Background:

In 2017, the Youth Wellbeing and Development Index (YWDI) was conducted in Kyrgyzstan for the first time, which was based on such international instruments as the Global Youth Development Index and the Global Youth Wellbeing Index. They were adapted taking into consideration the country’s context. It aimed to assess the conditions of young people between the ages of 14 and 28 in a number of spheres in a comprehensive and systematic manner as well as provide objective information for making informed decisions in various sectors that are important for the youth.

The accession of the Kyrgyz Republic to the Sustainable Development Goals (Agenda -2030), which consider youth as one of the target groups, makes the YWDI extremely relevant, as it allows monitoring progress in the youth field on a systematic basis. To note, the results of the previous YWDI were also used for the development of the Youth Concept Policy for 2020-2030 and the Action Plan for its implementation until 2025.

The results of the second study will allow analysing progress under eight indicators: “Civic participation”, “Economic opportunities'', “Education, science and culture”, “Health”, “Information and communication technologies'', “Safety and security”, “Family” and “Environment, which were included in the previous YWDI. Henceforth, it will make it possible to collect comparative data and make practical recommendations in the field of youth policy on a wide range of related issues.

In 2022, the POiB will engage an expert, who shall conduct focus group discussions, interviews and related data analysis for the upcoming national study “Youth Wellbeing and Development Index” as well as collaborate with other relevant experts from partner organizations to finalize the study.

Objective of Assignment:

To provide an expert support in conducting the nation-wide study “Youth Development and Well-being Index” through conducting focus group discussions, interviews among young people between the ages of 14 and 28 and related data analysis.

Duration of Assignment: 72 working days in the period from 16 May to 16 August 2022.

Tasks and Responsibilities:

Under the supervision of the National Programme Officer and/or the Senior Project Assistant, the consultant will perform the following tasks:

1. Analysis of strategic documents, action plans to identify young people and related risks during budget expenditures in line with 80 assessment criteria in the methodology;
2. Analysis of field data of the index by directions and criteria: find out the attitude of people to certain directions and determine the current state of well-being and development of youth;
3. Comparative analysis of 2017 and 2022 data to identify changes and impacts;
4. Development of the scenario, guide for focus group discussions and script of structured interviews with stakeholders:
   • Youth 14-18 years old;
   • Youth 18-22 years old;
   • Youth 23-28 years old;
   • Representatives of the state authorities;
   • Representatives of non-governmental and international organizations;
   • Independent experts.
5. Selection of groups based on the purpose of the study. The number of groups should be from two to eight and not exceed ten participants, taking into account an even distribution of gender. The duration of discussions is from one to one and a half hours;
6. Organizing and conducting focus group discussions and semi-structured interviews, transcribing the obtained data;
7. Preparation of an analytical report with recommendations and conclusions.

The consultant will work in Kyrgyzstan during the implementation of the assignment.

Deliverables:

The consultant shall provide the following:

• Methodology for conducting focus group discussions and a structured interview script;
• Reports/transcripts of conducted focus groups, interviews, photo materials;
• An analytical report with recommendations and conclusions;
• A deliverables report upon completion of the assignment in English or Russian language describing the completion of all assigned tasks and recommendations for further actions, if required (not later than 10 working days after the completion of the assignment). The consultant shall provide the deliverables report and related information materials as results of his/her consultancy performance and an invoice.

• Professional fluency in Russian and Kyrgyz, both oral and written.

• Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
• Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
