The Regional Office is not physically represented there despite the significant challenges, particularly in the fields of Natural Sciences and Culture due to the insufficiently exploited potentialities. Faced with this situation, the Natural Sciences and Culture Sectors are joining forces to ensure an effective presence, positioning and better visibility of UNESCO and its actions at the national level, through the recruitment of a consultant who will be based in Sao Tome and Principe. Under the overall authority of the Director of the Multisectoral Regional Office for Central Africa in Yaoundé, the direct supervision of the Culture and Natural Sciences Programme Specialists, with the contribution of the Japanese Funds-in-Trust for the Preservation of World Cultural Heritage in particular, the consultant will be responsible for providing technical assistance for the implementation of regular program activities and extrabudgetary projects in the Culture and Natural Sciences sectors. To this end, he/she will be responsible for the following tasks: Long Description ---------------- **Support for programs and projects:**- Contribute to the development, implementation and management of projects and programs (Japan Funds-in-Trust for the Preservation of World Cultural Heritage in particular) to strengthen national capacities through research, preliminary analysis and basic information compilation; - Participate in the conceptualisation, design, planning, development, coordination, monitoring and implementation of programs, projects and activities; - Identify the entry points for Culture and the Natural Sciences Sectors in the fields relating to national priorities, and propose the alignment of the latter with national and regional priorities and the 2030 and 2063 Agendas; - Build collaborative and influential partnerships with stakeholders and strengthen UNESCO's position and influence; - Provide substantive, logistical and administrative support to projects, consultations, meetings, network and partnership initiatives, events and missions; - Facilitate close working relationships and exchanges with National Institutes, Ministries, National Commission, development and implementation of programmes, projects and activities; - Assist in the implementation of the 41 C/5 work plans, policy formulation discussions and other activities; - Participate in the planning and implementation of the United Nations Sustainable Development Cooperation Framework (UNSDCF) and Common Country Assessment, as well as other joint collaborations with development partners and stakeholders, identifying and/or realizing joint programming/programming opportunities. Long Description ---------------- **Research and knowledge management:** - Contribute to public information and awareness tasks, writing, contribution to social media, animation of information points; - Analyse best practices, current trends, programs and specific issues to acquire, expand and increase technical/thematic knowledge and expertise. **Partnership, networking and resource mobilization:** - Help build partnerships with stakeholders, in particular with national authorities, the private sector, civil society, NGOs and multilateral funding agencies; - Analyze and compile baseline data for potential partnerships and fundraising opportunities, and organize outreach activities, briefings, visits, consultations, meetings and other related visibility activities; - Contribute to the mobilization of resources for the country by contributing to the elaboration of concept notes and project proposals based on the analysis of the situation and needs assessments and in accordance with the priorities of the 41 C/5; - Compile information for the office's input to the UNSDCF, Country Program Document, National Action Plan and other relevant national planning exercises; **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) Professionalism (C) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- **Education:** - Bachelor's degree in the field of culture, natural sciences, development, management or in a related field. **Professional experience:** - Demonstrate a minimum of two (2) years of relevant professional experience in UNESCO's fields of competence, in particular culture or natural sciences, policies and strategies or other related fields, at the national and/or sub-regional level; - Experience in project/program development, implementation, management, and evaluation **Languages:** - Excellent knowledge of Portuguese and French and/or English with a good knowledge of the other language.
