BACKGROUND:

The European Union (EU) and the United Nations (UN) have embarked on a new, global, multi-year initiative focused on eliminating all forms of violence against women and girls (VAWG) - The Spotlight Initiative. The Initiative is so named as it brings focused attention to this issue, moving it into the spotlight and placing it at the centre of efforts to achieve gender equality and women's empowerment, in line with the 2030 Agenda for Sustainable Development. The selection of Trinidad and Tobago as a Spotlight country is a recognition of the high rates of incidence and prevalence of family violence which is both a cause and consequence of gender inequality and associated harmful gender norms and stereotypes.

The overall goal of the Spotlight Initiative in Trinidad and Tobago is to reduce family violence, through ensuring implementation of integrated, quality and accessible services and prevention approaches. This approach recognises that an architecture of laws, policies and institutions are in place for addressing family violence. Spotlight will build on, consolidate and scale up this progress whilst addressing the significant implementation deficits and programmatic gaps.

At the end of the Spotlight programme, a comprehensive National Strategy will be adopted, practical prevention tools available at community level, and services will be accessible, effective and therefore used by survivors and perpetrators. Service providers will be held responsible for timely correction of implementation failures because systems of supervision and accountability will be strengthened. Civil society and women’s organisations will be empowered to monitor and support responsive and survivor-centred services. These approaches will advance gender equality, end indifference and impunity for gender-based violence against women and children.

It is expected that key officials at national and/or sub-national levels in all relevant institutions are better able to develop and deliver evidence-based programmes that prevent and respond to Violence Against Women and Girls, including Domestic Violence /Intimate Partner Violence, especially for those groups of women and girls facing intersecting and multiple forms of discrimination, including in other sectors.

The proximity to communities and the existence of programmes in health and security offer opportunities to expand the leadership of local government in the provision of services and prevention programming to end family violence. Local government also has a central role to play in encouraging linkages within and between communities which can facilitate prevention programming targeted at individuals, families and communities. To this end, Spotlight will pay particular attention to supporting local government authorities in the selected regions to integrate family violence response and prevention into their municipal corporation governance strategic plans. In addition to integrating a focus on family violence within municipal corporation governance, Spotlight will also focus on strengthening first responder strategies and programmes within the same municipalities where there is the best potential to save and stabilize lives, empower women and girls who are surviving family violence and intervene on a timely basis to prevent threatened or continued violence.

PURPOSE/SCOPE OF ASSIGNMENT:

Goal and Objective: Under the supervision of the Child Protection Officer (UNICEF) the consultant will develop and implement a strategy to integrate family violence response and prevention into the strategies, plans and programmes of local government/municipal corporation authorities.

This assignment falls under Activity 1.1 of Safety and Justice for Children of the 2021 AWP aimed at developing policies and protocols for child safeguarding and contributes to Output 2.1: Countries have increased capacity to develop policies and programmes, generate evidence, and implement services to prevent, respond and manage violence against girls and boys (including in emergencies) and children in conflict with the law. More specifically, as part of the Trinidad and Tobago Spotlight Initiative this assignment falls under activity 2.1.2 and contributes to Output 2.1: Key officials at national and/or sub-national levels in all relevant institutions are better able to develop and deliver evidence-based programmes that prevent and respond to VAWG, including family violence, especially for those groups of women and girls facing multiple and intersecting forms of discrimination, including in other sectors.

Activities &Tasks: The Consultant will be required to undertake the following tasks:

  • Undertake a desk review of regional/global family violence and prevention strategies at local government/municipal levels that can be adopted/adapted to local contexts, including Trinidad and Tobago’s first responder system led by the Ministry of Social Development and Family Services.
  • Liaise with local government/regional corporation representatives and provide technical support for review of planning and programming documents, including SWOT analysis of their role in family violence prevention.
  • Support strategic planning identifying entry points for the mainstreaming of family violence prevention and responses.
  • Ensure inter-ministerial communication, coordination with first responder systems and host consultations with women’s organisations and Civil Society Organisations (CSOs) to inform strategy design.
  • Assess and train local government and municipal authority teams on family violence prevention strategies and approaches.
  • Finalise draft strategy with costed implementation plan to integrate family violence prevention and response into strategies, plans and programmes of local government/municipal corporation authorities.
  • Ensure and provide technical support to start-up/roll-out of strategy in at least 1 municipality.

Work Relationships: The consultant will be required to work with local government/regional corporation representatives under the supervision of the Child Protection Officer UNICEF and namely from Tobago, Chaguanas, Mayaro/Rio Claro and Tunapuna/Piarco, the Ministries of Local Government and Social Development and Family Services, Women Organisations and CSOs as key stakeholders in this assignment and will liaise with the Spotlight technical team including technical coherence lead and other RUNOs such as UN Women, UNFPA, UNDP and PAHO.

OUTPUTS/DELIVERABLES:

Key deliverables under this assignment are as follows:

  • Inception Report identifying gaps and entry points for family violence prevention and response including SWOT analysis.
  • Stakeholder and Consultation Report (less than 5 pages) with Draft Strategy
  • Training needs assessment and workshop report on capacity development of local government and municipal authority members
  • Final Strategy with implementation plan developed in collaboration with Local Government /Regional Corporation representatives. This should be accompanied by a PPT summarising the strategy and implementation plan.
  • Final Report on programme implementation, lessons learned and recommendations.

TRAVEL REQUIREMENTS:

This assignment may be required to travel to Trinidad (if Tobago-based) OR to Tobago (if Trinidad-based) to meet with partners in person while observing COVID-19 protocols.

PAYMENT SCHEDULE:

Payment of professional fees will be based on submission of agreed deliverables which receive satisfactory quality review. In general, individual contracts shall not allow for fee advances. However, a maximum of 30 per cent of the total contract value may be authorized by the Approving Authority in cases where advance purchases, for example for supplies or travel, may be necessary.

MINIMUM EXPERIENCE/QUALIFICATIONS:

  • A Bachelor’s Degree in Social Work, Gender, International Relations, International Development, Social Policy, or any other related field.
  • At least 3years’ experience in drafting and designing strategies to address family violence including gender-based violence and violence against children.
  • At least 3 years of experience of designing and managing family violence prevention programmes;
  • Experience working with local government, regional corporations, or social development.
  • Experience in capacity building and in strengthening various duty bearers understanding of and response to family violence.
  • Ability to communicate and maintain appropriate and productive relations with a range of actors, including local authorities and civil society organisations
  • Strong leadership qualities, including the ability to influence senior management.
  • Good interpersonal, written, and oral communication skills.
  • Fluency in English is required.

ADMINISTRATIVE MATTERS:

The consultant will be required to work remotely and conduct consultations online or in keeping with COVID-19 Protocols if held in person. The consultant is required to have and use their own IT equipment to facilitate the assignment. However, UNICEF may provide support to online meeting facilities e.g. Microsoft Teams or Skype for Business links to accommodate remote consultations, meetings or trainings that may go beyond 45 minutes. The consultant will be required to attend bi-weekly meetings with UNICEF, Local Government and Regional Corporation representatives, and may be required to attend Spotlight meetings as and when required.

CONDITIONS OF SERVICE:

Before commencing work, a consultant or individual contractor shall submit a statement of good health and take full responsibility for the accuracy of that statement, including confirmation that he or she has been informed of the inoculations required for the country or countries to which travel is authorized. Consultants and individual contractors shall assume all costs that may occur in relation to the statement of good health. Consultants and individual contractors are required to certify that they are covered by medical/health insurance.

RECOURSE:

UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant. Performance indicators against which the satisfactory conclusion of this contract will be assessed include: timeliness/quality of submission and responsiveness to UNICEF and counterpart feedback.

TITLE RIGHTS:

All materials created by the Contractor which bears a direct relation to, or is made in order to perform, this contract and any intellectual property rights thereof, including but not limited to patents, copyright and trademarks, shall be jointly owned by UNICEF and the Contractor. At the request of UNICEF, the Contractor shall assist in securing such property rights and transferring them to UNICEF in compliance with the requirements of the law governing such rights. Any third-party usage shall require written permission from both parties.
