Result of Service The Development Coordinator will work under the guidance of the UN Resident Coordinator’s Office (UNRCO) and in cooperation with the Ministry of Economic Development and Trade (MEDT). The position is located in the premises of the MEDT. Specific responsibilities include:

  • Assist in the preparation and implementation of UNDAF, CCA and UNSDCF; coordinates the collection, dissemination and submission of relevant information from/to government agencies;
  • Liaise with relevant state agencies to seek their feedback on programme proposals, work plans, progress reports as well as support to conduct a wide range of consultations and discussions with the government agencies on UNSDCF process. The Development Coordinator will also facilitate UN missions, meetings and other events organized with MEDT and other government agencies.
  • Support to organize the Joint Steering Committee (JSC) meetings; prepares meeting minutes; ensures adequate follow up and action of the decisions made by the JSC.
  • Support the Results Groups, and the Coordination and M&E Group in planning, reporting, and strengthening partnerships with the relevant government departments.
  • Support to coordinate joint consultations and formulation of annual reports and/or other programme updates.
  • Support the UN Agencies in VNR and VLR process in coordination with the Ministry of Economic Development and Trade;
  • Support in organization of validation meetings with the government entities on UNSDCF;
  • Support and facilitate the process of final approval of UNSDCF 2023-2026;

    Duties and Responsibilities The United Nations System is supporting the Government of Tajikistan (GoT) in addressing the national priorities outlined in the National Development Strategy 2030 and aligned with the Agenda 2030. Financial and technical assistance is primarily channeled under the United Nations Development Assistance Framework (UNDAF) which is a strategic cooperation framework agreed between the GoT and the UN Agencies. The current UNDAF covers the period from 2016 to 2022. With the outbreak of Covid-19, the UN Agencies are also supporting the GoT in its Covid-19 response providing humanitarian aid and supporting the socioeconomic recovery. As of mid-2021, the UN Country Team (UNCT) in Tajikistan has initiated the process to prepare the United Nations Sustainable Development Cooperation Framework (UNSDCF) which will cover the period from 2023 to 2026. UNSDCF will lay out the overall strategic and programming framework that UN Agencies and the Government of Tajikistan (GoTJ) will implement in support of the 2030 Agenda for Sustainable Development in Tajikistan. A full draft of the UNSDCF will be completed by June 2022 and submitted to the Government of Tajikistan for formal review and endorsement and it will provide the basis for joint UN programmatic implementation as of 2023.

To promote development cooperation and to ensure effective coordination, joint UN and Government Steering Committee within current UNDAF implementation through the Joint Result Groups (RGs) and during the new process of the UNSDCF preparation, UN Resident Coordinator Office in Tajikistan will be continuing to support a National Development Coordinator position accommodated in the Ministry of Economic Development and Trade of Tajikistan.

A National Consultant/Development Coordinator position has been created to play a key function as the liaison between the UN Agencies and the Joint Government-UN Secretariat which is housed in the Ministry of Economic Development & Trade. This position seeks to support effective coordination between the GoT and UN Agencies in the implementation of the development cooperation framework (UNDAF), and the new UNSDCF process. It will support the coordination between various UNDAF result groups and the relevant government agencies as well as facilitate participation of government entities during the new UNSDCF preparation process. The position will facilitate information sharing and further strengthen the partnership between the UN Agencies and the relevant government counterparts in strategic planning, monitoring, reporting of the UNDAF and UNSDCF 2023-2026 finalization.

Qualifications/special skills Academic Qualifications: University degree (Masters preferred) in Economics, Public and/or Business Administration, Management and other related fields; Experience: - At least 3 years’ development experience working with government agencies, private sector, international agencies, or civil society organizations; - Experience with multilateral institutions such as the UN System is highly desirable; - Excellent skills in management, coordination, and communication; - Understanding of UN System and familiar with Tajikistan’s development landscape including knowledge of the National Development Strategy 2016-2030 and SDGs 2030; - Computer literate. Language: Good English, fluent Tajik, and Russian languages.
