You have:

  • An advanced university degree (Master or equivalent) in economics, financial management or information technology is required.
  • At least 6 years of experience in public finance and debt management are required.
  • Very good knowledge of the Tajikistan debt is required.
  • Experience in DMFAS implementation is required.
  • Experience in leading group discussions and organizing workshops is required.
  • Fluency spoken and written in Russian is required.
  • Knowledge of English and Tajik is desirable.

Duties and Responsibilities

The consultant will collaborate with the UNCTAD DMFAS experts and the MoF debt officers in ensuring implementation of the DMFAS system for debt data recording, operations, debt statistics and debt portfolio analysis. Under the supervision of the project officer of the DMFAS Programme for Tajikistan, the consultant will : Support the Ministry of Finance in validating the DMFAS database, and provide guidance, training and logistical support to the MoF Debt Management Office of Tajikistan in helping the MoF to: - Fully switch from its existing debt systems to using the DMFAS system as its unique database (sole source) for recording external and domestic debt instruments and operations. For this, the consultant will work with the MoF debt officers and DMFAS experts in validating the newly created DMFAS database and in conducting and completing the user-acceptance testing phase. - Produce debt records, in DMFAS, that are accurate, complete and timely, and for these to also be reflected in back-office documented procedures. For this, the consultant will support debt officers in the drafting and implementation of debt data validation procedures, including use of the DMFAS data validation query tool, for producing systematic data validation checks of the MoF DMFAS database. - Produce a debt statistical bulletin, in line with best international practice. For this, the consultant will work with the MoF debt officers and UNCTAD Debt Statistics Expert in reviewing current debt statistics reporting and produce debt statistical tables from the DMFAS database. - Perform debt portfolio analysis, using data from the DMFAS database. For this, the consultant will work with the MoF debt officers and UNCTAD Debt Portfolio Analysis expert in drafting a debt portfolio review that best international best practice. - Put into place institutional procedures for the day-to-day use of the DMFAS system for debt data recording, reporting, statistics and analysis; - Ensuring participation of MoF debt officers in UNCTAD training workshops in debt data validation, advanced training, debt statistics, debt portfolio analysis, as well as in meetings on integration of the DMFAS system with the Treasury system.

At least 6 years of experience in public finance and debt management (with debt officers in producing reports in debt statistics and debt portfolio analysis) are required. Very good knowledge of the Tajikistan debt is required. Experience in DMFAS implementation is required. Experience in leading group discussions and organizing workshops is required.

Languages

Fluency spoken and written in Russian is required. Knowledge of English and Tajik is desirable.
