You have:
- A Master’s degree in computer science, Management Information System (MIS), or any related fields and work experience.
- 3-5 years of experience in database development, MIS with a strong focus on data analytics and visualization.
- Fluency in English & Arabic is required.
- Knowledge of another UN language is an asset.
- Solid experience in working in the field of IT or MIS, particularly for the database development.
- A background and experience focusing on IT is a plus.

Background
United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) strives to promote gender equality and women’s human rights, strengthen implementation of gender sensitive policy and legislation, and eliminate all forms of violence against women. UN Women is strategically positioned at both the national and provincial levels in moving towards the realization of gender equality and women’s empowerment. UN Women provides support to innovative initiatives that promote women’s human rights, with a special focus on their economic security, governance/ political participation, freedom from violence, as well as access to justice.
Eastern states are among the lowest states in term of socio-economic and cultural features. The long history of marginalization the states have passed through has negatively reflected in the high poverty rates, inadequate access to basic services and needs, high unemployment rates and uneven development between rural and urban settings. Combined with marginalization and underdevelopment the states are experiencing, cultural norms stand as stumbling block to gender equality and women empowerment. With the financial support of EU, UN Women in partnership with the Italian Agency for Development Cooperation are implementing a project titled Women’s Empowerment for resilience, Inclusion, Sustainability and Environment (WEE-RISE) in Eastern States.
Outcome, Output and Objectives and the Activity
The project aims to create a conducive environment for the economic empowerment of women living in the most vulnerable situations in Kassala, Gedaref and Red Sea states. Specifically, the project objectives focus on improving access of young women and men, living in vulnerable situations, to a more inclusive market system, to enhance gender equality and women empowerment (GEWE) and reflect on the social norms and attitudes towards GEWE.
Part of the project implementation UN Women responsible of promotes opportunities of economic development for women and youth, through the lens of enhancing the value added and chain” and in a broader context through promoting leadership skills and participation of women at community, locality, and state levels and to better position them to claim their right including their economic rights. Furthermore, part of the activities that should be implemented strengthen women’s leadership for effective engagement in economic activities and public spaces through serious of activities including create data-base information of registered and unregistered entrepreneurs/ women groups in the targeted agricultural sectors in the three states Kassala, Gadarif & Red Sea.
In this regard, UN Women which is grounded in the vision of achieving gender equality and women empowerment is seeking to recruit Database Developer to create data-base information of registered and unregistered entrepreneurs/ women groups, collect the relevant information pertain to the entrepreneurs and women’s groups. Create record keeping system disaggregated by different factors and follow up the implementation of the activity among the targeted women’s groups, cooperatives, and agricultural associations in the targeted agricultural sectors. The database Developer should also be capable of generating analytical, different factors disaggregated reports and trends. This data will be used to help in enhancing women’s entrepreneurial capacities in farming, livestock, forestry, and marine products, generate quality cases specific different factors disaggregated reports and evaluation trends, which can be used for informed intervention planning and decision making.
Duties and Responsibilities
Under the direct supervision of WEE RISE project manager, and with the guidance from head of WEE portfolio, the consultant will be responsible:
- To convene consultative meetings with the UN Women to understand the data management and reporting requirements.
- To be involved in the design of data collection questionnaires (from technical view) and design user interfaces for offline and online data collection .
- Develop a software and hardware requirements and specification report suggesting the most appropriate and practical e offline and online database model.
- Assess the existing IT infrastructure of the selected women organization suggest/recommend hardware equipment required for the smooth operations of the database.
- Predict data growth and estimated storage requirement.
- Ensure that the database has the required ability to be modified and scaled up to add fields as per requirement e.g., gender, age, case specification, geographically etc.
- Develop process flow and conceptual data model that reflects database operations.
- Translate the conceptual data model into database formulas and other elements (schema) that implement the relevant data structures within the database.
- Develop a comprehensive web database for recording the details of selected women organization of each state in MS SQL/My SQL with backup support. The information would be accessible to UN Women team only but must have the ability to make it public if required at any point of time in the future.
- To Ensure Database backups and data retention polices
- Ensure that security features are included to protect and secure the entire database system.
- Create record keeping system disaggregated by different factors and follow up the implementation of the activity among the targeted women’s groups, cooperatives, and agricultural associations
- API Development and System integration with other systems if needed.
- Pre-test the databases for data analysis and produce reports for their immediate use.
Produce a comprehensive information module of the data base.
The consultant will develop a user manual for database users and conduct trainings for the relevant Staff of the selected women organizations. A minimum of 3 trainings will be organized for different selected women organizations cadres (3 days each).
- Commission the use of the databases for a period of one (01) month and provide support for troubleshooting after conclusion of the assignment; During this period the consultant will provide technical backstopping support to database users, ensuring that any problems that arise with the database are resolved timeously and efficiently.
- Any other work (related to databases only) aligned with the areas of mutual understanding between UN Women and the selected women organizations.
DELIVERABLES & PAYMENT SCHEDULE
This is a deliverables-based contract spread over the consultancy period, Payment will be made in 6 installments as per the following schedule:

UN Women will provide the consultant with background information/ material, feedback, and technical inputs, as well as provide logistical support for organizing events/ consultations in order to accomplish this assignment.

Required Skills and Experience
Education: A Master’s degree in computer science, Management Information System (MIS), or any related fields and work experience.
Abackground and experience focusing on IT is a plus.
Experiences:
- 3-5 years of experience in database development, MIS with a strong focus on data analytics and visualization. Some experience in GIS or geotagging will be an asset.
- Solid experience in working in the field of IT or MIS, particularly for the database development.
- A clear description of the ability and proven successful track history in supporting the design and to deliver a clear, structure, and comprehensive database and a user manual will be an advantage. ‘Success examples’ of database he/she developed, user manuals, and other reports should be provided.
Language requirements
- Fluency in English & Arabic is required.
- Knowledge of another UN language is an asset.
