021- 20 %
