Background

Education is a human right and an essential tool for achieving equality, development, and peace. Non- discriminatory education benefits both men and women and ultimately equalizes relations between them. Literacy of women is key to improved health, education, and to the empowerment of women as full participants in decision making in society. Moreover, investment in formal and nonformal education and training for girls and women, with its high social and economic return, has proved to be one of the best means of achieving sustainable development, economic growth, and full participation in society. On the other hand, gender sensitive education curriculum is important to empower women and girls. Education curriculum that encourages young people to question and challenge violence and gender discrimination is critical for preventing gender-based violence. Young people need to be able to recognize what constitutes violence and abuse, how to protect themselves from harm, and take action to avoid harm to others. They also need to be given the opportunity to develop positive notions of gender, including masculinity and femininity. Gender-sensitive education curriculum/textbook promotes equal treatment between girls and boys and encourages students to learn gender equitable norms. Furthermore, integrating gender in educational curriculum and textbooks enhances teachers’ knowledge on gender equality and guides schools to promote gender equality at early years of student’s socialization which ultimately contributes to promoting gender equal society.Various international instruments, including Convention on the Elimination of Discrimination against Women and Convention Against Discrimination in Education2 prohibit discrimination in education based on sex. Furthermore, gender equality and women and girl’s empowerment are key elements of the 2030

Agenda for Sustainable Development which promotes inclusive and equitable quality education and promote lifelong learning opportunities for all.3 Furthermore, one of the strategies of Dakar Framework for Action 2000 has a specific focus on making the school curriculum relevant to the local needs and making the school atmosphere lively. As described in the World Declaration on Education for All, gender parity is explained in terms of equal enrolment ratios for girls and boys; creating a schooling environment that is free of discrimination and provides equal opportunities for boys and girls to realize their potential; making sure the school environment is safe; improving school facilities to be gender sensitive; training teachers in gender sensitivity; achieving gender balance among teachers and rewriting curricula and textbooks to remove gender stereotypes.

Ethiopia has made enormous strides forward in improving access of boys and girls to education at all levels, and in promoting gender equality within the education system. One of the efforts by Ethiopia towards gender parity is reflected in the emphasis given to the rights of women and children, as stated in the constitution of Ethiopia, other legislations, and policies. Moreover, the Government of Ethiopia recently developed a new Education and Training Roadmap (2019-2030), with a visionary strategy to transform the national education and training system. One of the measures included in the roadmap is revising regional and federal curriculum and textbooks.6 Accordingly, the country is currently drafting Education policy, Education law and started developing education curriculum and textbooks.

UN Women Ethiopia is implementing the program on “Preventing and Responding to Violence Against Women and Girls (VAWG) in Ethiopia.” This program is supporting a comprehensive approach to ending VAWG that includes legislation and policies, prevention interventions, services for VAWG survivors, research, and data collection. One of the result areas of this program is to expand formal and non-formal education to actively promote a gender equal, respectful, and nonviolent culture among students, teachers and other staff through formal and non-formal educational curricula and programs that address gender inequality and ending VAWG. in partnership with the Ministry of Women, Children and Youth (MOWCY), UN Women supported the gender analysis of primary school education curriculum and textbooks in Amhara and Oromia Regional States.

The gender analysis has assessed how the elementary school curricula/textbooks in the two regions portray gender, personalities, and characters, identified the gaps, implications and thereby provided strategic recommendations for further curriculum revision and programming. A policy dialogue on findings and recommendations of the gender analysis was conducted with representatives of MoWCY, Ministry of Education (MOE) and Bureaus of Education (BOE) of Amhara and Oromia regions. During the policy dialogue, a joint action plan on integrating gender in primary education curriculum and textbook was developed. The action plan identified key policy concerns, entry points, activities and timeline to ensure gender sensitive and responsive education system. Thus, UN Women plans to hire the services of a national consultant who will provide technical assistance in the implementation of the action plan.

Duties and Responsibilities

  • Consultation with partners on how to implement the join action plan
  • Develop an agreed workplan with timeline to undertake the assignment in consultation with UN Women, MOE, Amhara, and Oromia Region BOEs
  • Gender review of the pilot curriculum/textbook - develop inception report along with methodology and data collection tools, draft report of the gender review, facilitate the validation workshop and submit final report
  • Develop gender integration guideline and sample contents for curriculum/textbook developers that guide consideration of gender in portrayal of roles, professions, pictures, stories, texts etc.
  • Prepare training materials and provide training on gender sensitive and responsive approaches, and submit report
  • Conduct gender review of various education documents including flow charts, quality checklist, teacher’s induction manual, curriculum, and teacher’s modules to integrate gender sensitive and transformative approaches in teacher’s college
  • Submit final report on the tasks accomplished to UN Women.
