Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination and violence against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, and peace and security. UN Women supports the UN Member States as they set global standards for achieving gender equality, and work with governments and civil society to design laws, policies, programs, and services needed to implement these standards. UN Women Egypt Country Office is based in Cairo and works in the three priority areas: Leadership and Political Participation; Economic Empowerment; and Ending Violence Against Women (EVAW).

Background

UN WOMEN Egypt Country office and the National Management Institute (NMI) signed a Memorandum of Understanding (MoU) for the development of an online self-paced introductory course on ‘Gender and Sustainable Development’, which aims at increasing the awareness of Egyptian civil servants of the gender equality concepts and their linkages to sustainable development, within the context of the 2030 Agenda for Sustainable Development, Egypt’s Sustainable Development Strategy as well as Egypt’s international and national commitments and strategies to achieve gender equality and women’s empowerment.

The UN Women Training Centre (TC) is dedicated to supporting the UN and other stakeholders to realize commitments to gender equality, women’s empowerment, and women’s rights through transformative training and learning. It aims at contributing to building a society that respects and promotes human rights for all women and men through training for gender equality. In terms of capacity-development strategies and techniques, the TC makes maximum use of online training techniques, paying special attention to e-learning courses and an active learning approach.

In this context, the UN Women Egypt Country office has approached the Training Centre to provide technical assistance and support to develop an online, self-paced, introductory-level course on gender and sustainable development topics. The course will comprise of 5-6 modules and addresses both the conceptual and empirical aspects of gender and sustainable development. It will be hosed on the NMI’s E-learning platform, UN Women Egypt Country office, and the UN Women’s Training Center. The course content will be developed in English with an approximate duration of 4-5 hours (1 hour per module) following a course outline which was developed and will be further refined in consultation with NMI and National Council for Women of Egypt in collaboration with UN Women Training Center.

The objective of the Assignment:

UN Women seeks to recruit a national consultant to contextualize and localize the content of a 5-module self-paced online course that aims to promote key gender concepts and the application of gender on pertinent development topics for Egyptian mid-level and senior civil servants. The consultant is expected to research and adapt existing materials from various credible sources into the content for an online course, and develop relevant case studies to Egypt, illustrating how gender intersects with the different topics of sustainable development in Egypt. The material developed will be integrated and linked to the 5-module course content developed by the international consultant recruited by UN WOMEN.

Duties and Responsibilities

Under the direct supervision of the Deputy Country Representative and the UN Women Training Centre, the national consultant is expected to:

  • Research and map existing training resources on gender and sustainable development in Egypt.
  • Develop case studies following the course outline which was developed and will be further refined in consultation with NMI and National Council for Women of Egypt in collaboration with the UN Women Training Center.
  • Coordinate with the international consultant responsible for the development of the course material to ensure coherence between the conceptual framework and the local Egyptian context and practice;
  • Map relevant high-resolution images and graphics that are suitable to the course material;
  • Draft the first script in line with the approved course outline and following the template(s) provided by UN Women Training Center to facilitate the instructional design;
  • Coordinate closely with UN WOMEN to ensure that all feedback received from the peer review committee at UN Women Headquarters is incorporated;
  • Ensure that the final script of the course reflects all comments received from UN Women and in a format transferable to the online version.

Deliverables:

1.

• Map existing resources and relevant high-resolution images and graphics

• Inclusion of fundamental Glossary terms

2. Submission of the first draft of the case studies and script using the template(s) provided by UN WOMEN Training Center

3. Submission of the second draft of the script reflecting comments received from the peer review committee.

4. Final script to be submitted within two weeks after receiving input from the peer review committee

Language Requirements:

Work Arrangements and Renumeration:

  • The candidate will need to use his/her own laptop throughout the duration of the assignment.
  • The selected candidate will be enumerated based on a lumpsum package in line with UN Women regulations and the identified list of deliverables mentioned in this Terms of Reference.
  • Upon recruitment, the candidate will be provided with an orientation and induction package. UN Women will provide relevant materials related to the assignment when needed.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 70% (70 points)

§ Criteria 1 (10): Masters Degree or equivalent in Political Science, Economics or Public Policy and Gender.

§ Criteria 2 (40): A minimum of 7 years of professional experience in the field of gender and sustainable development

  • Criteria 3 (10): Experience working with the UN in similar assignments
  • Criteria 4 (10): Fluency in spoken and written Arabic and English.

Financial: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

  • The contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
  • The financial offer should be inclusive of all related costs.

  • Financial proposal; Proposed inclusive daily rate.
